Mr. John Bailey, Councellor Elect for the County of Lancaster. attended in Council, and took the Qualifications required by the con- stitution, to qualify him for a Seat in Council ; and thereupon took his Seat accordingly.
Mr. Bayard, the Speaker of the Hon'ble House of Assembly, Colo. Bull, Mr. McClean, Colo. Moore and Colo. Coats, a Com- mittee of the House of Assembly, attended in Council, and inform- ed the Council that the House had been called upon by Congress to complete the Quotas of Troops which this State were to furnish to the Continental Army, and requested that the Council will furnish the House with an Account of the Men furnished by this State in consequence of the requisition of Congress; thereupon,
Ordered, That the Board of War be requested to make a return to the Council as soon as possible, of the number of men furnished by this State to the Continental Army, according to the requisition of Congress.

Colo. Bradford and Captain Bluer, from the Navy Board, atten- ded and informed the Council that the Bridge over Schuylkill was now so nearly completed that Waggons may pass over it, and also, that the Navy Board are in want of Money.
Mr. Parker & Colo. Lallor, a Committee of Assembly. attended and laid before the Council a Memorial of the Officers of the Pennsylvania State Regiment, and wherein they complain that by the appointment of John Bull, Esq'r, to the command of the Penn- sylvania State Regiment, The said Memorialists are very much ag- grieved; And also the Memorial of Major Francis McCurry, of the same Regiment, complaining that Capt. Morrow, an officer of infe- rior Rank, had been advanced over his head.

A Petition of a number of Freeholders and Inhabitants of the Borough of Lancaster, addressed to the General Assembly of Rep- resentatives of the Freemen of Pennsylvania, and- to the Hon'ble the Executive Council for said State, setting forth the great incon- veniencies which that Borough labor under, from the want of Mag- istrates and Borough Officers, and praying that the Honorable House of Assembly and Supreme Executive Council will provide a remedy, was read.
Mr. Rittenhouse, Mr. Biddle, Colo. Shea, and Colo. Dean, from the Board of War, attended in Council, and represented that the Treasury was exhausted, and the demands for it very large; That they are informed there is in the hands of the Trustees of the Gen- eral Loan Office near Fifteen Thousand Pounds, which they appre- hend may be borrowed for the present emergency, to be replaced as soon as the Money now in the Press is ready to be emitted. And that the State Battalion and the Battalion of Artillery are found to be a very great expence to the State, and it appears to them may and ought to be put into Continental Pay, as part of the Quota required of this State by Congress. That the Expence of the Gun Factory and the Cannon Foundery established in this State, has been and still continues to be very great, and as the Conti- nent is now reaping the advantage of these institutions, the Board of War propose that both of them be delivered into the hands of Congress.
Ordered, that application be made to the Hon'ble House of As- sembly, requesting the House will order the Sum of Money now in the hands of the Trustees of the General Loan Office, be paid into the hands of the Treasurer of the State, to serve the present emer- gency, until the money now in the Press is ready to be issued, the same to be replaced as soon as the Money appropriated by the House for the Disbursements of Council is ready to be issued.
Ordered, that Mr. Evans and Mr. Hoge lay the foregoing Re- solve before the Hon'ble House this Afternoon.
It appearing that John Henry, one of the Magistrates appointed for the Borough of Lancaster is dead, and that Mr. Shafner, Mag- istrate elect, declines serving in that Office ; thereupon,
Ordered, That Michael Hubly and John Hobson be appointed Justices of the Peace for the County of Lancaster, and that they be Commissioned accordingly ..

" Resolved, That the Board of War be directed To furnish the Supreme Executive Council of the State of Pennsylvania with such Arms as may be necessary for the use of such of their Militia as are

An order was drawn on the Continental Board of War, for One hundred and fifty Stand of Arms, to be delivered to Colo. William Coats, Lieutenant of the County of Philadelphia, agreeable to the foregoing Resolve of Congress.
The Hon'ble House of General Assembly sent to the Council, by their Clerk, the following order, To Wit :
" Gentlemen : " By virtue of a Resolve of the General Assembly of the Com- mon wealth of Pennsylvania made this day, I hereby order you to Pay to David Rittenhouse, Esq'r, Treasurer of this State, the Sum of Twenty Thousand Pounds, which will be replaced in your hands by the mode prescribed by the said Resolve.

Colo. Proctor is requested to deliver the said order to Mr. Rit- tenhouse, and inform him that the Council desire he will apply to the said Trustees for the said Money as soon as possible, as the Council will have occasion to draw upon him for several Sums of Money immediately.

The following orders were also drawn on the Treasurer of the State, Viz : In favor of Michael Boyer, for riding express, the Sum of Eight Pounds Fifteen Shillings ; In favor of Frederick Weer, for riding Express, the Sum of Five Pounds ; in favor of George Friend, for riding Express, the Sum of Ten Pounds; In favor of John Bird, for riding Express, the Sum of Twelve Pounds Ten Shillings ; In favor of Robert Irwin, for Wood, part of which was used by the Assembly, the Sum of Twenty Pounds ; In favor of James Smither, for State Seal, lesser Seal of the State, and engra- ving the same, the Sum of Eight Pounds ; In favor of Adam Beek, for riding Express, the Sum of Seven Pounds Ten Shillings ; In favor of George Gentner, for Riding Express, the Sum of Twelve Pounds Five Shillings.

