Gov't, and his firm was one of the syndicates which successfully assisted in funding the national debt and made the resumption of specie pay- ments possible at a fixed rate. The London firm were the first fiscal agents of the U. S. Gov't, 1573-84, and were again appt'd, 1889. In the negotiation of the U. S. bonds, and the payment of the Geneva Award of $15,- 500,000, and the Halifax Fishery Award of $5,500.000, his firm was associated with Messrs. Rothschilds and other London bankers. Firm of Morton, Bliss & Co. was dissolved Oct. 1, 1899, and was succeeded by the Mor- ton Trust Co., of which he has ever since been pres .; also continued at head of the London house of Morton, Rose & Co., until its dissolution. Appt'd, 1878, by Presi- dent Hayes, honorary comm'r of U. S. to the Paris Exp'n; elected, 1878 and 1880, to 46th and 47th Congresses, serving from 1879 to 1883, and was influential in financial legis- lation; strongly opposed the unlimited coin- age of silver in 1879; was also deeply inter- ested in international politics and the rela- tions of the U. S. with other countries, and was mem. of the Foreign Affairs Com. of the 46th Congress. Was informally tendered Republican nomination for vice-president at the Chicago Convention, 1880, but declined it, preferring to remain in Congress; subsequent- ly given choice between a place in the Cab- inet as secretary of State, secretary of the Navy or the French mission, and chose the latter, serving 1981-85; while in that position was able to secure the removal of restric- tions upon the importation of American pork to France, and the recognition of American corporations in that country; he drove the first rivet in the Bartholdi Statue of Liberty Enlightening the World, and had the honor of accepting it for his Government; repre- sented U. S. at Paris Electrical Exp'n, and at the Submarine Cable Convention; nomin- ated for vice-president of the U.
