Orders were given to Colonel Morgan to have the 2nd Batt'n of Militia in Berks County, which he is to command, to make all neces- sary preparations, and to hold themselves in readiness to march on the Shortest notice, and wait until further orders from this Board.
The Council being informed that a number of the Country Mili- tia are returning to their respective homes, disgusted at the pre- cipitate orders they received this day, to march when they were not supplied w'th provisions, and in want of many other necessaries, which orders were given without the approbation of this Board.
Resolved, That John Hubley, Esq'r, a member of this board, be directed to endeavour to prevail on such of the Militia to return, and to assure them that this Council have, and ever will warmly interest themselves in behalf of their Countrymen, the Militia of this State, And will exert their authority to the utmost to preserve to them the rights of Freemen; and further, that this Council will, as far as possible, furnish such as shall return, with all proper equipments, And by no means consent to their being compelled to join the Continental Army until they are so supplied.

Resolved, That the officers of the first Battalion of Lancaster County, and the few men who remained with them when they were deserted by the greater part of the Battalion on the 12th instant, deserve the warmest acknowledgments of this Board for their en- deavors to prevail on their Countrymen to stay, though those en- deavors proved unsuccessful ; and that the conduct of those who basely deserted, at that time, without applying to this Council, and waiting for redress, if they thought themselves aggrieved, is highly reprehensible.

Resolved, That Colonel Hunter be directed forthwith to Collect all the well affected in his Battalion, and to seize upon the ring- leaders in this defection, and send them under guard to Philadel- phia, and that he do execute the Resolve; the resolve of this Council of the seventh of December last, upon all who refuse to march without favour or affection, and that they do Collect Blan- kets and other necessaries for the use of those who are to march,

paying a reasonable price for the same; and should any person re- fuse to deliver such necessaries as they can spare, the Colonel is directed to take and pay for the same. Those that turn out are to march the most direct road to Head Quarters.

An order was drawn on Mr. Nesbitt, in favour of Messrs. Jo- siah Hewes, for £100, to be charged to their Account.
Mr. Nesbitt was directed to pay Thomas Casdorp £35 12 5, for expences of the Guards in bringing up money from Baltimore, to be charged to Congress.
Mr. Nesbitt to pay Thos. Casdorp £8 15, for his expences to Morristown and back again, seven days, @ 25s, to be charged to Congress.
Mr. Nesbitt was directed to pay Robert Saunderson £149 13 0, for Arms taken from 'Tories in New Jersey by Maj'r Hubley & Ma- jor Mifflin, & delivered to Mr. Towers. Also £78, for 3 Horses delivered to John Morris, Esq'r, Q. M, taken from Tories in Jer- sey, & taken into public service, to be charged to Mr. Morris.
Mr. Nesbitt was directed to pay Col. Wm. Cook & 6 Officers of his Reg't, vizt : Capts. John Harris, Henry Mckinley, Hawkins Boon, John Brady, Lieutenants Stephen Chambers, Robert King, for extraordinary expences for recruiting, &ca, Amounting to £368 3 10, to be charged to Congress.
Colonel Ephraim Blain, of the 1st Battalion Cumberland County Militia, is directed to hold an Election for Field Officers in the said Battalion, if two-Thirds of the Battalion, now marched and march- ing to Camp, require the same. That the Colonel be furnished with Blank Commissions to fill them, according to such directions.
Mr. Nesbitt was directed to pay Col. Bartraim Galbraith £66 2 3, for Arms delivered to Mr. Towers.
Capt. Geo. Bickham was directed to pay Capt. Joseph Martin for Subsistance of his Company from Cumberland County to this City, £105 1 3, to be charged to Congress.
Mr. Nesbitt was directed to pay Colonel Bartram Galbreath £34 10 6, for Blankets, lost by his Batt'n in Actual Service at Trenton and Princetown, to be charged to Congress.
Mr. Nesbitt was directed to pay Col. Galbreath £19 14 1, for Exp's of his Batt'n in Calling out, &c., to be charg'd to Congress.
Captain Bickham was directed to pay Capt. Thos. Beale £72 17, for subsistence of his Comp'y of Col. Watts' Batt'n of Cumberland VOL. XI .- 7.
