The Hon'ble the Continental Congress, having recommended the setting apart. Thursday the Eighteenth day of December next for Solemn thanksgiving & praise, & this Council having duly weighed the importance of this duty, do in the following words, recommend it to the people of this Commonwealth, Viz :


" By the Supreme Executive Council of the Commonwealth of Pennsylvania :


" A PROCLAMATION :


" WHEREAS, The Hon'ble the Continental Congress have recom- mended in the following words, to Wit :


" Forasmuch as it is the indispensable duty of all Men to adore the superintending Providence of Almighty God, to acknowledge with gratitude their obligations to him for benefits received, & to implore such further obligations as they stand in need of; And it having pleased him in his abundant Mercy, not only to continue to us the inumerable blessings of his Common Providence, but also to smile upon us in the prosecution of a just & necessary War, for the defence & establishment of our unalienable rights & liberties, particularly in that he hath been pleased in so great a manner to prosper the means used for the support of our Troops, & to Crown our Arms with most signal success ; it is therefore, recommended to the Legislative or Executive Powers of these United States, to set apart 'Thursday the Eighteen day of December next, for Solemn thanksgiving & praise, that at one time & with one voice, the good. people may express the grateful feelings of their hearts, & conse- crate themselves to the service of their divine benefactor, & that together with their sincere acknowledgments and offerings, they may join the penitent confession of their manifold sins, whereby they had forfeited every favor, & their humble & earnest supplica- tion, that it may please God, through the merits of Jesus Christ, mercifully to forgive & blot them out of his remembrance ; that it may please him graciously to afford his blessings on the Government of these States respectively & prosper the Councils of the whole ;

to inspire our Commanders both by land & Sea, & all under them, with that wisdom & fortitude which may render them fit instru .- . ments under the Providence of Almighty God, to secure for these States the greatest of all human blessings, independence & peace , that it may please him to prosper the Trade & manufactures of the people, & the labor of the husbandman, that our land may yet yield its increase ; To take Schools & Seminaries of Education, so neces- sary for Cultivating the principles of true liberty, virtue and piety, under his nurtering hand, & to prosper the means of Reli- gion, for the promotion & enlargement of that Kingdom which consisteth in righteousness, peace & joy, in the Holy Ghost. And it is further recommended, that Servile labor, & such recreations as, tho' at other times innocent, may be unbecoming the purpose of this appointment, may be omitted on so solemn an occasion. We therefore, do hereby call upon the good people of this Common- wealth, to set apart Thursday the Eighteenth day of December next, for the purpose of Solemn thanksgiving and praise.

Ordered, That the Pay of the County Waggon Master, be Twenty-two Shillings & Six Pence + Day, & the Pay of the Deputy Waggon Masters be Twenty Shillings # day for every day, in actual Specie.


Colo. Davis reports that John Temple, now a prisoner in the 'Goal of this County, had given Security to appear & answer, &ca., at the Court of Quarter Sessions in the County of Chester, & that the said Temple has took the Oath of Allegiance to the State. (Bond in Colo. Davis's hand.)


Ordered, That John Temple, now in the Goal of this County, be enlarged, he having taken the Oath of Allegiance & given Security for good behaviour, &c. Mr. Matt'w Irwin, Quarter-Master of Mi- litia, laid before the Council his proceedings in that office, & pro- posed that the Brigade Quarter-Master be allowed Major's Pay & Rations, they acting at the same time as Commissaries of Military Stores.


On consideration,


Ordered, That the Brigade Quarter-Masters, who act as Commis- saries of Military Stores in the Militia of this State, be allowed Major's pay & Rations.


The Council taking into consideration the return of the Elec- tion for the County of York ; and thereupon,


Ordered, That Will'm Rowan be appointed Sheriff of the County of York, & that Joseph Adlum be appointed Coroner of the said County of York.


A Return of the General Election for the County of York is as follows, vizt : Councellor, James Edgar, Esq'r ; Representatives, Matthew Dill, James Dixon, John Agnew, John Orr, Mich'l Hahn & Dav'd Dunwoody ; Sheriffs, Will'm Rowan & Will'm Scott ; Coroners, Joseph Adlum & David Candler ; Commissioner, Will'm Mitchell ; Assessors, John Sample, Jacob Eichelberger, Thomas Lilly, Will'm Adams, Joseph Chambers & Lewis Williams.


Tho's Urie, Councellor of the County of Bedford, appeared & took the Oaths required by the Constitution to Qualify him to act as Councellor, he swearing with an uplifted hand, and took his seat accordingly.

Resolved, That an order be drawn on the Treasurer for Five hundred Pounds for said purpose, provided John Shelds and John Carmichael be security that said Sum be paid into the hands of Archibald Lochry, Esq'r, Lieutenant of the said County, & that the Salt when purchased, be equally distributed among such of the in- habitants of the County aforesaid, as have taken the Oath or Affir- mation of Allegiance to the State.

Council received from the Assembly an order, setting forth the appointment of George Stewart, Esq'r, to be Sub-Lieutenant of the County of Cumberland, of which the Council approve.

His Excell'y Thomas Wharton, jun'r, Esq'r, President, laid be- fore the Council a Letter from Henry Laurens, Esq'r, President of Congress, inclosing a Copy of the Confederation, which is to be sent to the different States for their approbation; and after being read, was referred to the Hon'ble House of Assembly for their con- sideration.


An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of Mr. Peter Dehaven, for Five hundred Pounds, for which he is to account.


An order was drawn on Dav'd Rittenhouse, Esq'r, Treasurer of the State, in favor of John Burd, for furnishing Two hundred & Sixty Two Rations, at One Shilling per Ration, to Colo. Piper's Battalion, of the second of January last, to be charged to Congress.

Ordered, That Commissions be made out for them accordingly. Ordered, That Will'm M. Henry & John Ball, Esq'rs, be ap- pointed Justices of the Peace for the County of Bucks ..

It being represented to Council, by Will'm Henry, Esq'r, that the following Men can be usefully employed in making Arms for the use of the State, viz : Henry Gingerich, John Eberly, Christian Oberholtzer, Henry Myer, Caspar Halburn, Adam Deterer, Mich'l DeReiner, & George Radfang; it is therefore,


Ordered, By the Executive Council that the above named Per- sons be excused from going to Camp, provided they continue in the employ, under the direction of the said Will'm Henry, Esq'r, upon such terms as he may think reasonable.
