ACCOUNTANT'S CERTIFICATE
I have examined the cash receipts and securities in the various Trust Funds in the hands of the Treasurer and find them to be as stated in the Treasurer Report. The income from Trust Funds in the hands of others have been received for the year 1966 and credited to the proper accounts. The receipts as reported by the Treasurer agree with the books, and that payments of the town correctly presents the financial status as of December 31, 1966. FIRE ALARM SUPERVISOR AND WIRE INSPECTOR

During 1966 a daily check was made of the Fire Alarm switchboard and associated equip- ment. This information was duly recorded as re- quired by the Fire Underwriters. Five fire alarm boxes were tested weekly, one box on each cir- cuit, until all boxes in the system had been checked. In November and December two auto- mobile accidents in town damaged fire alarm boxes to the extent that they had to be replaced. The responsible parties have been billed for dam- ages incurred. Although the accidents were seri- ous there was no disruption in the fire alarm sys- tem other than box replacement.
This past year one developer installed fire alarm equipment on his property underground which has proved to be very successful.
Two hundred sixty-five wiring permits were issued which required over 500 inspections. Two new churches were completed, corrections made where necessary by the contractors, and both structures were passed.

Regional Incinerator Planning Committee
The Annual Town Meeting of 1965, article 25, created a Regional Incinerator Planning Commit- tee, to which we were appointed by the Town Moderator.
Since the inception of this Committee, one or more of its Members have attended meetings as follows:
1. Wakefield, Mass. - Spring 1965
This meeting was a Regional Group meeting held for the purpose of determining interest in a Regional Incinerator to be built by a group of surrounding Towns.
2. Swampscott, Mass. - September 1965
A Regional Group meeting involving the feasibility of a private company building an Incinerator on the North Shore.
3. Reading, Mass. - December 1965.
Meeting with Town officials to determine if Lynnfield could be considered in their plans for building an Incinerator.
4. Needham, Mass. - October 1966
A Sanitary Landfill conference sponsored by the Perkins Machinery Co., Inc. and Caterpillar Tractor Co. which consisted of an all day study of all aspects of Sanitary Landfill.
5. Whitman, Mass. - October 1966
Visited a newly built Incinerator designed and constructed by American Design and Development Corp.
6. Many other visits and meetings between the Committee itself.
After attending these many meetings, and after reviewing the scope and purpose of our Commit- tee, we have concluded that Reading has already
made the decision to construct an Incinerator and the Engineers are starting the preliminary design. Having approached the Town for consideration of our sharing their Incinerator, we now feel that they do not plan to include us in their planning.
There does not appear to be any Prime Mover to generate interest in any Regional Incinerator being built in any one of the surrounding Towns, primarily because of the problems involving the obvious questions of Where, When, Who will run it, Pension & Fringe benefits, etc. It is with this in mind, we feel that Reading has decided to go ahead alone.
Conclusion:
The time is fast approaching when Lynnfield will be forced to build an Incinerator of its own. We should consider therefore that it will take from four to six years from preliminary design to final construction, and recommend that the Town of Lynnfield plan and build an Incinerator in Lynn- eld, suitable for its long range needs, before avail- able sites are developed that would prevent it.
The Engineering Study Report by Fay, Spofford & Thorndike, Inc. dated December 30, 1958 recom- mended "That the Town of Lynnfield continue to contract for the separate collection of garbage and rubbish as long as prices and quality of serv- ice remain favorable" and "if and when a change from present arrangements becomes necessary, construction of an incinerator be given favorable consideration by the Town of Lynnfield and Wakefield."
The time is now, to act on this important item of waste disposal.
