The Committee of Philadelphia County appointed to drive off Cattle, &ca, request that Joseph Ashton & Simon Bennett, of Lower Dublin, & John Rode and John Stevenson, of Byberry, be added to that Committee ; & on consideration, Agreed that they be added to the said Committee accordingly.

Divers depositions relating to abuses offered to several persons therein named, of the County of York, by Lieut. Reynolds, Lieut. McCoy, of Capt. Steele's Company, & one Ogilvie, being laid be- fore the Council & read, thereupon a Warrant was issued, directed to James Claypoole, Esq'r, Sheriff of the County of Philadelphia, to apprehend the said Lieut. Reynolds, Lieut. McCoy, and Ogilvie, & bring them or either of them, before this Council, to answer the complaints contained in the depositions aforesaid.

The Rev'd Doct. Ewing, in behalf of Benja. Chew, Esquire, ap- peared in the Council, & declared Mr. Chew's willingness now to sign the Parole offered to him, & requested that he might be per- mitted to do so, at the same time declaring that Mr. Chew had not refused to sign the Parole offered to him, from any want of respect to the Council, but from a desire that the cause of his Arrest might have been inserted in the Warrant for arresting him, in order that he might be able to satisfy his friends upon what he is Arrested, & that it may not be supposed that he stands charged with having committed any crime against the States, but that he is arrested as an Officer under the late Government of Pennsylvania. .
An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Peter Dehaven, or his order, for the Sum of One Thousand Pounds, for which he is to account.

Lieut. Will'm McCoy, & Ensign John Reynolds, were brought by the Sheriff before the Council, & on examination, it appearing that they were the persons charged with being guilty of a riot in the County of York, on the 2nd of this instant, August, & there- upon,
Ordered, That the said .Will'm McCoy & John Reynolds do give security for their appearance at the next Court of Quarter Sessions in the County of York, there to answer the said charge, each of them himself in the Sum of £150, & two sufficient securities for each, in the Sum of £150 for such appearance, and that they stand committed until such security is given.
Whereas, In the course of the examination of the aforesaid Will'm McCoy & John Reynolds, it appears that Serjeant And'w Byer, in Capt. Nichols' Company; Ezekiel Sample, in Capt. Steele's Company ; - Davis, in Capt. Butler's Company ; Ensign -Wilson, of Erwin's Comp'y, Will'm Coyle, or Kyle, John Hogg, Ensign, & John Magee, Ensign, have been active in the said Riot; therefore the Council issued a Writ, directed to the Sheriff of the County of Philadelphia, authorizing him to appre-

hend the said Andrew Byer, Ezekiel Sample, Davis, Wilson, Coyle, or Kyle, John Hogg, & John Magee, & bring them, or any of them, before this Council, to answer the complaints aforesaid.
Doctor Drummond having applied to the Council by Petition, praying to be enlarged on Parole, the same was now taken into consideration, & thereupon,
Ordered, That his parole be taken to confine him to his House, & on the West Side of Delaware, within Two Miles of the same.
The Parole to contain the conditions in other respects contained in Mr. Smith's Parole, lately taken.
Colo. Bull, Adjutant General, applied to Council for assistance in removeing the Troops from Billingsport to Fort Island ; there- upon,
Ordered, That the Navy Board do give the necessary assistance in removing the Troops from Billingsport to Fort Island.
On motion,
Ordered, That Mr. Matthias Bush procure One thousand Knap- sacks for the use of the Militia of this State, on the best terms they can be had, for which he shall be allowed One Shilling each as Commission-the price of materials & making to be charged at the first cost.
And'w Byers, John Hogg, & Ezekiel Semple, were brought be- fore the Council & examined. Whereupon, John Hogg & Ezekiel Semple were discharged, the evidence against them being insuffi- cient to justify the detaining them. And'w Byers appearing to have been concerned in the above mentioned riot, was ordered to give security for his appearance at the next Court of Quarter Sessions for the aforesaid County of York, to answer the said charge himself, in the Sum of Fifty Pounds, & one sufficient surety in the like Sum.

