By virtue of this warrant I have notified and warned the inhabi- tants of the Town of Medfield, qualifield to vote in elections to meet at the time and for the purpose named by posting attested copies of said warrant in not less than five public places in the Town at least seven days before the time of holding the meeting.

ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS March 7, 1966
Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock Noon by the Town Clerk with reading of the warrant through Article 1. The ballot box had been previously checked and found to be in good working order, instructions to voters and specimen ballots posted at the entrance and within the polling place and a corrected voting list was also displayed. The following persons were sworn in and assigned to their duties. Mary Mair Etienne and Evelyn Gronberg distributing bal- lots and checking at the entrance, Beatrice Bangs and Anne Donlan checking at the Ballot Box, Leo F. Kelly, Warden; John Gattoni, Deputy Warden; in charge of Ballot Box, Charles W. Keirstead, Clerk and Marie Burke, Deputy Clerk. The tellers for the counting of ballots after the polls were closed were Hildegarde Munson, Mildred Rossi, Robert Altman, Theresa Hagman, Elizabeth Ekstrom, Reigh Porter, Mary Hazel, Thomas Clancy, Beatrice Bangs, Alice Hogan, Joan Griffin, Phyllis Gan- ley, Mary Nyren, Evelyn Gronberg, Edna McGlynn and Eileen Mc- Carthy.
The polls were declared closed at 8:00 P.M.
The total vote cast was 1740 of which 1728 were cast in person and 12 were by absentee ballots which were used for the first time in Town Elections. This was about 60 per cent of the 2920 registered voters.
After the final tabulation was made the results were announced as follows:

The meeting was called to order by the Moderator at 7:30 P.M. in the Amos Clark Kingsbury School and the following action was taken on the remaining articles in the warrant:

Article 4. Voted to authorize the Tresurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1966, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accord- ance with Chapter 44, Section 17, General Laws.
Article 5. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. Voted to amend the Personnel Administration Plan - Town of Medfield By-Law adopted November 30, 1964, as amended, by deleting therefrom in its entirety the paragraph captioned SICK LEAVE 14. and by substituting therefor a new paragraph as follows:
SICK LEAVE 14.
(a) An employee in continuous employment who has completed thirty weeks of service following original employment shall be al- lowed fifteen sick days leave with pay each calendar year or one and one-quarter days for each month thereof if in any year his employment is less than thirty weeks, provided such leave is caused by sickness or injury or by exposure to contagious disease, but not injury sustained in other employment or injury recoverable by insurance.

(b) An employee in continuous employment shall be credited with the unused portion of sick leave granted under subsection (a) up to a maximum of 60 days.
(c) If the amount of sick leave credit provided for under subsec- tion (b) has been or is about to be exhausted, an employee may make application for additional allowance to that provided under subsection (a). Such application shall be made to the Board which is authorized to grant such additional allowance as it may deter- mine to be equitable after reviewing all circumstances including the employee's attendance and performance record prior to condi- tion supporting his request for additional allowance.
(d) Sick leave must be authorized by the department head and must be reported, on blanks provided for same, to the Board.
(e) A physician's certificate of illness may be requested by the department head after three days absence or after a series of re- peated absences during the year. This certificate shall be forwarded by the department head to the Board.
(f) The Board may of its own motion, require a medical examina- tion of any employee who reports his inability to report for duty because of illness. This examination would be at the expense of the Town by a physician appointed by the Board.
(g) Injury, illness or disability self-imposed, or resulting from the use of alcohol or drugs shall not be considered a proper claim for sick leave under this Section.
(h) An employee who is incapacitated by reason of an injury sustained in the course of an arising out of his employment by the Town may elect to receive from his accumulated sick leave the dif- ference between his normal work week compensation and the weekly indemnity of the Workman's Compensation Act, beginning with the first day of incapacity.
(i) Notification of absence due to illness must be made as early as possible on the first day of absence, either to the employee's im- mediate superior or to the department head.
(j) Nothing in this Section shall be construed to conflict with Section 100 of Chapter 41 of the General Laws, and in the event of such conflict the provisions of said Section 100 of Chapter 41 shall prevail as to employees covered by said Section 100 of Chapter 41.
Article 7. Voted to amend the Classification of Positions and Pay Schedules By-Law adopted at the Annual Town Meeting of 1965, as amended, by making the following changes and additions thereto, viz:

The meeting was called to order by the Moderator at the Amos C. Kingsbury School at 7:30 P.M.
Prior to action on Article 20 it was voted to reconsider Item 6, Selectmen's Other Expenses as Vandalism in the amount of $500.00 was caused at the North Street School necessitating immediate repairs.

