In foreign policy Mr. Roosevelt has taken the part of a peace- maker, and through his initiative Russia and Japan, by the treaty of Portsmouth were brought to the conclusion of an honorable peace, in recognition of which the B'd of Directors of the Nobel Institute of Stockholm conferred upon him, in Du, the Nobel Peace Prize. close of the Spanish-Am. War, which an especially strong man was needed in the War Dep't to straighten out conditions resulting from the prematurely begun, but quickly won campaign in two hemispheres and to meet the unprecedented demand which came with the sudden acquisition of our insular pos- sessions, he was appointed, August 1, 1993, as secretary of War, and as such placed an army of 70,000 men in the Philippines which quelled the formidable insurrection un- der Aguinaldo and the minor uprisings which followed, and also took up the burden of the Chinese Expedition to rescue our minister and his household during the Boxer uprising, his service in the War Dep't continuing under reappointment by President Roosevelt, until Feb. 1, 1904, when he resigned to return to the practice of law. On July 1, 1905, he was induced by President Roosevelt to return to the Cabinet as secretary of State in suc- cession of the late John Hay, in which posi- tion, has dealt with many important ques- tions bearing upon our relations in the Orient, the Russo-Japanese War and its termination, the situation in Cuba, etc., and in 1906 made a diplomatic tour of Sonth America, which has done much to strengthen our relations with the Latin-American repub- lies.
