ANNUAL TOWN MEETING FOR THE TRANSACTION OF BUSINESS HELD ON MARCH 11, 1963
The meeting was called to order by the Moderator at 7:30 P.M. in the Amos Clark Kingsbury School and the following action was taken on the remaining articles in the warrant:
Article 2. Voted to accept the reports of the several Town Officers for the past year.
Article 3. Voted to raise and appropriate the following named sums to defray the departmental and other expenses of the Town for the ensuing year, and to fix the salary and compensation of all elected officers of the Town as provided for in Section 108, Chapter 41 of the General Laws:

Article 4. Voted to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws
Article 5. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. Voted to transfer the sum of $482.50 from the Road Machinery Fund to the Highway Operation Account to defray the expense and the operation and maintenance of highway machinery.
Article 7. Voted to raise and appropriate the sum of $7,200.00 for the reconstruction and resurfacing of Main Street (Route 109); said money to be used with funds allotted by the County and State.
Article 8. Voted to appropriate the sum of $7,839.06 from funds received in accordance with the provisions of Chapter 782 of the Acts of 1962 for the purpose of improving and widening Main Street (Route 109).
Article 9. Voted to raise and appropriate the sum of $13,010.00 for the Street Improvement Account; said funds to be expended for the reconstruction of a section of Forest Street and a section of Granite Street.
Article 10. Voted to dismiss this article wherein a sum of money was requested for replacing a culvert under Main Street between Hartford and Nebo Streets.

Article 11. Voted to transfer the sum of $247.80 from the unex- pended balance voted under Article 9 of the Annual Town Meeting of 1962 (Curve Street Guard Fence) and the sum of $1,752.20 be raised and appropriated for the purpose of installing four hundred eighty- five feet (485') of guard fence on the westerly side of the overhead railroad crossing on Curve Street.
Article 12. Voted to dismiss this article wherein installation of permanent boundary markers on various public ways was sought.
Article 13. Voted to raise and appropriate the sum of $5,000.00 and appropriate it to a Street Resurfacing Account; said funds to be expended for the resurfacing of Nebo Street.
Article 14. Voted to dismiss this article wherein a sum of money was asked for the purchase of a self-unloading Sand Spreader for the Highway Department.
Article 15. Voted to transfer the sum of $1,739.18 from the unexpended balance of Article 12 of the Annual Town Meeting of 1962 (Front-End Loader) and to raise and appropriate the sum of $2,485.82 for the purchase of a Back-Hoe Attachment for the Fordson Major Tractor.
Article 16. Voted to raise and appropriate the sum of $2,224.00 for the purpose of paying land damages arising from the relocation of Harding Street.
Article 17. Voted to instruct the Selectmen to petition the Boston Edison Company to install street lights on the following named streets:
6 lights-Forest Street
6 lights-Kenney Road
3 lights-Pine Grove Road
1 light-Kingsbury Drive and Bartlett Avenue
1 light-Pine Grove Road and Bartlett Avenue
The installation expense to be taken from the Street Light appro- priation voted under Item 77 of Article 3.
Article 18. Voted unanimously to accept as Public Ways the following named streets, or parts thereof, viz:
Marlyn Road, Bow Street, Hearthstone Drive, Hillcrest Road, Juniper Lane, Alder Road, Scott Road, Maplewood Road, Cedar Lane and Forest Lane,
as laid out by the Board of Selectmen on February 5, 1963 and shown on plans referred to in the several Orders of Layout and on file in the Town Clerk's Office and to authorize the Board of Selectmen to acquire by eminent domain or otherwise such rights, titles and ease-

ments, including drainage easements, as may be necessary to accom- plish such purpose. A sum of $100.00 to cover legal costs to be taken from Item 8, voted under Article 3.
Article 19. Voted that this article be dismissed wherein a sum of money was requested for increasing the fallout protection of the Fire Station.
Article 20. Voted to dismiss this article wherein a sum of money was requested to increase the fallout shelter capacity of the Date Street School.
Article 21. Voted to dismiss this article wherein acceptance of Section 17B of Chapter 180 of the General Laws permitting payroll deductions for contributions to Community Chest or United Fund.
Article 22. Voted to raise and appropriate the sum of $1,715.00 for the purchase of a 1963 motor vehicle for use as a Police Cruiser and to direct the Board of Selectmen to trade or sell the present 1961 cruiser.
Article 23. Voted to dismiss this article wherein a Radar Timer for the use of the Police Department was requested.
Article 24. Voted to amend the By-Law adopted June 12, 1961 establishing minimum salaries to be paid to members of the Police Department, by changing said By-Law to read as follows:
Section 1. Chief of Police
1st year of service $107.69 week or $5,600.00 per year 2nd year of service $114.09 week or $5,932.68 per year 3rd year of service $120.49 week or $6,265.48 per year After 3rd year $126.92 week or $6,600.00 per year
Section 2. Sergeant
1st year of service $105.77 week or $5,500.00 per year 2nd year of service $109.61 week or $5,700.00 per year 3rd year of service $113.45 week or $5,900.00 per year
Section 3. Patrolmen
1st year of service $82.30 week or $4,280.00 per year 2nd year of service $86.73 week or $4,510.00 per year 3rd year of service $91.15 week or $4,740.00 per year 4th year of service $95.58 week or $4,970.00 per year
Over 4 years $100.00 per week or $5,200.00 per year
All years of service to be computed from and on the anniversary date of entry into the Police service or date of permanent promotion to higher office.

