To either of the Constables of the Town of Medfield, in said County greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday, the sixth day of March A.D. 1961 at 12:00 Noon then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, viz:
One Moderator, One Town Clerk, One Treasurer, Three Constables, One Member of the Park Commission, all for one year.
One Member of the School Committee, One Member of the Park Commission, all for two years.
One Selectman, One Assessor, Two Trustees of the Public Library, One Member of the School Committee, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, One Member of the Park Commission, One Tree Warden, all for three years.
One Member of the Planning Board for five years.
The Polls to be opened at 12:00 Noon and shall be closed at 8:00 o'clock, P.M.
Article 2. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
Article 3. To see if the Town will vote to raise and appropriate and/or transfer such sums of money as may be necessary to defray the following departmental and other expenses of the Town for the ensuing year, and to fix the salary and compensation of all elected officers of the Town as provided for in Section 108, Chapter 41 of the General Laws:

Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note, or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.
Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. To see if the Town will vote to accept as a public way that portion of Ledgetree Road between Station 9 plus 81.93 to 20 plus 00, as shown on two plans entitled "Plan of Ledgetree Road in Medfield, Mass." dated July 20, 1960 and November 14, 1960, on file in the Town Clerk's Office and authorize the Selectmen to acquire such rights, titles and easements as may be necessary to accomplish said purpose, or do or act anything in relation thereto. Article 7. To see if the Town will vote to accept as a public way that portion of Hillcrest Road between Stations 14 plus 59.57 to 23 plus 03.15 as shown on two plans entitled "Layout of Hillcrest Road" dated August 17, 1960 and "Plan of Hillcrest Road in Medfield" dated Novem- ber 14, 1960 on file in the Town Clerk's Office and authorize the Selectmen to acquire such rights, titles and easements as may be neces- sary to accomplish said purpose, or do or act anything in relation thereto. Article 8. To see if the Town will vote to accept the relocation of Green Street from a point approximately 450 feet southerly from

Summer Street and Green Street and thence extend in a northeasterly direction for approximately 2500 feet as shown on a plan entitled "Proposed Relocation of a portion of Green Street" dated September 28, 1960, and on file in the Town Clerk's Office, and authorize the Selectmen to acquire such rights, titles, and easements as may be necessary to accomplish said purpose, or do or act anything in relation thereto. Article 9. To see if the Town will vote to raise and appropriate a sum of money for the construction of a section of High, South and Spring Streets (Route 27) said money to be used with funds allotted by the County and State, or do or act anything in relation thereto.
Article 10. To see if the Town will vote to raise and appropriate and/or transfer from the Stabilization Fund and/or borrow a sum of money for the reconstruction of Pound Street, or do or act anything in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate and/or transfer from the Stabilization Fund and/or borrow a sum of money for the reconstruction of Robert Sproul Road, or do or act anything in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a sidewalk on the easterly side of South Street, running northerly from Pound Street, a distance of approximately 215 feet, or do or act anything in relation thereto.
Article 13. To see if the Town will vote to raise and appropriate a sum of money and appropriate it to the Street Improvement Account; said funds to be expended for the reconstruction of Winter Street between North Street and Pine Street, or do or act anything in relation thereto.
Article 14. To see if the Town will vote to raise and appropriate and/or transfer from the Stabilization Fund a sum of money for the purpose of reconstruction of a portion of South Street from Station 11 to Station 27, as shown on the County Relocation Plan of 1955, a dis- tance of approximately 1600 feet, or do or act anything in relation thereto.
Article 15. To see if the Town will raise and appropriate a sum of money for the purpose of replacing a culvert under Main Street in the vicinity of Nebo Street, a distance of approximately 160 feet, or do or act anything in relation thereto.
Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a storm water drain system on Frairy Street in the vicinity of Dale Street, a distance of approximately 625 feet, or do act anything in relation thereto.

