REPORT OF THE BOARD OF SELECTMEN


December 31, 1960


The Board of Selectmen respectfully submit to the citizens of the Town their report for the year 1960.


On March 8, 1960 the Board was organized with Austin C. Bu- chanan, Chairman; Harvey M. Hamilton, Clerk; and Joseph A. Roberts, Third Member.


During the year the roof of the Town Hall was repaired and a new door was installed at the Police Station entrance. Other minor repairs were made to the exterior of the building. No major expenditure should be necessary on the Town Hall until the renovation of the interior is unde: taken. We are recommending that a committee be appointed to study the renovation of the Town Hall.


The issue and policing of Earth Removal Permits has at times during the past year been a full time job. With respect to loam removal the Board has adopted the policy of requiring the loam to be piled and all stripped areas to be covered before any loam is declared surplus and available for removal.


The problem of Street Lighting in connection with the new school has been studied with the engineers of the Boston Edison Company and a sum has been included in the Street Lighting request for 1961.


The administration and dispatch of the Town Ambulance has been handled most satisfactorily this year under a plan adopted late in 1959. This plan places the operation of the ambulance under the res- ponsibility of the Chief of Police.


To those who have contributed so generously of their time and expense to the general welfare of the Town, we wish to express our appreciation and gratitude.

OFFICERS TRAINING SCHOOL


Patrolman Robert W. Brady successfully completed the four week training school for Police Officers at the Massachusetts State Police Academy in Framingham. He is the first Medfield Officer to attend this school. Another Officer will attend in 1961.


During 1961 I plan to extend our communications system by tying in with the Massachusetts State Police Teletype System which will give Medfield 17 state coverage. I would like to have a Police Station Building Committee appointed to decide on the possibility of adding a new police station to the new fire station. I also recommend that an officer be promoted to Sergeant after a promotional examination has been held.


Due to an increase in the building of new homes in the outlying districts and to the fact that in 1963 the Fire Department will be off our Police Radio Network and on their own I feel that we should have another officer on each shift, starting with one new man this year. Thus, by 1963 we should have an adequate Police Department which will be in a position to handle both the Police and Fire Communica- tions, efficiently control the Fire Alarm System and keep better and more complete records in the Police Department.


AUXILIARY POLICE


During 1960 Officer E. Nina Iafolla was appointed Lieutenant in the Auxiliary Police and organized 20 young men into a working unit. These men undertook a ten week training course in First Aid in

Police Rules and Procedure. Their instructors were persons well known and well qualified in the field of police work. Several times in 1960 these men assisted at fires and in mock disasters in conjunction with a plan worked out with the Medfield State Hospital and proved that they are conscientious. I would like to recommend that shirts, hats and hat badges bearing Civil Defense Insignia be purchased for them from Civil Defense funds or by a small additional appropriation to the Civil Defense budget so that these men may outwardly be identified as an organized unit.


In behalf of the police officers, I wish to thank the State and Local officials, Town of Medfield Department heads and the citizens of the Town for the cooperation and assistance extended to me and the police department during the past year.

REPORT OF THE BOARD OF HEALTH


To the Honorable Board of Selectmen:


We hereby respectfully submit our Report of the Board of Health for the year ending December 31, 1960.


The Board has issued licenses to dealers selling, buying or trans- porting Methyl Alcohol or Wood Alcohol, so-called, or any preparation other than Shellac or Varnish; the manufacturing of Ice Cream; and a license to Funeral Directors for the establishment and maintaining of a Funeral Home.


The garbage collection contract was renewed and collections were made twice a week during the summer months and once a week during winter months.


The Medfield Dental Clinic is under the supervision of the Board of Health and is held at the Memorial School. All elementary school

children were examined and treatment was started on all children desiring work at the clinic.

We feel certain that the number of communicable diseases reported to the Board of Health does not reflect the actual number of cases. Please bear in mind that according to the General Laws of the Com- monwealth, "If a physician knows or has cause to believe that a person whom he visits is infected with a disease declared to be dangerous to the public health ... he shall immediately give written notice thereof, signed by him ... " and when a householder knows that a person within his family or house is sick with a disease dangerous to the public health he shall immediately give written notice thereof to the Board of Health in the manner required by the statute, provided how- ever, that in cases where a physician has been called in, the physician's notification will be accepted in place of the householder.


During the year several complaints were taken care of by the Board.

I hereby submit my report for the year ending December 31, 1960. Dogs reported to have bitten persons were checked.


In the annual inspection there were 150 cattle, 69 horses, 33 sheep and 6 swine.


The animals showed no signs of contagious diseases and the premises were found in a satisfactory condition.

REPORT OF THE TREE AND MOTH DEPARTMENTS


To the Honorable Board of Selectmen:


Submitted herewith is the report of the Tree and Moth Depart- ments for the year 1960.


