For decades Americans have become conditioned to pay more Town, County, State and Federal taxes each year. It is commonly known that in Massachusetts the property owner carries a disproportionate share of the total tax burden, and this is particularly true in Lynnfield where approximately 94% of our tax revenue is paid by the private home owner.


Our 1970 tax rate is $41.60 compared to $28.00 in 1967, a 48.5% increase. As we approach 1971, the phrase "belt tightening" is replacing other household words and becoming a beacon for government spending at all levels.


Your Finance Committee will continue to be con- cerned for the elderly on fixed incomes, the young on new incomes, and the large middle citizenry, all of whom are caught up in inflation, higher taxes, and the desire for necessary services. Our objective is to maintain a stable

WAR MEMORIAL


This year there have been 124 Vietnam Veteran's names added to the War Memorial on the common. BY-LAW REVISION COMMITTEE


The Committee has remained relatively inactive during 1970 because of its desire to avoid duplication of effort with the Town Charter Commission. Hence, the Committee has met with the Charter Commission but has not prepared any by-laws for presentation to the Town. The Committee's


future work is somewhat uncertain at this time but will be clearer when the fate of the proposed Town Charter is known. At that time, the Committee will meet, plan and commence its work.

BUILDING LAW STUDY COMMITTEE


The Building Law Study Committee continued to meet during 1970 to gather and study important data to update the local Building Code.


Regular meetings will continue on the second and fourth Mondays during 1971.

LOW COST HOUSING FOR THE ELDERLY STUDY COMMITTEE


Senior Citizens Housing at Manchester


The following is the report of the Low Cost Housing for the Elderly Study Committee as required for the town report.


This committee presented its findings at a special town meeting, held on May 11, 1970, and it did not meet with favor from the assembled voters being defeated by six votes. The conclusion was drawn that further study should be made and another article submitted at the annual town meeting in March of 1971.


Five committee meetings were held in 1970 and three meetings with the Board of Selectmen. The committee was represented on two occasions with the Finance Committee. Arrangements are being made with the committees of two comparable towns in the Commonwealth; one of these towns have had, approved by the voters of that town, housing for the elderly and the other town is to act on an article for housing for the elderly at their annual meeting in March, 1971.


It is the findings of the Lynnfield Committee that housing for the elderly is needed and should be accepted by the town at the next annual meeting.


It is with that thought in mind that this committee hopes to present a more comprehensive report for the town's approval in March, 1971.

ELEMENTARY SCHOOLS BUILDING COMMITTEE


The additions at both the Huckleberry Hill School and the Summer Street School have been in full operation this past year and have functioned well.


As this year ends, some work on the site development remains to be done at both schools. It is planned to complete this work in the spring.


The Committee was deeply saddened in September by the loss of its Chairman, Walter Kuestenmacher. Mr. Kuestenmacher devoted countless hours of dedicated ser- vice on many school projects over the past 20 years. His


passing is a great loss to the Town as well as to this Committee.

HISTORICAL COMMISSION and the HISTORIC DISTRICT STUDY COMMITTEE


The Historical Commission is an on-going Town com- mission appointed by the Selectmen with five members, with broad objectives concerning the history of the Town. It is also charged with surveying and designating sites and structures which are of historical and/or architectural significance to the Town. It is also empowered to protect and preserve these sites and structures when it appears that their existence is threatened or that it is otherwise desireable to protect them. It was with these ideas in mind that, in 1969, the Commission recommended to the Selectmen that they consider the creation of an Historic District for the area in the center around the Old Meeting House. At that time the disposition of the Haskell House and its adjoining property was in doubt. In fact, shortly thereafter, two parcels of land were included in a rezon- ing article brought to town meeting vote. The Selectmen agreed that some form of protection for this area should be looked into and in June, 1969 appointed under chapter 40c of the Massachusetts General Laws, an Histor- ic District Study Committee. At that time it was noted that some twenty cities and towns in the Commonwealth had Districts and several others were under consideration. Several members of the Historical Commission were appointed to the Study Committee to facilitate communi- cation between the two Committees.