Article 17. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing an additional culvert under Pine Street in the vicinity of Summer Street, a distance of approximately 56 feet, or do or act anything in relation thereto.
Article 18. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing Guard Rail Posts and Cable Fence on the easterly side of the overhead railroad crossing on Curve Street, a distance of approximately 150 feet, or do or act anything in relation thereto.

Article 26. To see if the voters of the Town of Medfield will vote to accept the provisions of Chapter 147, Section 17A of the General Laws of Massachusetts as amended entitled: Additional Days Off or Pay for Holidays, or do or act anything in relation thereto. (Police Dept.)
Article 27. To see if the Town will vote to adopt the following by-law in accordance with Chapter 40 Section 21A of the General Laws (Ter. Ed) "Any regular full-time police officer shall be granted sick leave aggregating not more than fifteen (15) working days per year without loss of pay. To see if the Town will vote to authorize the Water and Sewerage Board to expend, in accordance with the Acts of 1921, Chapter 205, Paragraph 10, a sum of money from funds available in the Treasury resulting from a net surplus of Water Department income after all expenses including debt service in the year 1960, for the following improvements to the water system; interconnecting existing water mains at Pine and Winter Streets (about 400 feet) and interconnecting existing water mains at Cross and Philip Streets (about 200 feet, or do or act anything in relation thereto. Article 37. To see if the Town will vote to authorize the Board of Health to appoint one of its members as Agent for the Board of Health, or do or act anything in relation thereto. (Board of Health)

Article 39. To hear and act on the report of any special committee appointed at any previous Special Town Meeting or Annual Town Meeting or appointed by the Moderator or Selectmen as authorized by the vote of the Town.
Article 40. To see if the Town will vote to appoint a committee to study and bring in plans for the renovation of the Town Hall, or do or act anything in relation thereto. (Selectmen)
Article 41. To see if the Town will vote to appoint a committee of five (5) members and authorize it to make arrangements and to spend money appropriated under Article 3 for the observance of Memorial Day. (Selectmen)
Article 42. To see if the Town will vote to amend the Zoning By-Laws of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing Section VII. AREA REGU- LATIONS. Paragraph 5. Lot Size to read as follows:
5. Lot Size. No dwelling shall be erected in an "A" Residence District on a lot containing less than twenty thousand square feet and not less than one hundred twenty feet wide, or in a "B" Resi- dence District, or in a Business District, on a lot containing less than twelve thousand square feet and not less than one hundred feet wide, provided that one dwelling may be erected on any lot, which, at the time this by-law is adopted, is separately owned. (November 26, 1956.) No dwelling shall be erected in an. "AA"

Residence District on a lot containing less than thirty thousand square feet and not less than one hundred fifty-feet wide provided that one dwelling may be erected on any lot which at the time this amendment to the by-law is adopted, is separately owned and con- tained not less than twenty-thousand square feet and not less than one hundred twenty-feet wide, and also provided that one dwelling may be erected on any lot which was separately owned on April 21, 1938. The width requirements of this by-law shall be satisfied if the lot has the required width at any of the following places: (1) At the street frontage is a straight line. In the event that the street line is not a straight line, it will be measured on a straight line between the points where the side lines of the lot intersect the street line. (2) At the required building set back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set back line or line of proposed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines. In every case a lot shall have frontage on a public way of at least twenty (20) feet. (3) No dwelling shall be erected in a "C" Residence District on a lot containing less than eighty thousand square feet and not less than two hundred twenty-five feet wide provided that one dwelling may be erected on any lot which at the time of this amendment to the by-law is adopted is separately owned and contained not less than thirty thousand square feet and not less than one hundred fifty-feet wide and provided that one dwelling may be erected on any lot which on June 29, 1953, was separately owned and contained not less than twenty thousand square feet and not less than one hundred twenty feet wide and also pro- vided that one dwelling may be erected on any lot which was sepa- rately owned on April 21, 1938. Street and side line set-back require- ments as heretofore established for "AA" and "A" Residence District shall be applicable to "C" Residence District. (Park and Planning Board)