The Petition of Henry Funk & George Kreibel, complaining that they have been for some days past, confined in the Goal of North- ampton County, by commitment of Henry Lumbeck, Esq'r, because they had refused to take the Test of Allegiance directed to be taken by the Act of Assembly passed the 13th day of June last, & pray- ing a day might be appointed for the hearing of said complaint, was read, & thereupon,
Ordered, That the Secretary write to the said Frederick Lem- boch, Esq'r, & inform him of the said Petition, and explaining the Law respecting the foundation on which a Commitment on a suspi- cion of a Spy is to be founded, & also to desire the said Magistrate not to extend the said Law in the execution thereof, beyond what it will justify, & to recommend to the said Magistrate, in case any difficulty should arise in the discharge of the Petitioners, to take two other Magistrates to his assistance, & re-consider the case ; And if any difficulty shall prevent the enlargement of the Petitioners, Tuesday the ninth of September is appointed for hearing of the Parties.
A Resolve of Congress of this Date, recommend to this Council, for the reasons therein mentioned, to Arrest & confine Thomas Light- foot, being read ; thereupon,
Ordered, That Congress be informed that Thomas Lightfoot is not an inhabitant of this State.
The Council taking into consideration the demand made by Gen- eral Gates, of Seven Hundred & Fifty Men to his Assistance in the Northern Department,
Ordered, That the second Class of the Militia of Bucks County, & the second Class of the Militia of Northampton, repair imme- diately to Peckskiln, & there wait the orders of Gen'l Gates.
On motion, Agreed, That James Hamilton, John Lawrence, Edward Shippen, jun'r, Joseph Shippen, jun'r, & James Humph- reys, Esq'r, have the bounds prescribed in their respective Paroles enlarged to the whole State of Pennsylvania.
Mr. Melchoir, Barrack Master, applied to Council by Letter, requesting to be supplied with Money for laying in a Stock of Wood for the Barracks, against the coming Winter; on consideration,
Ordered, That Mr. Melchoir be informed that Council do not think the application to this Board for Money to purchase a Stock of Wood is proper or necessary, as it is no part of the Business of the Council to furnish Wood for the Troops, & therefore decline supplying the Money he asks for.

Ordered, That the Navy Board do supply Major Gen'l Arm- strong on his application, with Boats from time to time, to remove the Militia from Billingsport, or for other purposes, as he may see occasion.

On motion, Agreed, That Isaac Mackey & Joseph Gardner, of the County of Chester, Esq'rs, they, or either of them, be appointed & Authorized, by Dedimus Potestatum, to administer to Thomas Mckean, Esq'r, Chief Justice of the Peace of this State, the Oaths or Affirmations required to Qualify him for the said Office, according to the Constitution & Laws of this Commonwealth ; And also, to administer to John Evans, Esq'r, Third Judge in & for the said State, the Oaths or Affirmations required to Qualify him for the said office, according to the Constitution & laws of this Com- monwealth ; and that Michael Hubley & John Hubley, Esq'r, be appointed & authorized as aforesaid, to administer the said Oaths or Affirmations to Will'm Atlee, Esq'r, Second Judge of the said State.

Peter Dehaven applied to Council for a Still bottom of Copper, to be used in the Gun Factory, and an order was given to him for the same ; accordingly directed him to go & take the same.
Ordered, That Peter Dehaven call on Rob't Morris, Esq'r, for the Gun Locks in his hands belonging to this State.
Ordered, That application be made to Congress for their advice respecting the Militia now coming in, whether the situation of Pub- lic Affairs will admit of their being discharged or not.
On motion, Agreed, That John Carithers, of East Pennsborough, in the County of Cumberland, be appointed Lieut. of the said Coun- ty, & that he be commissioned accordingly.
On motion, Agreed, That Lieut. Col. Will'm Clerke be ap- pointed Paymaster of the Militia of the County of Cumberland, & that Philip Marsteller, Esq'r, be appointed Paymaster of the Militia of the County of Lancaster.

