It being Represented to Council that Thomas Edwards, Manager of Colonel Grubb's Furnace, has gone into the field,
Ordered, That Hugh Lusk, who is now employed as Manager at Grubb's furnace, in Casting Salt Pans for the making of Salt, be permitted to continue at the said furnace until the said Salt pans be completed, and that he then proceed to Camp. with all expedi- . tion, and Serve out his tour in the field.
WHEREAS, many Farmers and others inhabiting the Neighbour- hood of Lancaster, have been deterred from supplying the Inhabi- tants with Wood and provisions, through fear of having their Waggons impressed ; therefore,
Resolved, That no Waggons or Horses by which Wood or Pro- visions shall be brought to Market in the Borough of Lancaster, shall be seized or liable to be impressed, coming to or going from Market.

Resolved, That Colo. Bayard and James Young, Esquire, be di- rected to proceed to head Quarters, and confer with his Excellency General Washington on the subject; these Gentlemen are to notice as the great inducements to Council to interfere in this instance, the Reproaches brought on this State by the bad appearance and

suffering of their troops, and the great discouragement to the Re- cruiting service. They are also to remind his Excellency that, by our order, a collection of Cloathing for the Army is now ma- king in this State, which they hope will be to a considerable effect, and that we have ordered it into the hands of the Clothier General's Dep- uty at Camp ; But that under the informations Received, and the evil consequences they apprehend therefrom to the service in general, the Council have thought it their duty to direct them to inquire par- ticularly into the Real circumstances of the Pennsylvania battaliona with Respect to cloathing, and Report thereon to this Council; And in the mean time to Represent to his Excellency the most earnest Request of Council, that as great a proportion of the Cloathing collected in this State for the Army as may consist with the Gene- ral Service, be Appropriated to the Battalions Raised therein. Council being also informed by a letter laid before them this Day by Commissary Magee, that the Army is in great danger of suffering for want of Flour, do further direct the said Colonel Bayard & James Young, Esquire, to make inquiry into that matter, and if they find a scarcity of that Article, or any other provisions, to Arise from any Circumstances in the power of the Council to prevent, that in that case the said Gentlemen be vested with full power and Au- thority to take such measures as to them shall Appear to be necessary and effectual ; & that they communicate this Resolution to his Ex- . cellency, and in particular Recommend to his consideration the pro- priety of employing some of the Militia of this State to thresh out the Grain of such persons as Refuse to do it themselves.

Ordered, That the Commissioners appointed by an Ordinance of this Council of the eighth day of November last, to collect Arms, blankets and cloathing, he empowered to appoint Assistants, and to use force where it may be necessary ; And all Officers, Civil and Military & others, are required and Commanded to Aid and Assist them in the execution of the premises, and the said Commissioners are empowered to allow Reasonable wages to their Assistants dur- ing the time they shall be so employed.

The following proclamation of the Supreme Executive Council of Pennsylvania, for dissolving the Council of Safety, was omitted in the proceedings of the executive Council, and is found Among the proceedings of the Council of Safety.
" By the Supreme Executive Council of the Commonwealth of Penn- sylvania.
" A .PROCLAMATION.
" WHEREAS, by an Act of the General Assembly of the Com- monwealth of Pennsylvania, made and passed at Lancaster, the 13th October, 1777, entitled "An Act for Constituting a Council of Safety, and vesting the same with the powers therein mentioned," It is Enacted that the Members of the Supreme Executive Council of this State, together with John Bayard, &c., should be constitu- ted a Council of Safety, with the powers and for the purposes in and by the said Act particularly mentioned and declared : And where- as, in and by the same Act of Assembly it is further enacted, that the Supreme Executive Council of this State might at any time dur- ing the powers and Authorities thereby granted by Proclamation or other publick Act, Renounce, determine and extinguish the same, and every part thereof ; And that, thereupon, the said powers, & every of them, should cease and become void, and be no longer exercis- ed or enforced : And whereas, by the blessing of Heaven, the progress of the Enemy hath been Restrained, in so much that the Elections for Members of Assembly have in most parts of the Com- monwealth been Regularly held, and the Ordinary powers of Gov- ernment are at full and free liberty to proceed in their usual course, whereby the designs of the Legislature in framing the said Act are now at an end : We, therefore, the said Executive Council, do here- by make known to all persons whatsoever, that all and every the powers and Authorities by the said Act granted to the said Council of Safety, are extinguished and determined, and that the same and every part thereof, shall from henceforth cease and become void, and. be no longer exercised or enforced.