Article 25. Voted to raise and appropriate the sum of $2,500.00 said money to be used to paint pavement markings of Public Ways.
Article 26. Voted to adopt the following as a By-Law:
"No transient person shall solicit funds for religious, charitable, veteran, or fraternal purposes or solicit subscriptions for periodicals or shall solicit purchase orders and deposits for restoration or per- manent preservation of personal articles of intrinsic value or photo- graphs or portraits within the Town of Medfield without first having registered his license number, organization, and business address and his true name, home address and date of birth with the Chief of Police or other officer having charge of the station house. Violation of this Section will be punishable by a fine of not more than $25.00."
Vote was nearly unanimous. Only one dissented.
Article 27. Voted to transfer the sum of $1,735.00 from the un- expended balance of Article 22 of the Annual Town Meeting of 1962 (Base Station) and that the sum of $249.20 remaining unexpended in the Fire Alarm Account and the sum of $423.34 remaining unexpended in the Fire Department Air Tank Account be transferred and the sum of $1,092.46 be raised and appropriated for the purpose of installing a Base Radio Station and allied equipment at the Fire Station.
Article 28. Voted that this article be dismissed wherein a new 75 foot Aerial Ladder Truck was sought for the Fire Department.
Article 29. Voted to raise and appropriate the sum of $1,200.00 to provide a Portable Lighting Plant at the Fire Station.
Article 30. Voted to raise and appropriate the sum of $830.00 to electrify and make necessary repairs to the Town Clock.
Article 31. Voted to dismiss this article wherein funds for the purchase of a complete new striker clock was suggested.
Article 32. Voted to hear any reports of committees appointed at previous Town Meetings.
The report of the Town Hall Renovating Committee was heard and accepted with the instruction that said committee continue in power for the next 18 months.
Article 33. Voted to adopt the following By-Law:
Section 1. This By-Law shall be known and cited as "The Personnel, Wage and Salary Administration Plan" and is hereby adopted pursuant to the provisions of General Laws, Chapter 41, Section 108A and 108C as amended.
Section 2. Under the Plan, there shall be a Personnel Board consisting of three members who shall be appointed by the

Moderator acting in conjunction with the Chairman of the Board of Selectmen and the Chairman of the Finance Committee. The term of office of members of the Personnel Board shall be three years; initial appointments to the Personnel Board shall be for the periods of one year, two years and three years respectively No elected or appointed officer of the Town of Medfield and no person employed by the Town of Medfield shall be eligible for service upon the Personnel Board.
Section 3. Nothing in this By-Law shall be construed to be in conflict with the provisions of General Laws, Chapter 31. as amended nor shall the salary of any person employed by or appointed to any position by the School Committee be affected by this By-Law.
Voted that the sum of $250.00 inserted as Item 135 of Article 3 be raised and appropriated to defray the expenses of the Personnel Board during the year 1963.
Article 34. Voted that the sum of $500.00 be raised and appro- priated to the Legal Department for the purpose of having a study made of the By-Laws adopted by the Town since 1900, having the same compiled and indexed together with a study and indexing of those Chapters and Sections of the General Laws adopted by the Town of Medfield since 1900 and also including a study of the Rules Regula- tions and Codes adopted by various Boards and Commissions of the Town of Medfield.
Article 35. Voted unanimously to have the Town purchase, take by eminent domain or acquire as a gift a certain parcel of land situated on Mt. Nebo, so-called, containing 40,000 square feet of land and being shown on a "Plan of Proposed Standpipe Lot and Right of Way to be acquired by the Town of Medfield, Cheney Engineering Co., Needham, Mass., February 15, 1957", which plan is on file in the office of the Water and Sewerage Board, said land to be used for water standpipe purposes, and that the Town appropriate the sum of $419.40 for the purposes of this article and to meet said appropriation that $269.00 be transferred from the unexpended balance of the appro- priation under Article 16 of the Town Meeting of March 10, 1958 and that $150.40 be transferred from the unexpended balance of the appro- priation under Article 9 of the Town Meeting of October 19, 1959, and the Board of Selectmen be and they hereby are authorized in behalf of the Town of Medfield to acquire said premises by purchase, taking by eminent domain or gift.
Article 36. Voted unanimously to have the Town purchase, take by eminent domain or acquire as a gift from sundry owners an ease- ment in, on, under and over several parcels of land shown on "Right of Way" on two certain plans drawn by Cheney Engineering Co.,