On Motion, agreed unanimously, that Brigad'r Gen'l John Arm- strong be appointed a Major General, and Commissioned accord- ingly.

The Petition of Walter Hall, Esq'r, was laid before the Council, Wherein he complains that a certain John Lynch, who is indebted to him to the Amount of upwards of Five Hundred Pounds, is about to depart this State without Paying the said Debt, or giving secu- rity for the same ; and as the courts of Justice are not yet open, he finds himself under the necessity of applying in this way to the Council, in hopes that some measures may be adopted to prevent the said Lynch from departing out of the State, without first giving security for the Payment of this Debt, or otherwise satisfy him for the same.

Ordered, That this Petition be laid before the Hon'ble House of Assembly, and that it be recommended to their consideration the propriety and expediency of passing a Law to compel persons about to depart the State to pay their Just Debts, or otherwise to satisfy their Creditors, by giving security before a Justice of the Peace, or otherwise this Law to have force until the Prothonotary's Office in each County in the State Respectively, shall be opened, and the Laws in these respects made, have their force and effect.
Doctor Gardner & Mr McClean, a Committee of the Hon'ble House of General Assembly, attended in Council, and informed the Board that the House having received from them some intimation of the propriety of turning over the State Battalion, and the Bat- talion of Artillery, had taken that subject into their consideration, and were disposed to attend to any plan for this purpose which the Council shall lay before them.
The Council took into their Consideration the returns made by several of the Districts of the County of Philadelphia ; and there- upon,
Ordered, That a General Commission of the Peace, &ca, be made out, and that the Names of the following Gentlemen be in- serted therein, vizt : Samuel Ashmead, George Bryan, James Young, John Moore, John Ord, Jonathan Paschall, Joseph Redman, Sen'r., Peter Evans, George Henry, Plunket Fleeson, Isaac Howell, Benj'n Paschall, Seth Qee, Andrew Knox, John Knowles, David Todd, Philip Boehm, Zebulon Potts, and John Richards.
The State taking into consideration the State of the Provincial Land Force, and the following Letter to the Hon'ble House of As- sembly being read, was Agreed to, signed by the President, and sent to the Speaker of the House, Vizt :
" In Council.
" PHILAD'A, June 6th, 1777.
"The House taking into consideration the very great expence . this State has been at, and which is likely to continue, altho' the utmost economy should be used whilst we are obliged to oppose the Tyranny of Great Britain, think it our Duty to represent to Your Hon'ble House, that as the Troops in the Pay of this State have been, and no doubt will continue to be of General Advantage to the United States, and as the Hon'ble Congress has allotted Twelve Regiments to be raised by Pennsylvania, and has called for a return of the Regiments, in order to know how far we are deficient in the number required of us, it is our opinion it will be prudent to put into the Continental Service and Pay, the Battalion now called the State Battalion, which has been raised chiefly out of the remains of the Battalion lately under the Command of Colo. Miles and Colo. Atlee, the Regiments of Artillery under the Command of Colo. Proctor, and a Company under the Command of Capt. Pugh, raised

for guarding the Powder Mills. The Council of Safety, we under- stand, were induced to raise these troops in order to provide for the unfortunate Officers who were released from the Enemy, and that the said Council might have some Forces under their Command for the defence of the State, until General Washington should be able effectually to oppose the Enemy, which time we hope, with the As- sistance of Providence, is now come. The expence that will attend the support of the Fleet fitted out for the defence of the River, should we be obliged to pay it, that of sinking the Chevaux de Frize, and the incidental expences of the State, will be very heavy. We therefore recommend to the Hon'ble House to instruct the Dele- gates of this State to settle this matter in Congress, in such a way as your Hon'ble House may judge most likely to answer a good purpose.

Ordered, That the Secretary be directed to write to Thomas Taylor, Esq'r, Register and Recorder of the County of Chester, to enquire Whether he has received the Papers and Records belonging to those Offices, and to inform him that if he has not, the Council expects he will use the means pointed out by the Law passed for such purposes, if they be necessary, to gain possession of them, as it is of great importance to the Public that they be under the direc- tion of the proper Officers.

Daniel Clymer, Esq'r, attended the Council, and laid before them some reasons tending to prove that Joseph Richardson, now confined in Lancaster Goal on a charge of counterfeiting, &ca, ought to be admitted to Bail, which he is ready to give. The Council agreed to take the matter into their consideration, and inform Mr. Clymer of their determination.

The said Committee of Assembly also laid before the Council a plan of removing the Citizens with their effects out of the City, and requested the opinion and advice of Council; thereupon,
Ordered, That Colo. Henry be requested to attend the Board this Afternoon, Three O'clock, to inform the Council of the State of the Militia of the City.
The Clerk of the General Assembly laid before the Council the Minutes of the House of the 6th instant, and of this day, by which it appears that Will'm Henry is appointed Lieutenant of the City of Philadelphia, and Ephraim Bonham and William Simple are ap- pointed Sub Lieutenants of the said City.
Ordered, That they be Commissioned accordingly, their Commissions to bear date on the day of their respective ap- pointments.
Ordered, That a dedimus be made out, authorizing and em- powering James Young and Seth Quee, Esq'r, to administer to such Officers as have been or may be Commissioned by this Coun- cil, the Oaths of Affirmation required by the Constitution of this Commonwealth to Qualify them to perform their Offices respec- tively.