An order was drawn on David Rittenhouse, Esq'r, Treasurer of the State, in favor of Major Wirtz, for the Sum of Fifty-five Pounds, for a Horse bought for an Express.
Ordered, That Michael Immel be close confined until further orders from this Council.
An order was drawn on the Treasurer, in favor of James Old, Esq'r, for the Sum of One Thousand & five hundred Pounds, pay- able in Ten days from the date hereof, & to be charged to him.

Joshua Williams attended the Council & complained that he had applied Will'm Lees, Esq'r, of the County of York, & re- quested him to hear a complaint against Stephen Foulke, who was there arrested by Warrant, on information of his having concealed divers Deserters belonging to Capt. Williams, but that the said Will'in Lees, Esq'r, possitively refused to hear the said complaint,

& permitted the said Steph'n Foulke to return home, & had also im- prisoned Capt. Williams' evidence, on the the charge of his being a Deserter, as alledged by the said Steph'n Foulke.
An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Benja. Blyth, Esq'r, Sub-Lieutenant of the County of Cumberland, for the Sum of One thousand Pounds, to be charged to John Crothers, Esq'r, Lieutenant of the said County, it being for the purpose of Paying Substitutes & purchasing blankets, for which he is to account.
Dan'l Levan, jun'r, Sheriff of the County of Berks, laid before the Council returns of the Election of the said County, & the re- turns are as follows, to Wit: For Representatives of the said County, James Reede, Adam Whitman, Benja. Spyker, Sebastian Levan, Dan'l Hunter, & Baltzer Gehr -- Commissioner, John Kerlin ; Assessors, John Hartman, Mich'l Forree, John Robinson, John Egnar, George Kelchner, & Joseph Sands; Sheriffs, Dan'l Levan, jun'r, & John Rice; Coroners, Philip Kreamer, & James Whitehead.
Ordered, That Dan'l Levan, jun'r, be appointed & commissioned to be Sheriff of the County of Berks. Dan'l Levan, jun'r, offers Isaac Levan, sen'r, & Isaac Levan, jun'r, as sureties for the faithful performance of the said Office, which is approved of.

Ordered, That the Lieut. of the said County do attend to the zetling the said Morrow's accounts, & pay him the Money which shall appear to be due to him.
Ordered, 'That the Lieut. of the County of Cumberland do set- tle with & Pay the inhabitants of that County for such Arms as they have furnished for the use of the Public & not returned to the Owners, & receive & keep such Arms for the use of the State.
Ordered, That a Captain's Commission be made out for Mr. Joshua Williams, agreeable to encouragement given him August 28 last, and That a Lieutenant's Commission be made out to Mr. Alxa. Ramsay, as Lieutenant of the said Company.

The Petition of John Swanwick, praying that the Cows, Oxen, Horses, & Negroes, seiz'd as the property of his Father, may be re: turned to his Mother's farm, she giving ample security that they shall not be moved from thence, &ca; & that such of his Father's papers as may relate to his transactions & connections in France, England, &ca, & have no connections with politics or the present War, & that such other Articles as will on examination be found immediately requisite to his Mother's sustenance & farm, entering into like engagements as aforesaid, being read & considered ; there- upon,

