A Letter from the board of War, inclosing copy of a Letter from his Excell'y Gen'l Washington, requesting a guard of 400 or 500 Men, to conduct the convention Prisoners thro' this State on their way to the Southward, was read ; & thereupon,


Ordered, That the first Class of Militia of the County of Bucks be immediately called into service, & that they March with all pos- sible expedition to Easton, to guard the Convention Prisoners from thence to the southward.

Ordered, That one Class of Militia of all those Battalions of the County of Philadelphia from which there is now no detachments in service, be immediately called into service, & that they March with all possible expedition to Easton, to guard the Convention Prisoners from thence to the southward.


The Resolve of Congress of the 17th ins., November, recom- mending to the Legislature or Executive authority of each of the United States to appoint Wednesday the 30th day of December next to be observed as a day of Public thanksgiving & praise, be- ing read, & the same being considered,


Ordered, That it be recommended to the good People. of this State to set apart Wednesday the said Thirtieth day of December next, for the purpose aforesaid, and that a Proclamation be accord- ingly issued.

"A PROCLAMATION :


" WHEREAS, it hath pleased Almighty God, through the course of the present year, to bestow great & manifold mercies on the people of these United States, & it being the indispensible duty of all Men gratefully to acknowledge their obligations to him for benefits received ; And the Congress having recommended to the Legislative or Executive authority of each of the said States, to ap- point Wednesday the thirtieth day of December next, to be ob- served as a day of Public Thanksgiving & Praise, that all the people may, with united hearts, on that day express a just sense of his unmerited favors, particularly in that it hath pleased him, by his overruling Providence, to support us in a just & necessary War for the defence of our rights & liberties, by affording us reasonable supplies for our Armies ; by disposing the heart of a powerful Monarch to enter into an alliance with us, oz aid our cause ; by de- feating the Councils & evil designs of our Enemies, and giving us Victory over their Troops ; & by the continuance of that union among these States, which, by his blessing, will be their future strength & glory :


" And Whereas, Congress hath further recommended, That to- gether with devout Thanksgiving may be joined a penitent con- fession of our Sins, & humble Supplication for pardon, through the merits of our Saviour, so that under the smiles of Heaven, our pub- lie Councils may be directed, our Arms by land and Sea prospered, our liberty & independence secured, our Schools & Seminaries of learning flourish, our trade be revived, our Husbandry and Manu -. factures increased, & the hearts of all impressed with undissembled

Ordered, That Commissions be issued to David Espie, Esq'r, appointing him to be Register and Recorder of the County of Bed- ford, according to the Resolve of General Assembly afuresaid.


On Consideration,


Ordered, That Barnard Dougherty, John Piper, and David, Esquires, be Commissioned by Dedimus Protestatum to administer to all & every person in the County of Bedford named in Commis- sion or Commissions issued, or to be issued by this Council, the Oaths or Affirmations required to qualify them respectively for their Offices, & the trust reposed in them by Virtue of such Com- missions.

An application from Mrs. Eliz'a Ferguson, for permission to go into the City of New York to take leave of her husband & to re- turn, was read & considered ; & thereupon,


Ordered, That Mrs. Eliza Ferguson be not permitted to go into the City of New York.


Petition of J. M. Nesbitt & Thomas Fitzsimmons, praying to be admitted to Ship on board the Sloop Eliza & Mary, John Light- burne, Commander, bound from this Port to Bermuda, 8 bbls. of Bread, One barrel of Flour, One barrel Pease, four barrels Beef, & two barrels Pork, as Stores for the Brig Neptune, lately built at & now lying in Bermuda, & intending a Voyage to the West In- dies for a Cargo of Salt, to be brought to this Port, was read.


On consideration,


Ordered, That it be recommended to the Naval Oficer to clear out the said Provisions as necessary Stores for a Vessel trading to this State.


The two following orders were drawn on the Treasurer, Viz :


One in favor of the Hon'ble Tho's Scott, Esq'r, for the Sum of One Hundred Pounds, to be charged to his account, & the other in favor of Will'm Armstrong, Pay-master of Billingsport, for the Sum of Seven hundred & fifty Pounds, to be charged to his account.


Address to the Hon'ble House concerning the Gallies, was now sent into the House.

Bernard Dougherty & Thomas Smith, both of the County Bed- ford, Esq'rs, offered themselves as Sureties to the State that David Espie shall duly & faithfully execute the several Offices which he holds in & for the County of Bedford; &

Petition of George Gallaspie was read, praying to be admitted to go to New York, from thence to England, & to return again, & the same was rejected, he having not taken the Oath of Allegiance to the State.

Hon'ble Thomas Mckean & the Hon'ble William Augustus At- Ice, Esquires, laid before the Council An Act of General Assembly for the relief of Reynold Keen; & the difficulties they were under, by Attorneys appearing & offering to surrender the body of the said Keen for trial, according to the said Act : And after cenferring for several hours thereupon, it was agreed to meet to-morrow Morning, 8 O'Clock.


( § allowance two Months past-five or Six Transports filled with Soldiers-not a great number of Soldiers at New York, per- haps 3000, chiefly British & new levies-3 battalions of New levies marched down from King's bridge on Friday week last-All the Men of War have 4 Mo. Provision on board, at & allowance- Fleet came down to the Hook with a great deal of Merchandize on board & put back again-Com'rs to sail next Tuesday on board Roebuck.)


