and for more effectually discovering the same, & for ascertaining & satisfying the lawful debts & claims thereupon;" & after de- liberation,


Ordered, That the Minutes of the proceedings of this Council, in pursuance of the Authority of the Act entitled " An Act for the attainder of divers Traitors, if they render not themselves by a certain day, & for vesting their Estates in this Commonwealth, and for more effectually discovering the same, & for ascertaining & satis- fying the lawful debts & claims thereupon," be kept in a Book for that especial purpose, seperate from the Minutes of proceedings of- Council in more common & ordinary occasions, & that the Secre- tary do take care to have them entered with the utmost regularity & exactness.


[This order seems to have been very imperfectly complied with. In transcribing the Minutes, therefore, I have thought it best to in- corporate the proceedings respecting Forfeited Estates with the general proceedings of the Board.]


The Council taking into consideration the Act of General Assem- bly entitled " An Act for the attainder of divers Traitors, if they render not themselves by a certain day, & for vesting their Estates in this Commonwealth, & for more effectually discovering the same, & for ascertaining & satisfying the lawful Debts & claims thereupon ;" & also considering the general report, & other evi- dence before the Council, relating to divers persons who have, as it is said, joined the Enemy ; & thereupon,


Ordered, That a Proclamation be issued under the State Seal, requiring the following named persons, late & heretofore inhabi- tants of this State, That is to say :

George Morgan having represented that his Lady, Mrs; Mary Morgan, had left her infant at the breast in the City of Philadelphia, and that the person to whose care it had been intrust- ed, was about to leave this Country, & therefore, earnestly solicits a Pass for his Lady to go into the City to bring out their Child. On consideration of so affecting a case,


Ordered, That a Pass be made out for Mrs. Morgan, Wife of Colo. George Morgan, to go into the City of Philadelphia to bring out her child.

An order was drawn on the Treasurer in favor of Colo. Will'm Will, Store-keeper for the Continental Magazine in this Borough, for the Sum of One hundred Pounds, for which sum he is to ac- count.


Lieut. Colo. Blaithwaite Jones attended the Council, & requested a sum of Money in part of his Pay. The Council taking the same into consideration, and it appearing that he was appointed by the late Council of Safety, on the 15th day of February, 1777, as an Engineer for the fortifications at Billingsport, to continue until the same shall be completed, or until otherwise ordered by proper Au- thority,


· Ordered, That Lieut. Col. Blaithwaite Jones be allowed Pay until this day, & that as the service to which he was appointed hath ceased, that he be discharged.


That Col. Jones be informed at the same time, that this Council is disposed to employ him in such department as may require his abilities, as occasion shall offer.

It appearing that Lieu. Edw'd Randolph, of the 4th Pennsylva- nia Regiment, had inlisted a number of men, as Certified by Capt. Edw'd Scull ; thereupon,


Two orders were drawn on the Treasurer in favor of Lieu. Edw'd Randolph, the one for the Sum of Four hundred & Twenty Dollars, the other for One hundred & Eighty Dollars, both to be charged to Capt. Edw'd Scull, of the 4th Pennsylvania Regiment.


Two Letters from the Hon'ble Henry Laurens, Esq'r, President of Congress, one of the 8th, the other of the 11th instant, inclosing the York Town Gazette, containing such parts of the Treaty with France as are necessary & proper to be made Public; a Proclama- tion issued by Congress on the 9th instant; and " An Address of the Congress to the United States of America," and a Resolve of the 9th instant, recommending to Ministers of the Gospel of all de- nominations, to read the same in the places of religious worship.


The Address of the Congress to the United States, & the resolve of the 9th inst., being read,


Ordered, That the same be immediately re-printed and forward- ed to the Ministers of the Gospel of all denominations, for the pur- pose recommended by Congress, which the Council doth highly approve of.

In favor of Rob't Lollar, Esq'r, Pay Master of Militia for the County of Philadelphia, for the Sum of Five thousand & Nine hun- dred Dollars, (in loan Office Certificates, ) for Paying the Militia, & to be charged to Thomas Dorsey, Esq'r, Pay Master of Militia. .


In favor of Capt. Rob't Gamble, for the Sum of Two hundred Dollars, due to Mich'l Bowyer for apprehending a certain Charles Caldwell, pursuant to a Proclamation of this Council; the said Mich'l Bowyer having by his order authorized the said Capt. Rob't Gamble to receive the same.


In favor of Mr. Philip Boehm, of Northampton County, for the · Sum of Two hundred & fifty-one Pounds, nine Shillings & four Pence half Penny, being the Balance due to Mr. Ebenezer Cowell; And in favor of Mr. Philip Boehm, Paymaster of Militia of Northampton County, for the Sum of Three thousand Pounds, for the purpose of Paying the said Militia, to be charged to Capt. Ordered, That the Secretary be directed to write to James Tilghman, Esq'r, by the next Post, & inform him of the aforesaid order of Council, & of his discharge; and the same was forwarded accordingly.


An order was drawn on the Treasurer in favor of Mr. Adam Reigart, for the Sum of Two Thousand Pounds, to purchase Horses with, & for which he is to account.


A Letter from John Carothers, Esq'r, Lieu. of the County of Cumberland, informing that several persons have lately been killed by the Indians on the Bald Eagle & Juniata, &c.


Ordered, That the Board of War be requested to furnish John Carothers, Esq'r, Lieu. of the County of Cumberland, with Riffles & Ammunition. .


