Resolved, That any person who shall pass Schuylkil on the Bridge erected at the Middle Ferry, who are not in public service, shall pay a Toll to Mr. Joseph Ogden equal to the Customary ferriage, untill further orders from this Council, as it was not the intention of this Board to injure the revenues of Mr. Ogden, who is subject to rent and his usual expence.


WHEREAS, The Committee of Easton have appointed Mr. Abra- ham Berlin to provide provision, Fire wood, & other necessaries for the sick Soldiers at Eastown,


Resolved, That this Council will make a reasonable Compensa- tion to Mr. Abrahain Berlin for His Trouble and Fatigue in this Business.


Resolved, That Mr. Benjamin Paschall, with Doct'r Young, view the sick Soldiers in the Hospital in and about the City, and take an account of the names of each, with the Regiment and Company they belong to, and make a return of it to the Commissary, who is to supply all such with Rations as they may think proper, and point out those who are fit for duty to their respective Corps, and discharge those whose times are out and have recovered.


Resolved, That Capt. Blewer be authorized to make such an al- lowance to the Families of those men who are in our naval service as he finds necessary.


An order was drawn on Mr. Nesbitt, in favour of Mr. Jacob Shoemaker, for 600 Dollars, to be charged to the Committee of Easton, for the purpose of providing for the sick Soldiers there.


An order was drawn on Mr. Towers, in favour of Major Geo. Erwin, for 300 stand of arms & Accoutrements for Col. Porter's Battalion of Lancaster County.

Resolved, That it be recommended to General Washington to issue orders immediately for the Militia of Bucks and Northamp- ton Counties forthwith to join his Army, and to send out parties to disarm every Person who does not obey the Summons, and to seize and treat as Enemies all those who shall attempt to oppose the Ex- ecution of this measure, and likewise every person in those Coun- ties who are known or suspected to be enemies to the United States. -


Resolved, That Mr. Ilenry Stiles be appointed Quarter Master, and Doct'r Michael Jennings Surgeon, to the 11th Pennsylvania Regi- ment, Commanded by Col. Richard Humpton.


On Motion,


Resolved, That all the persons who have been promoted to the rank of Colonels, who had rank or precedence of Colonel Joseph Wood, before he was promoted from the rank of Major, ought, in the opinion of this Council, still to take Rank and precedence of the said Colonel Wood, & that they do take rank accordingly.

An order was drawn on Mr. Nesbitt, in favour of Major William Masters, for Fifty Pounds, for the purpose of providing for the poor Families of Militia in Captain Jehu Eyres' Company of Mili- tia, he to be accountable.


Mr. Nesbitt was directed to pay Gauen M. Gnady £10 6 0, for arms purchased in Bucks County, from non-associators.


Resolved, That every waggoner who refuses to take his proper Load, as directed by this Council or Quarter Master General, ought to be immediately discharged the service, without pay.


Mr. Towers was directed to deliver Mark M'Caslin Ten Barrels of Powder, for the use of the Garrison at Fort Island.


Mr. Nesbitt was directed to pay Edward Hinderson, a Soldier in Col. Miles' Riffle Regiment, £4 10.

Mr. Robert Towers was directed to deliver Capt. Jacob Rudolph, of 1st Batt'n of Philad'a County, Thirty-five Stand of Arms, tak- ing his receipt.


Resolved, That the Commanding Officer of the 2nd Battalion of Philadelphia County Militia be authorized and required to send a Number of men in different parties, to compell all the able bodied men within the district to which it belongs to join the said Battalion immediately, except such as refuse from Religious scruples, or are excusable on account of age or some bodily infirmity; and all offi- cers & privates are required to give aid & assistance to accomplish the same.


Resolved, That Allen Moore be appointed Captain of the Guard Stationed at the Middle Ferry, on Schuylkill, for the protection of the Floating Bridge.


Mr. Nesbitt was directed to pay Mr. Jos. Watkins £100 16 0.

Resolved, That all able bodied men of the Townships of Moya- mensing & Passyunk, those who have religious scruples against bear- ing arms alone excepted, are ordered to wait on General Putnam at 2 o'Clock to-morrow afternoon, with what arms and accoutrements they may have in their possession, to receive his orders, and the officers of the Militia in said Townships are directed to deliver into the Council a list of all persons as neglect or refuse to comply with this resolve.

Resolved, That the Constables belonging to the City & Liberties, be directed immediately to go round the several wards & Districts, in Conjunction with such persons as Captain Delany shall appoint, to take lists of all males from sixteen to fifty years of age, and make returns to this Council, for which they shall be allowed reasonable wages.


Resolved, That it be recommended to Captain Sharpe Delaney to send the party under his Command, with the Constables of the City and Districts, to assist them in making a return to this Council of the male Inhabitants fit to bear arms.

Resolved, That Mr. Robert Erwin, Waggon Master, do pay for every Waggon with four horses, in service by the order of this Council, at the rate of Thirty Shillings p'r Day, on a proper Cer- tificate of the Time of Entry being produced to him.


J. M. Nesbitt, Esq'r, was order'd to pay Twenty-three Pounds fifteen shillings, for arms & accoutrements purchased by Robt. Culberson.


J. M. Nesbitt, Esq'r, was order'd to pay Twelve Pounds ten Shillings & six pence for Blankets bought by Robt. Culberson, for the use of his Company.


Order'd, G. Bickham to pay Wm. Gibbons three Pounds, for Breakfast for 80 men of Capt'n Jacob Dritt's Company, belonging to the 1st Batt'n of York County Militia.

J. M. Nesbitt, Esq'r, was order'd to pay Geo. Gintner thirteen Pounds ten Shillings, for attendance & Riding express, to be charged to Congress.


Dispatches to Chester County was sent p'r Coll'l Thomas.


Order drawn on J. M. Nesbitt, Esq'r, to pay Tho's Marle Twenty Pounds, on acc't for fixing the chain & tilling Piers at Fort Island.


Ordered Geo. Bickham to pay Wm. Jenkins Eight Pounds two & 6d, for victualling two Companys belonging to 4th Batt'n North- ampton, under Major Vancamp.


The Present Campaigne has convinced us that it may be fre- quently necessary to call forth the Militia in defence of our Liber- ties, and that their force may be exerted to the greatest advantage, it is become highly Proper and necessary that they be formed into regular Brigades.


Therefore Resolved, That it be recommended to the field officers of every ten or twelve Battalions of Militia lying contigious to each other, to form themselves into Brigades as soon as convenient, and to recommend to this Council three or more persons for each Brigade, whom they shall esteem best qualified for the Commission of a Brigadier General, and this Council will grant Commissions to such of them as shall appear best qualified for the service.


Resolved, That John Cadwallader, Esq'r, be appointed a Briga- dier General of Militia in this State.


Resolved, That Samuel Miles, Esq'r, be appointed a Brigadier General of the regular Forces raised for the defence of this State.