The Council being informed that Capt. Jos. Watkins had ordered the Copper belonging to this State to be brought to this City ; thereupon,
Ordered, That Capt. Watkins be ordered to deliver the said copper to Peter Dehaven without delay.
On motion, Agreed, That the Paymaster of the Militia of this · State be allowed Pay and Rations as a Colonel, with a reasonable allowance for his expences & loss of time in settling his accounts, if this shall happen when he is not in Pay.
On motion, Agreed, That the respective County Paymasters of the Militia be allowed Pay & Rations as a Major, with a reasonable allowance for his expenses & loss of time in settling his Accounts, if this shall happen when he's not in Pay.
Colo. Berker, of the Sixth Pennsylvania Battalion in Continental Service, sent in an arrangement of the Officers of his Battalion, & recommended John Markland, Philip Sneider, John Foster, and

Ordered, That John Markland, Philip Sneider, John Foster, & Charles Mackenett, be appointed Ensigns in the Sixth Pennsylva- nia Battalion in the Continental service, & that the Commissions of the first named of them bear date this day, & the others in the order as they stand named, each one day later than the Commission of him who stand named next before him.
Peter Dehaven, one of the Supervisors of the Factory of Mus- kets & other Arms, heretofore established at French Creek, in Chester County, by the late Council of Safety, representing to the Council that the Committee of Assembly now setting on the ac- counts of the said Council of Safety, & also of the late Committee of Safety, do not consider themselves authorized to proceed to ex- amine & settle the Accounts of said Supervisors later than the 5th day of March last, the date of the dissolution of the said Council of Safety ; & the same objection being made by the said Commit- tee of Accounts on the application of Council to them ; Council do hereby request and authorize the Gentlemen of the said Com- mittee of Accounts, to proceed to examine & Settle the Accounts of Peter Dehaven and James Carter, Superintendents of said Fac- tories, and of all other persons employed by or continued in employ by the late Board of War of this State, inasmuch as their Ac- counts must, from their circumstances, necessarily be settled for & during the existence of said Board of War, in connection with. former accounts of said persons under the Committee & Council of Safety.

Ordered, That the first & Second Class of the Militia of North- ampton be ordered to march to Lancaster, & there wait the orders of Gen'l Washington, any orders to the contrary thereof heretofore given notwithstanding.
On motion, Agreed, That Col. Henry, Lieut. of the City & Li- berties of Philadelphia, do immediately complete, in the fullest manner, the third Class of the City & Liberties of Philadelphia, & March the same, without loss of time, to Downingstown, in Chester County, & also that he embody a Detachment, with suitable Officers, of the Artillery of the City & Liberties of Philadelphia, equal to three-eights of the whole of said Corps, & send them forthwith, with suitable Cannon, in the following Divisions, That is to say : One-half of them to the Borough of Chester, & the other half to Downingstown, in Chester County, there to receive Gen'l Washing- ton's orders.
On motion, Agreed, That orders be immediately sent to Colo. Kirkbride, to send down the rest of the third Class of the Militia of Bucks County, or as Gen'l Armstrong may otherwise order.
The Navy Board informed the Council by Letter that the Conti- · nental Navy Board had requested that Three of our armed Galleys & two fire Vessels, may be sent down to the assistance of Capt. Al- exander, & requested the order of Council thereupon.

Will'm Henry had in his possession four hundred or five hundred stand of Arms more than is wanted for the third Class of City Militia, and that the Militia of some of the Counties are in want of Arms, & propose that these be put into his hands for the purpose of Arming them ; thereupon,
Ordered, That Colo. Henry be desired to deliver such Arms as he can spare to Gen'l Armstrong, to be put into the hands of the Militia.
The Navy Board having represented to Council that Com- modore Hazlewood's Pay during the time of his attending & directing the fitting of the Fire Ships & Rafts, & recommending it to the consideration of the Council to make him a handsome al- lowance for his extra trouble & great attention to that department ; thereupon,
Ordered, That Commodore Hazlewood be allowed & paid for his extra service in fitting out the Fire Ships & Fire Rafts, the Sum of One Hundred Pounds.
An order was drawn on Jacob S. Howell, in favor of James Dundas, for the Sum of Five hundred Pounds, for which he is to account.
Tho's Hale, Deputy Waggon Master General, applied to Council for Seven Waggons for Gen'l Nash's Brigade, the Quarter Master not being able to furnish him; thereupon,
Ordered, That the Justices of the County of Chester, or any of them, supply the said Mr. Hale with Seven Waggons, & that if they do not immediately furnish them, that Mr. Hale be empowered & authorized to impress them.
An order was Drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Thomas Dorsey, Esq'r, Paymaster of the Militia of the County of Philadelphia, for the Sum of four thousand Pounds, for which he is to account.
