The Secret Committee of Congress have informed this board that the Continental Cruicers are so employed that they cannot afford the necessary protection to the Trade of this State ; you are there- fore ordered to proceed to Cape May. You are not to leave that Station when any of the Enemie's Vessells are at the Opposite Cape, and to use your best endeavours to protect all trading Vessells belonging to the United States of America, and to the Islands of Bermuda or Bahamas, or to any Foreign State, except under the Dominion of the King of Great Britain ; and in case of their being

in distress, you are to grant them all the Aid and Relief in your Power, and upon any number of the Enemie's Ships appearing off the Coast, you are to give Intelligence thereof to Mr. Henry Fisher, of Lewis Town, with the Course they Steer, and such other Circum- stances relating to them as are of any importance to us; or if you should be able to transmitt the Intelligence by express to us more expeditiously than Mr. Fisher, you are to do it.
"And you are, at the same time, to use your endeavours to make Capture of and distress such of the Vessells belonging to the ene- mies of these States as come in your way ; but if it should appear to you that the Enemy are coming with a Fleet to invade this State, you are, in that case, Immediately to return with the Convention to Fort Island.
" We confide in your discretion to execute the foregoing orders, so as to answer the Intention of this board, and that you will per- form such other service as the nature of your Station will require ; we therefore shall omit any further Instructions.
"N. B. If there are any vessels appear with an Ensign hoisted at the fore top Gallant mast Head, you may conclude it is a trading Vessel, in the Congress' Service, and you may give her any advice or assistance Accordingly ; That being their signal to the Light House. Save your Salt Provisions as much as Possible, & provide your men with Fresh, if to be had at as low a rate as of the Com- missary here."

The Council being informed that there are many Sick Soldiers arrived in this City from the American Army, for whom no proper accommodations are provided, and as humanity and good Policy require that the best Provision be made for restoring them to health,
Resolved, That Col. Gurney be authorized and required to have ne wing of the Bettering House cleared Immediately for the re- eption of such sick and wounded Soldiers.
Resolved, That Messrs. Richards & Towers furnish Mr. Romand, Engineer, with such materials as he may require to perform on Experiment, in order to give a Specimen of his Skill in destroying listant objects by Fire.
Mr. Nesbitt was directed to pay to Mr. Jesse Jones, one of the Commissioners of Northampton County, £991, for Bounty Money or 323 men, directed by Convention to be paid for raising the Flying Camp.

MINUTES OF THE
(The City & Liberties of Philadelphia having had a greater op- portunity of a Supply than the Counties, are not to have any part of this Quantity).
The Committees are to sell it to the people at the rate of 15s Bushel, and in no greater Quantity than half a Bushel to any one Family ; They are to make as equal distribution as they can, according to the necessities of the People, for which purpose they are to require a decleration of what Quantity they are possessed of, more than their Just proportion of this necessary Article, at a time of such very great Scarcity of it.
Mr. Owen Biddle is requested to employ proper persons to send the Salt to the respective Committees, with a Copy of this resolve to each, for which Service this board will allow a reasonable Com. pensation.

Mr. Nesbitt was directed to pay Nicholas Hicks £316 0 2, being in full for paving & repairing the Barracks.
Mr. Nesbitt was directed to pay to John Hazlewood £150, to be charged to his Account.

COUNCIL OF SAFETY.
Mr. Nesbitt was directed to pay to Thomas Nevill £100, to be charged to his Account for making Gun Carriages.
Mr. Nesbitt was directed to pay to Samuel Morris, Jun'r, £500, to be charged to his Account.
Mr. Nesbitt was directed to pay Arthur Donaldson £200, to be charged to his Account.
Mr. Nesbitt was directed to pay Daniel Evans £80 0 0, for 200 Pitching axes delivered to Mr. Towers.
Mr. Towers was directed to deliver the Marine Committee of Congress 800 Swivel Shot, taking a receipt.
Mr. Nesbitt to pay Henry Litman £55 6 2, for Iron Work for Fire Rafts.
Resolved, That it is the Opinion of this Board, it is most prudent to pay Capt. Cochran's company, agreeable to their demand, there- fore recommend it to the Committee of Congress to pay his accounts as they Stand, especially considering the readiness with which they stepped forward at the late call of the Militia, and of the ne- cessity of an immediate call on them for the common defence.
An order was drawn on Mr. Nesbitt, in favor of Capt. George Calhoon, for 200 Dollars, for recruiting Service, he to be account- able for it.
An order was drawn on Mr. Nesbitt, in fav'r of Capt. Matthew Henderson, for 200Dollars, for the recruiting Service, he to be Ac- countable for it.
Mr. Nesbitt was directed to pay an order drawn by Vanbibber & Usher, of Baltimore, for £805 0 0, in favor of Mr. John Mease, for Freight of 23,000 lbs. of Gun Powder from St. Martins' to Baltimore, & now in the Warehouse of Isaac Vanbibber at that place.
Mr. Nesbitt was directed to pay Owen Biddle, Esq'r, £104 0 0, for attending the late Committee of Safety 260 days, @, 8s.