Under Article 3. - Selectmen's Other Expenses it was voted to increase Item 6 from the original appropriation of $1,216.00 to $1,716.00.
Article 20. Voted to raise and approriate the sum of $12,000.00 for the purpose of making extraordinary repairs and alterations to the existing Public Library Building at Main and Pleasant Streets.
Article 21. Voted that this article be dismissed after a vote of 211 in the affirmative and 186 in the negative failed to meet the required two thirds majority needed to negotiate a Bond Issue.
NOTE: Prior to action on this article the Board of Trustees sub- mitted to the meeting plans, specifications and estimates of the probable cost or expense of the project in accord- ance with Article 1, Section 6 of the Town By-Laws adopted on March 8, 1926.
The Library Trustees had sought the sum of $183,000.00 for the Library Expansion Project; $123,000.00 to be raised by Bond Issue and $60,000.00 transferred from the Stabilization Fund, said latter amount to be replaced when received from the Federal Aid Grant.
Prior to action on Article 22 it was voted to reconsider Article 20 in view of the failure of Article 21 to pass.
Voted to rescind the original appropriation of $12,000.00 voted for Article 20 and that this article be dismissed.
Article 22. Voted that this article be dismissed as the failure to appropriate funds for the new Library Expansion Project eliminated the need for the appointment of a Public Library Building Committee. (A motion to reconsider Item 8 of Article 3 failed to pass).
Article 23. Voted to raise and appropriate the sum of $6,700.00 for the reconstruction and resurfacing of Main Street (Route 109) and to authorize the Board of Selectmen to enter into any and all contracts necessary or incidental thereto; said money to be used with funds al- lotted by the County and State.
Article 24. Voted to raise and appropriate the sum of $850.00 to install a guard fence on the easterly side of Spring Street and extend- ing from Kingsbury's Pond southerly for a distance of two hundred (200) feet.
Article 25. Voted to dismiss this article wherein a sum of $10,- 000.00 was sought for reconstructing a section of Granite Street.

Article 26. Voted to raise and appropriate the sum of $10,400.00 for the purpose of resurfacing a section of Spring Street under the Street Resurfacing Program.
Article 27. Voted to raise and appropriate the sum of $11,700.00 for the purchase of a new Dump Truck for the Street Department and authorize the Board of Selectmen to sell or trade the Walter Snowfighter as part of the purchase price.
Article 28. Voted that this article be dismissed wherein the sum of $7,500.00 was sought for the purchase of a dump truck for the Street Department.
Article 29. Voted to raise and appropriate the sum of $4,000.00 for the purchase of a four-wheel drive pickup truck and plow for the Street Department and authorize the Board of Selectmen to sell or trade a 1959 Dodge pickup truck as part of the purchase price.
Article 30. Voted to raise and appropriate the sum of $1,975.00 for the purchase of a new equipped Police Cruiser and to authorize the Board of Selectmen to trade or sell as part of the purchase price the present 1964 Chevrolet sedan.
Article 31. Voted that this article be dismissed wherein a sum of money was sought for the purchase of a Radar-Timer for the use of the Police Department.
Article 32. Voted to raise and appropriate the sum of $2,500.00 to defray the expense and cost of having the Chief of Police attend the National Federal Bureau of Investigation Academy for three months.

1966
Article 36. Voted to dismiss this article wherein a sum of money was sought for the purchase of mechanized machine accounting equip- ment for the use of all Town Departments. The Selectmen were in- structed to appoint an advisory committee to look into the advisability of said equipment and report at a future Town Meeting.
Article 37. Voted to authorize the Treasurer and the Board of Selectmen to execute and deliver Twenty-five Thousand Dollars (25,- 000.00) School Project Loan Act of 1948 bonds dated December 1, 1964 and payable December 1, 1984, with coupons attached beginning with those payable June 1, 1965, to replace bonds which have been lost by the owner thereof, with such security as they may deem satisfactory to in- demnify the Town and its officers against any additional expense or lia- bility on account of the issue of the replacement bonds.
Article 38. Voted that this article be dismissed wherein the adop- tion of a No Hunting By-Law was suggested.
At 10:45 P.M. with the meeting only partially completed it was voted to adjourn until 7:30 P.M. on Monday, March 21, 1966 at the Dale Street School Auditorium.

The meeting was called to order by the Moderator at 7:30 P.M. in the Dale Street School and the following action was voted on the re- maining articles in the warrant.

Prior to action on Article 39 a motion to re-consider Article 21 was made but failed to carry as a standing counted vote showed that the two thirds majority needed to reconsider an article was not obtained.