Lieutenant John Boyd, of the 12th Penns'a Battalion, having enlis- ted a number of Recruits, An order was drawn on the Treasurer in favor of Lieu. John Boyd, of the 12th Penns'a Battalion, or his order, for the Sum of Nine hundred and Sixty Dollars, for the Re- cruiting Service, for which he is to account.


An order was drawn on the Treasurer in favor of the Hon'ble James Edgar, Esq'r, for the Sum of One Thousand Pounds, for the purpose of purchasing Horses in the County of York, to be charged to David Watson, Esq'r, Commissioner for purchasing Horses in the said County.


From the situation of the Western frontiers, it appears to be ne- cessary to supply the County of Northumberland with Arms, and

there being Thirty-One Riffles in the hands of John Butler, one of the Armourers,


Ordered. That John Tyler, Armourer, do send a Waggon load of Arms in repair, to Col. Jacob Morgan, Lieutenant of the County of Berks, among which the Thirty-one Riffles are to be a part, & packed separate from the rest, & to be by Col. Morgan forwarded to Sam'l Hunter, Esq'r, Lieu. of the County of Northumberland, for the use of the Militia.


The Council taking into consideration the Sentence passed by the Judges of the Court of Oyer & Terminer & General Goal de- livery for the County of York, (in this Common Wealth, ) held at York, on Tuesday the Twenty-first day of April last past, upon Joseph Bone, late of Cumberland Township, in the said County of York, Yeoman; he the said Joseph Bone being convicted at the said Court of Felony & Burglary, to Wit :


" That the said Joseph Bone be taken to the Goal of the said Commonwealth, in the said County of York, from whence he came, & from thence to the place of Execution, & there to be hanged by the neck until he be dead."


Ordered, That a Warrant under the less Seal of the State, signed by the Hon'ble Vice President, and attested by the Secretary, be now issued for execution of the said .sentence, on Wednesday the 27th day of May instant, between the hours of Ten O'Clock in the forenoon & Two O'Clock in the Afternoon of the said day, at the usual place of Execution.


An order was drawn on the Treasurer in favor of William Wil- son, of the first Penns'a Battalion, for the Sum of Four hundred & Twenty Dollars, for the Recruiting Service, for which Sum he is to account.


Ordered, That Joseph Shippen, jun'r, of Kennet Township, Esq'r, be discharged from his Parole, & be at liberty to act as he shall judge best.

Tho's Hewitt, Esq'r, attended the Council, & represented that the County of Northumberland is in great distress from the want of Arms, Ammunition, and Provisions.


Ordered, That a Copy of Colo. Hunter's Letter be forwarded to Congress by Mr. Hewitt, & that information be given to Congress of the number of Riffles procured to be forwarded to Cumberland & Northampton Counties.


His Excell'y Gen'l Washington having represented the necessity for a supply of Arms for Gen'l Wayne's Division, & requested that about Three hundred stand, fitted with Bayonets, belonging to the State, be sent to him. It has been represented to the Gene- ral that these Arms had been fitted with Continental Bayonets, which appears to have been a mistake. From the situation of the Frontiers, attacked by the Indians, Riffles are greatly wanted, & Will'm Henry, Esq'r, having about One hundred & Twelve Riffles belonging to the Continent which he appears willing to supply this State with ; thereupon,


Ordered, That three hundred Musquets & Bayonets belonging to this State, be sent to His Excell'y Gen'l Washington, for the Pennsylvania Troops in Gen'l Wayne's division.


Ordered, That forty-eight Riffles be sent to John Carothers, Esq'r, Lieu. of Cumberland County, & that an order be drawn on Mr. Henry, in favor of Jonathan Hoge, Esq'r, for the same.


Ordered, That Seventy Riffles be sent to Colo. James Hunter, Lieu. of the County of Northumberland, & that an order be drawn in favor of John Hambright, Esq'r.


Ordered, That the load of Arms ordered from Northampton be. forwarded by Colo. Morgan to Colo. Gibbons, near Harris's Ferry, to be by him forwarded to Colo. S. Hunter, Lieu. of Northampton County.


Colo. Knox, Mr. McLean, & Mr. Irwin, a Committee from the Hon'ble House of Assembly, attended in the Council Chamber, & laid before the Council a Petition from the Township of Peters, in the County of Cumberland, praying, in effect, Protection from the Indian Ravages. A free conference was had upon the situation of the Western frontiers; and thereupon,


Agreed, That a just representation from Council and Assembly, be sent to Congress on this important Subject.

Colo. Smith applied to the Council by written order of Gen'l Green of April 26th, for the Horses purchased for the Dragoon Service ; thereupon,


Ordered, That the Horses purchased for the Dragoon Service be delivered to Capt. Smith.


The Secretary reported that the Post which heretofore was sent near Chester Town did not now Travel that Road, & therefore, the Letter ordered to be sent James Tilghman, Esq'r, could not be for- warded by Post; thereupon,


Ordered, That an express be procured & sent with the order of Council for the discharge of James Tilghman, Esq'r.


Ordered, That four hundred Copies of the Proclamation issued by this Council on the 8th instant, be printed, & Copies thereof sent to the Sheriff of the respective Counties where the Persons therein named have heretofore resided, with orders to read, or cause to be read, the said Proclamation in the respective County Towns were the same can with safety be done, & in cases where that cannot be done, that the same be done in some public place as near the County Town as the Sheriff shall judge to be safe so to do ; & that he set up, or cause to be set up, one Copy of each of at least ten different places where he shall judge the same shall be most publickly known, so far as the same shall be found to be prac- ticable.