During the past year the usual spraying of the entire roadside trees for the control of the Gypsy Moth and the Elm Leaf Beetle was performed. Also this past year the White Oaks were sprayed for the control of the Solitary Oak Leaf Miner which was so damaging the previous year. This insect does not seem as prevalent as it was in 1959 and will not require control measures this coming year. I

recommend that the sum of $1,000.00 be appropriated for Moth Work for 1961.


The Dutch Elm Disease control work was carried out with the removal of approximately fifty-one (51) dead and diseased Elms in 1960, also eleven stumps were removed. Spraying for the Elm Bark Beetle was performed. All Elms with any outward symptoms of Dutch Elm Disease were sampled and the samples were sent to the State Shade Tree Laboratory in Amherst. I recommend that $4,000.00 be appropriated for the further control of this dread disease.


The program for the control of Poison Ivy was carried on the same as in previous years. The results of our spraying has been very good and the need for additional spraying is lessening. I recommend the sum of $200.00 be appropriated to keep this nuisance on the decrease.


Due to the hurricane this fall we found it necessary to obtain an additional $2,500.00 to clear the streets of debris and to repair the damage to our roadside shade trees. Although most of the work has been completed, there still remain a lot of weakened limbs and leaders that will require attention along with our routine work. I recommend $3,500.00 be appropriated for 1961.


Our tree planting program was resumed this past year with the planting of 70 trees of various species and varieties. I recommend that the sum of $500.00 be appropriated for this work in 1961.

This year has been a busy year although there has been a lesser amount of new building permits issued. There has been an increasing number of additions, oil, gas burner, and service entrance permits issued.


Infraction of the rules have been minor and in these instances the contractor was duly notified and corrections were made to the satisfaction of this office.

REPORT OF CEMETERY COMMISSIONERS


To the Honorable Board of Selectmen:


Gentlemen:


The Cemetery Commissioners respectfully submit our report for the year ending December 31, 1960.


The general maintenance of the Vine Lake Cemetery has been carried out to the best of our physical and financial capabilities.


Due to the heavy growing season and the lack of the unusual "dry spell", we were again in trouble financially and it was necessary to request the Finance Board for assistance.


No new progress of any great dimension has been accomplished this year although several small developments were completed with the direct aid from the individual lot owners.


Plans to tar drives, widen banking around the pond, clean out the stream into the pond, layout drives in the section at Bridge Street and the planting of trees along them, fill in and beautify the section around the Frairy-Dale Streets entrance and install drainage in that area.


Plans and accomplishments are sometimes difficult to agree but plans we must have and results come eventually.


We wish to take this opportunity to thank the various depart- ments and their employees for their assistance during the year and the people for their patience.

In order to clarify the function of the Veterans Agent, I will describe the classes of financial assistance which the Veterans Benefits provides for qualified Veterans. Ordinary Benefits include the neces- sities of life such as food, shelter and clothing.


Medical assistance includes surgical expenses and hospital medi- cations at rates established by Commissioners Office in Boston. The Town of Medfield is reimbursed for one-half of amount of Benefits granted upon proper application with authorization from the Com- missioner's Office. Due to the increase of Veterans population in the community since 1955, the applicant case load has increased steadily in the past year.


I wish to thank the Town Officials and Marie Burke for their cooperation and assistance during the past year.

REPORT OF THE BOARD OF APPEALS ON ZONING, SUBDIVISION CONTROL AND BUILDING BY-LAWS


January 9, 1961


To the Honorable Board of Selectmen


and Residents of Medfield:


The Board of Appeals respectfully submits this report for the year ending December 31, 1960.


The Board was organized as follows: Herbert B. Burr, Chairman; George A. Smith, Clerk; Francis H. Kingsbury, Member; and Pauline Goucher, Associate Member.


Ellen P. Crowell resigned her position as Associate Member this year and the Board wishes to extend their appreciation to her for a job well done.


Your Board of Appeals experienced a very active year, hearing and deciding on 14 appeals. These appeals can be classified as varied, con- sisting of many types and requests for permits.


The Board established a method for on the spot investigation of many requests for zoning variances and/or permits to substantiate and establish facts in rendering a fair and equitable decision. This was accomplished through the use of abutter surveys, photographs and personal visitation on the part of the members of the Board.


Some appeals warranted modifications and restrictions to the petitioner's original requests, directed towards the elimination of detrimental conditions, abutter's rights, and the general public welfare and good.


The Board experienced a rise in operating costs consisting of an increase in hearings and the lawful requisite of advertising of each hearing. Therefore, it made it necessary to request $200.00 in addi- tional funds for its continued operation in 1960 and resulting in a total expenditure of $650.00


A continuing increase in appeal hearings is anticipated for the year 1961, staying in line with the growth of the town.


The Board of Appeals gratefully acknowledges and appreciates the able assistance rendered by the Board of Selectmen, Park and

Planning Board, Board of Assessors, Town Council, Town Accountant, Building Inspector, Marie Burke, and the Town Clerk. These and others made our work so much more pleasant this past year.