Gibbons, having written to the Council re- presenting Jonathan Hunter & George Hunter, who are now con- fined in the Goal of , this County on a Suspicion of their being un- friendly to this State & attached to the King of Great Britain, " representing them as illiterate Men, closely attached to their In- terest, never known to be active in Public Affairs," & that they " cannot suppose that they have done any thing to aid or abet the Enemy, but that the Reason of their going to Philadelphia was to obtain Pay for Cattle & Horses that the Enemy had taken from them," & that " they are considerable sufferers by the State also;".
On consideration,
Ordered, That Jonathan Hunter & Gco. Hunter, now Confined in the Goal of this County on a suspicion of their having supplied the Enemy with Provisions, be enlarged, on their producing Cer- tificates of their having taken the Oath or Affirmation of Allegiance to this State, as required by Law, and giving security in the Sum of five hundred Pounds for their good behaviour for one year, & ap- pearance to answer, &ca, at such time & place as they shall be law- fully called upon to answer the said charge against them.

Ordered, That Mr. Jacob S. Howell be authorized & empowered to borrow, if he finds it necessary for the immediate use of the Navy, any Sum of Money not exceeding Ten thousand Dollars, which this Council will Pay to the Lenders in a very short time.
Ordered, That Commodore Hazelwood be authorized & em- powered to seize & take the necessary Provisions for the Fleet under his Command, where it may be found in this State, giving to the Owners Certificates for the same, which shall be paid for at rates hereafter to be fixed by this Council; And all Magistrates & Civil Officers are hereby required to aid & assist Commodore Hazel- wood herein.

WHEREAS, John Temple, of the County of Chester, was some time ago taken up on suspicion of being an Enemy to the Cause of America, & Committed to the Goal of this County, but no mitti- mus has been sent to the Sheriff or Goaler to keep the said John Temple until he shall be further examined; thereupon,

The Council having received information of the four Pound Bills of Credit of this State, now Current, have (by mistake of the Printer) on their backs the impression intended for the Bills of Credit of Forty Shillings, & that a Number of Bills of Credit of Forty Shillings have on their backs the impression intended for the backs of the Four Pound Bills; And as the continueing to circu- - late the said Bills may be attended with many disadvantages to the State ; therefore,
Ordered, That a Proclamation be immediately issued requiring all persons possesed of Bills of Credit, so as aforesaid differing in the denomination on the back & front, to bring them in to the Treasurer, & receive from him the value expressed on the front of the said Bills.

Ordered, That the Petitioner's fine be remitted, & that he be delivered to an Officer of the Maryland Battalion to which he belongs.

Ordered, That Peter Dehaven deliver to Colo. Galbraith what Arms are now in his hands fit for service.
The Hon'ble David Rittenhouse, Esq'r, Treasurer of the State, laid before the Council an order drawn on him by Will'm Bradford, in favor of Colo. Bayard, for the Sum of Two hundred & fifty Pounds ;
Ordered, That the same be paid, & charged to the Navy Board of this State.
The Returns of an Election for the County of Northampton be- ing now made & considered, by which it appears that the following Gentlemen were duly elected, to Wit:
Councellor-Jacob Arndt.
Representatives-Peter Burkholder, John Ralston, Simon Dries- back, John Vancampen, & Peter Rhodes.
Sheriff-John Jennings.
Coroner-Jesse Jones.
Ordered, That John Jennings, Esq'r, elect, be appointed Sheriff for the County of Northampton, and John Jennings offers Dav'd Deshler and Philip Boehm, Jun'r, as sureties for the faithful per- formance of the Duties of his Office as Sheriff, & the same are approved.
The Justices of the County of Cumberland having recommended George Stephenson, John Agnew & Capt. John Byers, as persons qualified to act as Clerks of the Peace of the said County,
Ordered, That John Agnew, Esq'r, be appointed Clerk of the Peace of the County of Cumberland.
Ordered, That Colo. Dyuykinck, now at Easton, be immediately brought Prisoner to this Borough, here to continue until Congress shall otherwise order.
