In Consequence of a meeting with as many of the Field Officers of the Battalions of the City & Liberties of Philad'a as could be convened, it was, upon consideration, agreed on to present a me- morial to the General Assembly on the Resolves of Congress with Respect to calling out the militia, and on the present State of the military Association ; and a Committee of this Board was ordered to prepare a draft of such memorial, to be delivered to the House to-morrow morning.

sent down from Congress on Michael Hillegas, Esq'r, Treasurer to the Continent, dated the 25th Inst., for Thirty five Thousand Dol- lars, for advancing a Month's pay to each man who shall enrol him- self. to serve 'till the 10th March next, unless sooner discharged.
Mr. Nesbitt was directed to pay Lewis Grant £420 0, for Cop- per work for the Floating Battery Putnam.
An order was drawn on Mr. Nesbitt, in favor of John Mitchell, Esqr., for £1500, to be charged to his Acco't.

In full Confidence of your prudence and Activity, the Council do hereby appoint and Authorize you, in Consequence of several re- solves of Congress, to call upon the Housekeepers of this City and Liberties, for as many Blankets and woolen Stockings as each Family can spare, for the Use of the American Army, and if any person shall be so Insensible to the distresses of our Countrymen now in the service, and to the dictates of Humanity, as to refuse, or anywise withold them, you are to make use of proper force. You are to pay a reasonable price for the Blankets and stockings so taken, for which purpose you will be supplied with money by this Board ; they are to be delivered, as Collected, to Messrs. Mease & Caldwell.
Resolved, That John Davis be appointed Captain in the Ninth Pennsylvania Regiment, in the Continental Service, to be com- manded by Colonel James Irvine.

Ordered, That Capt. Joseph Blewer be ordered to apply to the Marine Committee, for the Cannon which have lately Arrived in the prize Vessels that they may be mounted on Traveling Car- riages.
Ordered, That Capt. Joseph Blewer be ordered to make inquiry after suitable Cannon, to mount upon traveling Carriages, and ap- ply to the owners for them.
Resolved, That Thomas Bartholomew Bowen be appointed a Captain in the ninth Pennsylvania Regiment in the Continental Service, Commanded by Colonel James Irvine. ;. 1
Ordered, That Mr Robert Towers be directed to deliver the Pub- lic Arms to the Commanding Officers of Companies of Militia of the City & Liberties, upon their application, taking receipts for the same.
Resolved, That the necessities of divers poor persons, women, children, &c., belonging to the Army, in passing thro' this City, re- quires the attention of this Board, and therefore the several mem- bers are required to relieve them as occations may offer, and this board will pay the Expence.

Agreeable to resolve of Congress, a Commission for Letter of Marque was this day granted to Michael Barstow, Commander of the Brig Industry, mounting Ten Carriages' Guns, (4 Pounders,) Burthen about 100 Tons, navigated by Twenty-five men, owned by Blair McClenachan.
Resolved, That Mathew Brooke, Leonard Stoneburner, and Jacob Engle, do provide as many Teams as they can Immediately to re- move the Stores from this City, for which service they are autho- rized to pay Two shillings & ten pence $ mile, for carrying Twenty Hundred weight from Philad'a, and shall be allowed Fifteen Shil- lings + day each for their own Trouble, while they are employed in this service.

Resolved, That in the present allarming situation of our affairs, it is Highly expedient that no vessells should be suffered to depart this Port untill further orders from this board.
The Commodore was directed to stop all' vessels from passing thro' the Chevaux de Frize.
Ordered, That Capt'n William Brown do furnish a Guard for the Salt Vessels, when applied to by the Salt Committee for that purpose.
Resolved, That money be sent immediately to the Colonels of the Militia of Chester, Phila'd, Bucks & Northampton Counties, & City of Philadelphia, to Supply the Families of such associators as go into actual service and may stand in need of the same; and that each Battalion do Choose two subalterns, substantial Freeholders, who are to receive from the Colonels of their respective Battalions the said money and distribute it amongst the said Families, from time to time, according to their need, in the most discreet manner, for which money they are to account with this board.
Mr. Nesbitt was directed to pay Col'n Timothy Greene the sum of fifty-two pounds ten shillings, for the attendance of fifers and Drummers to his Battalion in Lancaster County.

Resolved, That Mr. John Morris, jun'r, be appointed to act as Quarter Master of the Militia of this State, now ordered into Ser- vice, with the Rank, pay and Rations of a Lieutenant Colonel, and that he make application to the Quarter Master General for orders to prepare suitable Quarters for the Militia at Trenton, or such other Place as may be necessary, and that he pay due Obedience to such orders and Instructions as he may receive from him or the Deputy Quarter Master General.

An order was drawn on Mr. Nesbitt in favour of Col. John Cad- walader, for 3,500 Dollars, to be charged to his acco't, being for the purpose of paying a month's advance to his Battalion of Associators.
Mr. Towers was directed to deliver Major Sam'l Nicholas 300 Bayonet Belts & Cartouch Boxes.
Mr. Nesbitt was directed to pay Gunning Bedford £120 0 9, for Carting sundries for Fire Rafts & other services for that purpose.
Mr. Nesbitt to pay John Huddle £93 12 0, for 117 Barrels of Tarr delivered to Captain Hazlewood.
Resolved, That such of the inhabitants of the several wards in this City and districts as are not fit to march into the Field, do form themselves into Companies, in order to Guard the powder Magazine and Fire Rafts ; to Patrol the streets at Knight, and do other duties that may be found necessary, for which service they are to receive Continental pay, and that they may enrol themselves immediately under Lewis Nichola, Esq'r, Town Major.

· Resolved, That Captain Lang be permitted to enroll so many men as Volunteers to join his Company, as may be sufficient to augment said Company to seventy six privates, such Volunteers to enter into immediate pay, and to serve one month, unless sooner discharged ; no men to be taken who are already enroled in any of the militia Battalions of the City & Liberties, or Counties in this State.
Resolved, That it is the opinion of this board, that all the shops in this City be shut up, that the schools be broke up, and the in- habitants engaged solely in providing for the defence of this City at this time of extreme danger.

General Washington having recommended that the Militia of the State of Pennsylvania be formed into Brigades, and Officers appointed to command them ; therefore,
Resolved, That the associators of the City & Liberties of Phila- delphia, be formed into one Brigade under the command of Colonel John Cadwalader, as eldest Colonel.
