This year saw the consolidation of Lynnfield's tremendous growth during the post World War II era. The first full year in the new Town Hall and the dedication of the new Senior High School marked a period in which the spiritual, educational, and administrative housing needs were met. However, revaluation at full value and flood plain zoning have now set the stage for an imminent second period of progress. As we attempt to look beyond to the ultimate growth of the Town we are. concerned not only with its physical but social and recreational needs as well. We see the young and old requiring increasing attention through long range planning. For both, the cultural needs must be provided for in our libraries and facilities for adult education. Additional playgrounds, parks, and youth centers for leisure activities are needed now to balance these. At the same time the vested rights of our elderly must be protected through counter-inflationary taxation methods. Action at lo- cal, State, and Federal levels is required.


With the above in mind, your Board has appointed several new committees for land acquisition, street lighting, and garage needs. It has also made its views on State legislation known through our Representatives, Senator, Selectmen's Association, and the League of Cities and Towns. As our State and Federal officials advocate home rule (while at the same time passing legislation to take it away) public apathy at the local level must be overcome to insure a way of life of our own choos- ing. The citizens of Lynnfield are asked to participate in a positive approach at all levels of govern- ment.
