MILITARY TRAINING
18. Permanent full time employees with more than one year con- tinuous employment by the Town next prior to the time of performing the service herein referred to, who are required to report for temporary summer or like period of training in the military forces of the Nation or the Commonwealth shall be paid an amount equal to the difference between compensation for normal working period of two weeks and the amount paid for military training. An employee, on request, may combine his military leave with his regular vacation period.
19. If any provision of this By-Law shall conflict with any civil serv- ice law or regulation applicable to any position, or any other law, it shall be deemed modified by the law or regulation sufficiently only to end the conflict. The invalidity of any provision hereof shall not be construde to invalidate any other provision hereof.
CLASSIFICATION AND SCHEDULES
20. The classification and schedules of pay under the plan shall be as shown in the appended "Classification of Positions and Pay Sched- ules: as from time to time amended.

AMENDMENT
21. This By-Law may be amended by vote of the Town at any regular or special meeting provided that at least thirty (30) days prior to the town meeting at which such amendment is to be considered, the Per- sonnel Board shall be appraised in writing of the proposed amendment. The Personnel Board shall make a report and recommendation to the Town prior to the taking of any action by the Town upon the proposed amendment.
CONFLICTING BY-LAWS
22. All By-Laws or parts of By-Laws in conflict with this By-Law are hereby repealed.
Article 25. Voted to rescind the action taken under Article 33 of the Annual Town Meeting of March 11, 1963 which was namely:
The adoption of a By-Law known as "The Personnel, Wage and Salary Administration Plan"
Article 26. A motion to amend the Zoning By-Law and Zoning Map of the Town of Medfield by removing a certain parcel of land situated on the northerly side of Harding Street from Residence District Uses to Business District Uses was defeated as shown by the following re- sults of a written secret ballot:

REPORT OF THE BOARD OF SELECTMEN
In March of 1964, the Board of Selectmen was organized with Austin C. Buchanan, Chairman; Edward R. Perry, Clerk, and Richard G. Con- nors, Third Member.
We brought the sanitary disposal problems of the Towns to the floor of the Annual Meeting of the Massachusetts Selectmen's Association for discussion of economical means of arriving at sanitary land fill without imposing a sudden financial burden in any given tax year. The Associ- ation agreed to appoint a committee of five members, one of which would be from the Medfield Board of Selectmen, to study this matter for possible future legislation.
Representative Wheeler met with the Board and the Chairman re- quested that the bill be re-introduced requiring spark arrestors on diesel locomotives for the purpose of reducing the forest fire hazard caused by locomotives.
The mix in place treatments on Hartford Street and North Street have resulted in restoring the surfaces for the heavy traffic. The gravel road program on Granite Street has resulted in 1950 feet of additional surfacing and 800 feet on Forest Street. We have also added two miles of roadway in 1964.
Funds will be requested this year to be used in conjunction with County and State funds for the continuation of the reconstruction and surfacing of Route 109 toward the Millis line. The resurfacing should be engineered and completed in 1965 from Brook Street through to Spring Street.
We have met with the members of the Planning Board, Board of Public Welfare and Library Trustees to fill vacancies on these respective Boards.
It has been our duty to sign the notes for the school bond issue for the new upper elementary school.
We wish to add our congratulations to the football team, Coach Keyes, and his staff for a tremendously successful year, and wish them continued success in their endeavors.

1964
We have worked on the standardization of rules and regulations governing petitions and layout plans for public ways.
We have petitioned the County Commissioners for the relocation of Elm Street, and a hearing was held at the County Commissioners' Office on the relocation of Orchard Street.
We have appointed several committees to assist the Board in solving particular problems.
We have had several meetings with the Personnel Board, and the Board of Selectmen feel once plans are finalized, this By-law will be beneficial to the Town as well as its employees.
The ever increasing needs of the Town are resulting in a greater number of Special Town Meetings, an increased workload on the elected and appointed officials, and the Selectmen are continually reviewing the mechanics of Town Government for increased efficiency and possible savings to the Town.
We appreciate the continued cooperation of the various Town Depart- ments and wish to express our appreciation to all who have generously contributed their time and effort to the general welfare of the Town of Medfield.

WARRANT FOR ANNUAL TOWN MEETING
COMMONWEALTH OF MASSACHUSETTS
Norfolk, ss.
To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elec- tions and in town affairs, to meet at the Memorial School, in said Med- field on Monday, the first day of March A.D. 1965 at 12:00 Noon then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, viz:
One Moderator, One Town Clerk, all for one year.
One Member of the Board of Public Welfare, One Trustee of the Public Library, for two years.
One Selectman, One Assessor, Two Trustees of the Public Library, Two Members of the School Committee, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewerage Board, Two Members of the Park Commis- sion, One Member of the Board of Public Welfare, One Collector of Taxes, Three Constables, all for three years.
One Member of the Planning Board for five years.
The Polls will be opened at 12:00 Noon and shall be closed at 8:00 o'clock, P.M.
Article 2. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
Article 3. To see if the Town will vote to raise and appropriate and/or transfer such sums of money as may be necessary to defray the following departmental and other expenses of the Town for the ensuing year, and to fix the salary and compensation of all elected officers of the Town as provided for in Section 108, Chapter 41 of the General Laws.