In January, 1970, the Study Committee filed its preliminary report with the Planning Board and the Selectmen, as well as various state agencies as required under the law. A copy was also made available to the public library. The report described the location, history, and significance of the area around the Meeting House and short segments of Main Street, Summer Street, and all of South Common Street. It pointed out that Lynn- field's population is increasing and with it so are pressures to change and modify one of the most beautiful and Historic areas in this area. One has only to drive to neighboring towns to see what apathy and the worst forms of commercialism have done to what were once charming town squares. In fact, some spokesman for towns adjoining Lynnfield, said they envied us, that it was perhaps too late for them but not for us. Unfortunat- ely, the pressures to develop commercial and non -residential uses exist in Lynnfield as elsewhere. It can not be emphasized too much that existing zoning laws do not protect the appearance of an area, only that they control the uses for which buildings are employed.


There has been much support for the Historic District Concept among the townspeople as well as some con- certed opposition. The discussion prior to the special town meeting in May, 1970 was often marked by more heat than light. Because of a defective hearing notice the Article establishing a District never came to a vote. Furthermore, the Study Committee feels that the Town still requires the opportunity to learn and discuss ration- ally the merits of a District, before the subject is brought to a vote. The work that has been done can form the basis for future work, and indeed the proposal is subject to modification. Since the original report, some property has or is in the process of changing hands, and the interests of these new owners will be considered.


The Historical Commission, while relatively dormant during the work of the Study Committee, now feels that the Town should be preparing for some activities and recognition of the two-hundreth anniversary of the Revo- lutionary War and the founding of this Country. It should be noted that Lynnfield, or Lynn End as it was known at that time played not an insignificant role and sent several of its sons to Lexington and Concord.

SECONDARY SCHOOL BUILDING COMMITTEE


Your Committee, authorized by the March Town Meeting, was organized in the Spring.


The firm of Knight, Bagge & Anderson, architects for the original High School, has been retained for the new addition.


Preliminary data required by the School Building Assistance Bureau of Commonwealth of Massachusetts has been filed and the development of preliminary plans is in progress.

WIRE INSPECTOR & SUPERVISOR OF FIRE ALARM


1970 was a busy year for your Wire Inspector & Supervisor of Fire Alarm. 241 permits were issued which required over 500 inspections. This included some call- backs on defective work.


Three large electrical inspections were made this year. The Golf-O-Mat, Johnny Carson's Restaurant, and the new automobile agency, all on Route 1.


Checks were made on several fires from electrical causes and instructions given to property owners concern- ing the necessary repairs.


Fire Alarm maintenance continued all through the year. Lines were installed in several developments by the developers and then tied into the Town's fire alarm system by our line crew.


A fire alarm box was destroyed in the King James Grant area caused by vandalism. Another box was dam- aged by a snow blower which accidentally hit the box, putting the box out of service for a short period of time. In both cases the boxes were back in service in a minimum amount of time.


New crossarms and one run of line wire has been installed on Main Street, up Lowell Street to Chestnut and Lowell. This coming spring and summer we hope to split up Circuit 5 making it of a more practical nature.


Material has been purchased for installation of red lights over fire alarm boxes. Some lights have already been installed and are ready to be connected by the Utilities. Additional lights will be installed this winter and spring. The purpose of the red lights is to show there is a fire alarm box at the specific location.


To date this year we have had only one break in the fire alarm circuit. On December 17, due to a severe snow and rain storm, a wire snapped in the Apple Hill area. Service was restored promptly.


During 1970 daily inspections were made of the fire alarm switchboard and results logged. Weekly inspection of 5 fire alarm boxes was made and results also logged.


Your Supervisor of Fire Alarm continually requests the use of a truck driver and 2 linemen in addition to himself for maintenance of the fire alarm system. From a safety standpoint, it is essential that 2 linemen be utilized plus the truck driver when installing or maintaining fire alarm equipment.


Again, I would like to request the townspeople report any lines down for any reason to the Police who in turn will contact the proper authorities. Don't forget, any wire lying on the ground can be lethal!

ANIMAL INSPECTOR

The past year has seen an improvement in dog control observation, but some owners still do not try to comply. The number of animals purchased for protection from intruders has increased greatly and some of these have caused problems.


The number of small animals has increased and the nocturnal visitors to the garbage cans are annoying and the useful digging of lawns by skunks for grubs does not please the owner of a good lawn.


After a long absence of Red Foxes, they now are becoming numerous again in our woods. A word to parents to explain to their children that any wild animal that they can approach and pick up are sick and potentially danger- ous. Three incidents were reported in 1970. The heads were taken to the laboratories for tests. All were negative but the waiting period for the results of the test caused much anxiety.