dated respectively February 15, 1957 and October 17, 1958 and both being on file in the Office of the Water and Sewerage Board, for water pipe purposes, and that the Town appropriate the sum of $900.00 for the purposes of this article, and to meet said appropriation the sum of $900.00 be transferred from the unexpended balance of the appropriation made under Article 9 of the Town Meeting of October 19, 1959, and the Board of Selectmen be and they hereby are author- ized in behalf of the Town of Medfield to acquire said easements by purchase, taking by eminent domain or gift.
Article 37. Voted to authorize the Water and Sewerage Board to appoint one of its members as Water Superintendent.
Article 38. Voted to authorize the Board of Assessors to appoint one of its members as Clerk and to establish the Clerk's Salary at $2.00 per hour.
Article 39. Voted to authorize the Board of Health to appoint one of its members as Agent for the Board of Health.
Article 40. Voted to authorize the Cemetery Commissioners to appoint one of their members as Superintendent.
Article 41. Voted to raise and appropriate the sum of $500.00 to initiate a program of surfacing the drives in the Vine Lake Cemetery.
Article 42. Voted to raise and appropriate the sum of $665.00 for the use of the Planning Board in providing necessary secretarial help and for the preparation and dissemination of information in con- nection with the Master Plan.
Article 43. Voted that article be dismissed. Voted under Art. 3. Article 44. Voted that article be dismissed. Voted under Art. 3.

Article 46. Voted to appropriate the sum of $8,000.00 for the purchase by the Permanent Planning and School Building Committee of preliminary plans for additional secondary school facilities and to meet said appropriation the sum of $1,654.80 be transferred from an unexpended balance voted under Article 9 of the Town Meeting of November 3, 1958 and the sum of $249.64 be transferred from an unexpended balance voted under Article 29 of the Annual Town Meet- ing of March 5, 1962 and to raise and appropriate the sum of $6,095.56.
Article 47. Voted to raise and appropriate the sum of $400.00 for the use of the Park Commission for the installation of turn boards at the docks and of a hard-surfaced walk from the street to the bath house at the Town's swimming facility off Green Street.

Article 48. Voted to authorize the Board of Park Commissioners to disperse from its annual appropriation miscellaneous sums of money for entry fees, the purchase of prizes and awards and the like in connection with the participation of groups sponsored by the Com- mission in meets, contests and competitions both within and without the confines of the Town of Medfield.
Article 49. Voted that this article be dismissed wherein a sum of money was sought for the construction of four new tennis courts.
Article 50. Voted that this article be dismissed wherein land for tennis court use would be considered.
Article 51. Voted that the number of members of the Park Com- mission be increased from three members to five members; that one such additional member shall be elected at the Annual Election of Town Officers in 1964 and the second such additional member shall be elected at the Annual Election of Town Officers in 1965.
Article 52. Voted to raise and appropriate the sum of $250.00 for the purpose of installing gates at the Public Dump, said installation to be under the supervision of the Board of Health.
Article 53. Voted that this article be dismissed wherein the Conservation Commission contemplated the acquisition of certain vacant land.
Article 54. Voted that this article be dismissed. Amount appro- priated to Conservation Commission under item 121, Article 3.
Article 55. Voted that this article be dismissed. Amount taken care of as in Article 54.
Article 56. Voted that this article be dismissed wherein an Advisory Committee on Home Rule was suggested.
Article 57. Voted to raise and appropriate the sum of $375.00 for the purpose of sending Retarded Children to a summer camp in the Town of Walpole, Mass.
Article 58. Voted unanimously to raise and appropriate the sum of $300.00 to pay the following unpaid bill incurred in the year 1962:

Article 59. Voted to authorize the Moderator to appoint a Com- mittee of five (5) members to make arrangements and spend money appropriated under Article 3 for the observance of Memorial Day.
Article 60. Voted that this article be dismissed wherein a sum of money was sought relative to Chapter 81 and Chapter 90 Highway reimbursements from the State.

Article 61. Voted to transfer the sum of $5,000.00 from an unexpended balance in the Planning and Building Committee's appro- priation for the building and equipping of the new Junior-Senior High School, for the purpose of equipping the existing school building situated on the corner of Adams and Dale Streets on land presently owned by the Town of Medfield.
Article 62. Voted that this article be dismissed wherein a sum of money from Free Cash in the Treasury for the reduction of the Tax Rate was suggested.
Article 63. Voted to accept the following named sums as Per- Petual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Dale Street School on Monday, the second day of December A.D. 1963 at 7:30 P.M. then and there to act on the following articles:
Article 1. To see if the Town will vote to accept as public ways the following named streets, or parts thereof, viz:
Alder Road, Arnold Drive, Clark Road, Emerson Road, Flint Locke Lane, Hearthstone Drive, Hillcrest Road, Kenney Road, Lantern Lane, Marlyn Road, and Rolling Lane,
as laid out by the Board of Selectmen on November 21, 1963 and shown on plans referred to in the several Orders of Layout and on file with the Town Clerk's Office and to authorize the Board of Selectmen to acquire by eminent domain or otherwise such rights, titles and easements, including drainage easements, as may be neces- sary to accomplish such purpose, or do, or act anything in relation thereto. Article 2. To see if the Town will vote to transfer to the Med- field Memorial Library the sum of $1,505.25 received from the Com- monwealth of Massachusetts under the provisions of Chapter 760, Acts of 1960, an Act providing state aid for public libraries, which monies
