ARTICLE 28
Voted Unanimously to amend the Zoning By-Law Section 1. Districts (d) to read as follows : Section 1 (d) Lots in Two Districts. Where a single residence A, B, C, or D district boundary line divides a lot the entire area of which lies in a Residence District, the regulations applicable to the less restricted portion of such lot may extend not more than (30) feet into the more restricted portion, provided that such lot has required frontage on a public or private way in the less restricted district; otherwise, there shall be no extension.
ARTICLE 29.
Voted Unanimously, to AMEND ITS ZONING BY-LAWS AS FOLLOWS: Delete the present paragraph (c) under Section 8 - Enforcement, and substitute in its place the following :
(c) An appeal to the Board of Appeals may be taken by any person aggrieved by reason of his inability to obtain a permit from any administrative official under the provisions of this by-law, by any officer or board of the Town, or by any person aggrieved by any order or decision of the in- spector of buildings or other administrative official in violation of any provisions of the zoning by-law, under the provisions of Sections 13, 15, 16 and 17 of Chapter 40A of the General Laws. The ap- peal shall be taken within thirty days from the date of the order or decision which is being appealed by filing a notice of appeal, specifying the grounds thereof, with the Town Clerk, who shall forth- with transmit copies thereof to such officer or board whose order or decision is being appealed, and to members of the Board of Appeals. Such officer or board shall forthwith transmit to the Board of Appeals all documents and papers constituting the record of the case in which the appeal is taken.
The Board of Appeals shall fix a reasonable time for the hearing of any appeal or other matter referred to it or any petition for a variance, and shall cause the notice of the time and place of such hearing thereof and of the subject matter, sufficient for identification, to be published in a newspaper of general circulation in the Town once in each of two successive weeks, the first publica- tion to be not less than fourteen days before the day of the hearing or if there is no such news- paper in such Town then by posting such notice in a conspicuous place in the Town Hall for a period of not less than fourteen days before the day of such hearing and also send notice by mail, postage prepaid, to the petitioner and to the owners of all property deemed by the board to be af- fected thereby, as they appear on the most recent local tax list, and to the planning board of such town. At the hearing any party whether entitled to notice thereof or not may appear in person or by agent or by attorney.
The decision of the Board of Appeals shall be made within ninety days after the date of the filing of an appeal, application or petition and shall conform to the requirements and provisions of General Laws, Chapter 40A, Section 18.
ARTICLE 30.
Voted to Indefinitely Postpone action on this article which amends Section 11 of the building code concerning roof coverings.

Voted to adopt the following resolution :
BE IT RESOLVED that this Town Meeting hereby instructs its representatives to the General Court to vote in favor of the Home Rule proposal (H 1384 of 1963 as revised) when it comes before them.
ARTICLE 32.
Voted to transfer from available funds in the Treasury the sum of $53,000.00 to be placed in the Stabilization Fund.

ARTICLE 1.
Voted Unanimously to transfer funds to paint the Elizabeth Green Library.
ARTICLE 2.
Voted to transfer funds for payment of fees of the gas inspector.
ARTICLE 3.
Voted Unanimously to transfer funds to pay a medical bill incurred in 1964 in the line of duty of a worker in the Civil Defense Department of the Town. ARTICLE 4.
Voted to delete Chapter 10, Section 11 of the Town Building Laws and substitute the following: Section 11: Roof coverings may be any of the following materials: slate, tile, asbestos, concrete, tar and gravel, galvanized metal, copper, asphalt shingles, vertical grain red cedar shingles and shakes. All roof coverings shall be applied in accordance with the recommendations of the manu- facturer. In the event that wood shingles are to be coated with a preservative, a permit must be obtained from the Building Inspector for approval of the type of coating material to be used.
ARTICLE 5.
Indefinitely Postponed. To raise funds for the eminent domain takings in the straightening of Salem Street. ARTICLE 6.
Defeated. An amendment to change Zoning By-Laws concerning personal or consumer service establishments.
ARTICLE 7.
Defeated. "To see if the Town will vote to authorize and instruct the Board of Selectmen, on behalf of the Town, to acquire by purchase the real property in Lynnfield owned by Raymond Pear- son and Evelyn G. Pearson abutting other land of the Town."

Capital Outlay Committee
In the past, the Capital Outlay Committee has restricted its activities to investigating and recom- mending action on items of a capital outlay nature on a year-by-year basis. This approach has led to some degree of duplication of the effort of the Finance Committee and for some time it has also been apparent that a need exists to more fully investigate all areas of town expenditures from a long range viewpoint. Accordingly, the Capital Outlay Committee, with the expressed desires of the Board of Selectmen and the Finance Committee, has re-examined its basic purpose and has re- directed its efforts to long range financial planning. In keeping with its new charter, the name of the committee has been changed to the Capital Budget Committee.
The aim of the committee is to prepare a six year town budget based on past experience, cur- rent trends and future predictions and to present the budget as a guide for use by the Finance Com- mittee and by the voters at Town Meeting. The aim of such a long range budget is to insure a stabilized tax rate, maintain a good credit rating for the town and insure a proper balance between pay-as-you-go and borrowing.
