Resolved, That the Pennsylvania Regiment of Artillery shall be raised, to serve in any part of the United States during the War, and that all new recruits in the Pennsylvania State Regiment of Foot shall be enlisted on the same terms, and that every able bodied man who shall enlist in either of the said Regiments, shall be paid a Bounty of Twenty Dollars.

Resolved, That Colonel John Bull employ as many Laborers and artificers to compleat the Fortifications at Billingsport, according to the plan adopted by this Board, as he can, not to exceed five Hun- dred, with an overseer to every Thirty men, for whose service he is allowed to pay each man £4s 6 + diem, or such a less sum as he can contract with them for; and that he immediately set about the said Business, and prosecute it with all the diligence in his Power.


Resolved, That William Crispin, Esq'r, do immediately provide provisions for the workmen to be employed at Billingsport, agree- able to such numbers as Colonel John Bull may direct him.


Resolved, That Major Lewis Farmer march all the officers and men belonging to the Pennsylvania State Regiment (except the recruiting Parties) down to Billingsport, and put himself under the direction of Colonel Bull.

That he lay before this board a plan of this Buildings necessary to preserve the said Artillery and Stores; That he may employ one assistant and one Clerk under him, and that a regular Account be kept by him of all such Artillery and Stores, and a report be

made of the Quantity and Condition of the same to this Board, once in every week, or oftener, if required, which are not to be de- livered out unless by special orders from the executive Council or this Board.


Resolved, That Mr. George Ingles be appointed superintendant of Gun Carriages, and he is bereby authorized to take into his Charge all the Carriages not already mounted, and the mate- rials for making of Carriages belonging to this State, where- ever they may be found; and to provide timber and materials to make such others as may hereafter be ordered to be made, and em- ploy workmen for that purpose.


That a proper Yard be procured for Storing all the Gun Timber belonging to this State, of which an account is to be Kept in a book for that purpose, to be weekly laid before this board for Inspection, or oftner, if required.


The Council taking into their consideration the necessity of es- tablishing some Regulations respecting the State of the Troops quartered in this City, and especially in regard to the Health of the Inhabitants, think it very proper the following Resolutions be adopted.


1st That General Gates, or the Commanding officer for the time being in this City, be requested to order an officer of each company at present, or who may hereafter be quartered in this City, to visit every morning the Houses occupied by the respective Companies, and see that they are kept clean Such officer neglecting this . duty to be confined & otherwise punished, as the General shall think proper.


2nd. That the Barrack Master General be directed to order one of his Assistants, or some other person acquainted with such Houses as have soldiers in them, to visit them at least three times a week, & make report to the General or the Town Major, to be laid before the General every visiting day, of the State in which they find such Houses, specifying every House, and the Captain's mame, which they may find Dirty, particularly with Human or- dure, in the House, out-houses, or yard.


3rd. That the Town Major be ordered to visit such Houses as often as his other duties will permit, as a Check on the Officers and Assistants Barrack Masters, and report accordingly to the Gen- eral and this Council.


4th. That the Town Major furnish the Barrack Master with a sufficient number of Copies of the above orders, that each Assis- tant may be provided with one, and Communicate the same to the officers and men they shall from time to time quarter in this City,

Resolved, That Francis Richardson, Reynold Keene, Colberson Read, Ja's Biddle & Henry Haller, or any three of them, be appointed Commissioners for the County of Berks, to audit & Settle the Accounts of the Militia & flying Camp of the said County, for Arms & accoutrements purchased by the Officers of those Corps, and the property of persons lost in actual Service. Also the Ac- counts of those persons who have been killed, died in the service of the States, or were made prisoners.

Gentlemen :


As the individuals in your County who have rendered service to the public & suffer'd losses in Consequence thereof, meet with diffi- culties in getting their accounts. settled by reason of their great distance from this City, we therefore have appointed you to audit & Settle their respective accounts, and that justice may be done both to the Public & other parties, we request that you will qualify all persons to their several Accounts ; and where any persons who have had demands on the public are deceased, that you obtain proper certificates and other authentic documents, that the persons who make claim on their behalf are the proper representatives of such persons ; many frauds have been practiced against the public ; we would therefore recommend it to you, to scrutinize, with great ex- actness, the several Accounts that may be laid before you, that
