I have received the income from the various Trust Funds in the hands of the Treasurer and they have been credited to the proper accounts. The income from Trust Funds in the hands of others also have been received for the year 1970 and credited to the proper accounts. The receipts as reported by the Treasurer agree with the books, and that payments of the Town correctly presents the financial status as of December 31, 1970.

APPOINTMENTS
Paul N. Romano appointed an Intermittent Patrolman Sept. 1, 1970
EDUCATION AND TRAINING
Sergeant William R. Delamater completed a three (3) week course in Law Enforcement Management at the Command Training Institute at Babson College on Octob- er 2, 1970.
Firearms instruction was conducted in the Spring for one (1) week.
The required recruit training program was attended by Intermittent Patrolman Paul Romano for ten (10) weeks at the Metropolitan District Commission Training Academy.
Patrolman John McGonnell completed a course on narcotics for one (1) week which was sponsored by the Attorney General.
Patrolmen Edward Cleary and David O'Hara com- pleted training in Civil Disorders and are permanent members of the Northeastern Middlesex Tactical Squad. This Squad is very important, as to security, for the twenty-one (21) cities and towns that they represent.
The Department has investigated a total of 4,016 complaints. Arrests for the year totaled 560 and are classified as shown on the following table:

TREE DEPARTMENT AND PEST CONTROL
Each year seems to bring a new problem to the care and health of our shade trees. This year, the increase in the Oak Leaf Skeletonizer was tremendous. It is a pest that has been present in cycles but never has it been so prevalent in New England as in the past season. One factor contributing to the increase of this pest has been the ban on burning outside which destroyed countless millions of the larvae. Spraying in the spring (June) was ineffective. The materials recommended by the University Field Station did not do the job. A crash program is now going on to find an effective safe Pesticide, and hopefully, we will have something by spring. I have in my budget funds to implement if it develops.
Dutch Elm continues to take its annual toll here again. Several promising materials are being tested, but until time tells us that the materials are both safe and effective, there will be no use made of them.
Maples are continuing to decline. This, in part, is caused by the increasing use of salt; more is the environ-
mental change caused by road construction, roads with curbing and sidewalks cause fast run off of rain and reduces the uncovered root area about two thirds, so there is a moisture and food deficiency. All trees removed have been replaced or will be in the spring.
New equipment obtained this year is a chipper. This should have been purchased years ago and now with restricted burning was a must. The chips are available at the rear of the Town Hall for the citizens, at no charge, and much of this has been used at the Conservation Area. The new truck authorized at the Town Meeting finally was delivered in October and is performing well.
As this will be my final Annual Report, I wish to thank the many members of the official Town Family, present and past, for their cooperation and help and especially Delbert Porter and Salvatore LoGrasso, of my staff.
