Resolved, That Mr. Jacob Lawes Wiler be appointed paymaster of the Pennsylvania State Regiment, with the rank of Captain.

Mr. Nesbitt was directed to pay Joseph Stiles £175 11 8, for Work done in the Elaboratory, and his pay from the 30th Nov'r to the 10th Feb'y inst, to be charged to Congress.
Resolved, Mr. Benjamin Rittenhouse be allowed £350 $ annum for superintending the Public Gun lock Manufactory, to commence the 20th November last.
WHEREAS, The Honorable Congress has authorized and directed this Council to erect a Fortification at Billingsport, for the defence and security of the City and Harbour of Philadelphia, part of which Work has already been carried on under the direction of this Board; and as it is necessary that some proper person be appointed not only to superintend the said Works, but to command such par- ties, whether regular Soldiers, Militia, or others, as may be em- ployed to compleat and defend them; therefore,
Resolved, That John Bull, Esq'r, be appointed Colonel Com- mandant of the Fortifications at Billingsport and Superintendant of the Works; and that all Officers, and others, employed in erecting or defending the same, do pay due obedience to his Commands un- til the Works are compleated, or further orders given by this Board, or other proper authority.
Resolved, That Blathwaite Jones, Esq'r, be appointed Chief En- gineer at Billingsport, with the Rank, Pay, and Rations of a Lieu't Colonel ; and all Officers and Soldiers under his Command, as well as Workmen employ'd there, are to obey him as such, until the Fortifications at that place are compleated, or until it shall be other- wise ordered by proper authority.
Mr. Nesbitt was directed to pay Samuel Smith £13 1, for his services in collecting Arms, Shoes, Stockings, &c.

Resolved, That in Consequence of advice from Thomas Savadge, at the Pennsylvania Salt Works on Tom's River, of a design of the Enemy against those works, and of a Letter from Rob't Morris, Esq'r, one of the members of Congress, recommending it to the at- tention of this Council, The armed boat called the Delaware, under the Command of Richard Eyre, Esq'r, be immediately fitted out and ordered to proceed, with all expedition, to the said Works, therc to remain for the defence thereof, untill further orders from this Board.

Resolved, That the public Office in Newtown, in the County of Bucks, now made use of as a magazine for Powder & other War- like Stores, be immediately cleared, in order to receive the Books, records, and Publick Papers belonging to said County ; & Messrs. Hart, Wynkoop, & Gibbs, are hereby requested to order said Office cleared, & to deposit said Books, Records, & Papers in the public Office aforesaid.