Petition of Joseph Carson, praying the loan of Two Cannon, four Pounders, & three hundred weight of Cannon Powder, for the use of the Privateer called the Addition :

A Letter from the Board of War.


On consideration,


Ordered, That Col. Will'm Henry, Lieu. of the City of Phila- delphia, do send Three hundred stand of Arms & accoutrements to Sherard's Ferry, to arm the militia of the County of Philadel- phia & Bucks, now ordered there ; the same to be delivered out to the respective militia of the said Counties in proportion to the numbers from each County. And it is recommended to Col. Henry to apply to the board of War for an order to the Quarter- master for waggons to carry the said Arms; & also for ammuni- tion for the said militia, to be forwarded without delay to Sherard's Ferry.


The Council took into consideration the case of John Ellwood, now under sentence of death, & ordered to be executed on Wed- nesday next; & it being doubtful whether or not the said John Ellwood hath for some years past been subject to fits of insanity ; Therefore,


Ordered, That the said John Elwood be reprieved until Sat- urday the Second day of January next ; & that a Reprieve under the less Seal be accordingly issued.


A Transcript of the conviction of Abijah Wright, of Felony & Burglary, as set forth in the said Transcript, was read ; to wit : "At a Court of Oyer & Terminer & General Goal delivery held at Philadelphia, for the County of Philadelphia, the twentieth day of September, in the Year of Our Lord One Thousand Seven hundred and Seventy-eight, It was presented, That Abijah Wright, late of the County of Philadelphia, Laborer, had with force and Arms, at Whitpain, in the County aforesaid, the dwelling House of Andrew Knox, Esq., there situated, feloniously and burglari- ously did break and enter, with an intent him, the said Andrew Knox, then and there being, feloniously to kill and murder, &ca., &ca: It was, therefore, considered by the Court that the said Abijah Wright be hanged by the Neck 'til he be dead.

And on deliberate consideration,


Ordered, That the Sentence of the Supreme Court against Abi- jah Wright, be executed against him on Saturday next, at the

usual place, between the hours of ten O'Clock in the forenoon and two O'Clock in the Afternoon of the said day.


The Committee of Council appointed to confer with a Commit- tee of the Hon'ble House of General Assembly, upon the time and place of electing, by the joint ballot of the members of the House and of Council, a President and Vice President of this Council, report :


That having conferred with the Committee of the House upon the subject committed to them, It is agreed, That the Hon'ble House of General Assembly will meet in the Council Chamber to-morrow Morning at Eleven O'Clock, and proceed to the Election of a President and Vice President, agreeable to the Constitution ; That after the Election is finished, the Council and Assembly pro- ceed to the Court House and there make Proclamation of the Presi- dent and Vice President so chosen ; That after Proclamation being made, that the Council and Assembly do dine together at the City Tavern.


And the Committee submit to the Council the Order of Proces- sion.

" KNOW YE, That We, the Representatives of the Freemen of Pennsylvania- Wealth of Pennsylvania in General Assembly met, in the State House at Philadelphia, together with the Vice Presi- dent & other Members of the Supreme Executive Council of the said Commonwealth, in the same place convened, to elect a Presi . dent & Vice President of the said Commonwealth, have, agreeable to the direction of the Nineteenth Section of the Constitution of the said Commonwealth, duly & fairly elected & chosen by ballot, His Excellency Joseph Reed, Esq'r, President of the said Supreme Executive Council, & the Honorable George Bryan, Esquire, Vice President. Ordered, That the third & fourth class of the Militia of the County of Bucks be immediately ordered into service to conduct the convention 'Troops thro' this State to the Southward.


Ordered, That two classes of the Militia of the County of Phila- delphia, (except only of the Battalions which have sent Classes to do duty in Philadelphia,) be ordered into service immediately to convention Troops thro' this State to the Southward.

Ordered, That it be recommended to the Naval Officer to per- mit Capt. Lightbourne to clear out the following quantity of Pro- visions for his intended Voyage, Viz: 10 barrels of Bread, 10 barrels of Flour, 10 barrels of Meat, and 2 barrels of Pease.


Ordered, That Joseph Stiles, Commissary of Military Stores, do furnish Capt. Lightbourne with One hundred Two Pound Shot & One hundred Swivel Shot, Captain Lightbourne paying the value for the same.

Petition of William Low, a langishing Prisoner in the gaol of the County of York, praying that his fine may be remitted, was read, and the same being recommended by divers Justices of the Peace & other Freemen of the said County,


Ordered, That the fine adjudged by the Court of Quarter Ses- sions of the Peace of the County of York, to be paid by Wm. Lou, convicted of felony, be remitted.

Ordered, That William Holliday, of the County of Bedford, be appointed Pay-master of Militia for the County of Bedford.

The President laid before the board a Copy of a Letter from the Board of War of this date, to Col. Blond, and also a Letter from that Board to the President respecting the escort of the Con- vention Prisoner, Whereupon,


Resolved, That the Lieu. of York County be directed to call out one Class of the Militia of said County, to meet the said Pris- oners at Wright's Ferry, on the Susquehanna, & escort them from thence to the borders of this State ; and if there are not a sufficient number of Arms in said County, application be made to Mr. Henry, at Lancaster, or any other Person having the care of Arms belong- ing to this State, to furnish the necessary quantity for which the Lieu of the County is to give Receipts, & to be accountable, unless lost by unavoidable accident.
