CONCLUSIONS AND RECOMMENDATION:
On the basis of this analysis, it appears that it will be profitable for the Town to purchase and operate its own power distribution system by purchasing power from a utility. The average annual net profit on sales for the eight year period is estimated at 11.9%. Provided that the present distribution system can be purchased at the estimated fair value, the average annual re- turn on the initial investment is estimated at approximately 8.4%. This estimate would be reduced to about 3.5% if the actual negotiated purchase price becomes 50% higher than the estimated book value.
Since the profitability of this proposed ven- ture will very strongly depend upon the pur- chase price of the existing distribution system, and since the venture represents about a half
million dollar business, it is recommended that the Town engage the services of a consulting engineering firm to make a comprehensive study to more accurately evaluate the anticipated rev- enue, costs and potential profits. Such a study must include a thorough appraisal of the pres- ent distribution system in the Town.

INSURANCE COMMITTEE
The Insurance Committee serves in an ad- visory capacity to the Selectmen. It is the func- tion of the Committee to suggest methods of handling the town's insurance program, markets available to optain proper insurance at mini- mum cost and to review, with competent insur- ance men, the adequacy of the program.
In 1962, the Committee worked with repre- sentatives of the town employees and the Sel- ectmen during the selection of insurance com- panies to provide Medical, Surgical and Life
insurance for town employees. This program was authorized by the 1962 Town Meeting. Spec- ifications were drawn and competitive bids were solicited from some 25 insurance companies with the policies ultimately being purchased from Blue Cross, Blue Shield and Savings Bank Life Insurance effective July 1.

CONSERVATION COMMISSION
This year's work of the Commission was highlighted by the receipt of its first gift of land in the name of the Town. Mr. Ernest G. Willard, of Main Street, gave to the Town for conservation purposes slightly over three acres of woodland Northwesterly of Carter Road. This land extends to Beaver Dam Brook and abuts fifty acres of well-field and watershed land held by the Lynnfield Center Water District. Already under the Commission's care is a twenty acre lot near the Water District land and extending to Apple Hill so Mr. Willard's gift is most ap- propriate to the continuity of this area. We are sure that our thanks are spoken on behalf of the Town.
Much effort has been directed towards the preservation of Reedy Meadow. However, be- cause of the nature of this land it has proven extremely difficult to determine the situs and ownership of many sections. Our work has been greatly assisted by the voluntary services of Mr. F. H. Speed, of Munroe Street, who has acted as cartographer. Many hours of Mr. Speed's time have gone into making an accu- rate composite plan of the meadow from avail- able data. Vague descriptions in old deeds leave large areas still to be worked out.
The Commission has adopted a definite edu- cational program. In March, we were pleased to sponsor a Junior High School Assembly, and a conservation exhibit at the South Lynnfield Gar- den Club Flower Show during the summer. Also, through the very generous cooperation of the Lynnfield Lions Club and the Lynnfield Cen- ter Garden Club, two Lynnfield boys were able to attend the two week summer camp conducted in Spencer by the Massachusetts Department of Natural Resources.
At the present time, the Commission is work- ing with the elementary school principals on a conservation unit with particular reference to Lynnfield.
The cooperation of the Selectmen, the Water Commissioners, and other officials of the Town is gratefully acknowledged by the Commission.

SENIOR HIGH SCHOOL BUILDING COMMITTEE
The Senior High School Building Committee which was appointed by the Board of Selectmen under authority of Article I of the Special Town Meeting of November 20, 1961 held its organ- izational meeting on December 27, 1961 and commenced its work on January 2, 1962.
During the first two months the committee's efforts were divided into three phases which were carried on simultaneously.
(1) The committee held a series of meetings with members of the High School staff to become cognizant of teaching methods and the curriculum in Lynnfield.
(2) Field trips were made to a number of recently completed high schools within reasonable travelling distance so that the committee could view modern trends in high school design.
(3) Representatives of eight architectural firms were interviewed as a preliminary step in the selection of an architect for the project.
On March 6 the committee had a preliminary meeting with the Massachusetts School Building Commission. Educational specifications were then developed to determine the size and type of facilities required. The firm of Harold C. Knight Associates was selected to do the arch- itectural work, and H. Kingman Abbott of Read- was engaged to make a topographical survey of the school site on Essex Street.
After April 1 the activities of the committee centered on the selection of a suitable building design. The committee studied carefully several arrangements presented by the architect. During the succeeding months the plan selected was re- vised continually and developed in detail. In mid October this work was concluded with pre- liminary plans ready for presentation.
In accordance with Article I of the Special Town Meeting of November 20, 1961, these pre- liminary plans and estimated costs were present- ed on October 22 to the Board of Selectmen, the School Committee, the Finance Committee, and

the Planning Board for their approval. Certain aspects of the proposal were unacceptable to the Finance Committee and approval was withheld by that group.
On October 30 a meeting of the Senior High School Building Committee, the School Commit- tee, and the Finance Committee was held to rec- oncile the various points of disagreement. This resulted in a revision of the total square foot area and a proportionate reduction in the esti- mated cost. The revised proposal was presented to the four boards and committees at a joint meeting on November 28. Approval of the re- vised plan was subsequently received from all four boards and committees.
As the year ends, the committee is engaged in preparing a formal proposal to be presented to the voters of the Town at a Special Town Meeting on January 28, 1963. Several public meetings have been scheduled, and an informa- tional brochure has been prepared for distribu- tion to the Townspeople.
In conclusion it should be stated that a great amount of effort has been expended by the ar- chitect, by individual members of the committee, and by Dr. John A. Redmond who acted as the committee's educational advisor. We believe we have produced a set of preliminary plans for a senior high school that adequately answers Lynnfield's future education needs at the second- ary school level and is in keeping with other school buildings in the Town.
During the year the committee held 57 meet- ings and attended 4 conferences with the Mass- achusetts School Building Assistance Commis- sion.

SUNTAUG LAKE COMMITTEE
The first committee meeting was held at Lynn- field Town Hall on Thursday, October 11, 1962, with the Board of Selectmen and Town Council present.
Objectives were defined as obtaining limited use of surface of Suntaug Lake for winter sports and raising level of lake in summer months.
At committee's request, Town Council has de- termined status of agreement between Lynnfield and the City of Peabody, Policy of State Board of Health regarding use of public water supply, and legal precedent for recreational use of other public water supplies in the commonwealth.
A meeting was held in Peabody City Hall Friday, January 11th, between the Peabody
Commissioner of Public Works, the Peabody City Solicitor, and this committee. Mr. Condon, Selectman, Town of Lynnfield, was present. Mr. Abraham Ankeles, Attorney, presented our re- quests which have been under advisement. A reply is expected by January 18, 1963.
If the reply is not favorable, it is our intent to propose legislation to obtain the desired results.
