Fire damage is another incident of destruction and we feel, regard- less of age, a healthy respect for the property of others should be taught by the parents and not by the cemetery commissioners.

REPORT OF INSPECTOR OF GASFITTING

To the Honorable Board of Selectmen of the Town of Medfield, Mass .:


Gentlemen:


I hereby submit my report as Inspector of Gasfitting for the year ending December 31, 1965.

During 1965, we completed inspections on 29 permits which were issued in previous years, many of which jobs were in service with the plumbing contractor failing to notify us of completion and arrange for a finish inspection. Under the new building code provision for an occupancy permit, there should be less trouble in getting compliance from the plumbers in this area.


Since our minimum permit fee is now less than our minimum inspec- tion cost, I recommend that the minimum fee be increased from $4.50 to $5.00. I also believe we should explore the possibility of establishing re- inspection fees to pay the cost of extra inspections beyond the number which should be needed, due to the failure of the plumber to properly prepare for the inspection.


I wish to thank the Town Officials, Marie Burke, Gwendolyn Suereth, and the other inspectors for their help and co-operation during the year.

REPORT OF BOARD OF APPEALS ON ZONING


December 31, 1965


To the Honorable Board of Selectmen and Residents of Medfield:


The Board of Appeals on Zoning respectfully submits its report for the year ending December 31, 1965.


The Board was organized as follows :- Herbert B. Burr, Chairman Charles Kenny, Clerk John L. Preston, Member


In June, Pauline M. Goucher resigned as associate member and Paul R. Nyren was appointed in that capacity. Also at that time, Kathleen C. Conners was engaged as secretary to the board.


During the year, 15 hearings were held with decisions on two of them rendered in the year 1966. These hearings covered the following requests :-


3 variances of lot size, shape, or use. (granted)


3 permits for home occupation for business purposes. (2 granted, and 1 denied)


3 permits under non-conforming use provisions. (2 granted, and 1 denied)


1 permit for change of number of family units. (granted)


1 permit for relocation of building and an additional business structure on lot. (denied)


2 permits in connection with construction on expansion of filing stations. (1 granted, and 1 denied)


All decisions of the Board were unanimous except in the instance of the denial of a permit for the expansion of a filling station which was denied. This case was appealed by the petitioner to the Superior Court and the decision of the Board of Appeals was upheld by that body.

Reason for withdrawal: lack of shelf space in main room to accomo- date both old and new acquisitions. Most of the adult books were given to the librarian at the Medfield State Hospital. The books, while in good condition, have to be withdrawn from the collection to make room for new books; they are for the most part mystery stories and light novels which have been widely read by the Medfield public. No books which are listed in the Standard Catalogs for Public Libraries are ever withdrawn from the collection, but are transferred to the stack shelves in the base- ment where they are at least available if called for.


Activities


National Library Week in the Spring: An exhibit of outstanding photography by Mr. Charles Luna of Medfield. The photographs attracted so much interest and favorable comment that the loan was extended be- yond National Library Week.


The most popular activity in the children's department was the week- ly story hour-Wednesdays, 3:30 to 4:30 for tots of four and five years. 85 children were registered for the series, which begins the year in Oc- tober and extends into mid-April with time out for regular school vacation periods. At the end of the year a party is usually held for the children by one of the troops of Girl Scouts. 338 children have attended so far.


The League of Women Voters each year commemorate United Na- tions Week by a display of materials pertaining to United Nations activi- ties on one of the library tables. This was also done this year.


The Trustees and staff are looking forward, hopefully, towards our library's expansion program when we hope we will be able to have more books for our patrons, more space in which to house them and better facilities for both the adult public, for browsing and reading in a quieter atmosphere, and for the students, more space for study and reference work in an area by themselves, along with other facilities beneficial to the townspeople in general, such as a central meeting place for the vari- ous organizations of the town.

For a town the size of Medfield according to the 1960 census, the library should have a minimum of 15,000 volumes; we have at present only 11,000 to 12,000. It might be of general interest here to note that, based on an average of 34 towns having a population of 5,000 to 7,000 people, Medfield's number of volumes per capita is only 70 per cent of the average, due to lack of shelf space, while Medfield's circulation per capita is 121 per cent of the average and circulation volume 172 per cent of the average, second highest in the group. This shows high use of present facilities.


This year for the first time the library has been open on two mornings of the week from 10:00 to 12:00 owing to a demand for morning hours voiced to the Trustees at the "Know Your Candidates" meetings, spon- sored by the League of Women Voters, but response to date has not been encouraging.

REPORT OF THE PLANNING BOARD


January 19, 1966


To the Honorable Board of Selectmen:


Meetings


The Planning Board held regular meetings on the second and fourth Wednesdays of each month until this past fall when it was found neces- sary to meet every week.


The Planning Board expects to meet during 1966 on each Wednesday evening in the Town Hall beginning at 8:00 p.m.


Subdivisions


During 1965 the Planning Board approved the preliminary plan of Mr. Nicholas LaVerghetta located off Hartford Street and reviewed and disapproved the preliminary plan of Heald Homes Trust (Section III).


The board also approved the definitive plans of Hoover Realty Trust and Pine Needle Park (Section III). The definitive plan of Stop River Oaks was resubmitted and approved.


The board members made approximately twenty inspection trips to check on the street construction throughout the subdivision and to view the sites being presented under preliminary subdivision plans.


The following streets, or portions thereof, were inspected, approved, and then recommended for acceptance by the town:

Mr. Charles C. Cain was again appointed by the board as its author- ized agent to sign plans under "Subdivision Control Law Not Required," and under this category twenty-seven plans were approved.


Building Code


The Building Code Committee appointed by the Planning Board in 1964 continued their study and on July 8th presented its final draft of the proposed code.


On October 13th, the Planning Board held a public hearing and on November 22nd, this proposed building code was adopted by the Town of Medfield through Article 33 of the Special Town Meeting.


The final copy of the new BUILDING CODE has been printed and is ready for distribution as soon as it has been approved by the Attorney General. This code is dedicated to the late Everett J. Wills, the first chairman of the Building Code Committee.


The Planning Board wishes to express their appreciation to the follow- ing people who worked so diligently on the Building Code Committee for two years to prepare this code for the Town of Medfield:

Rules and Regulations Governing the Subdivision of Land


At the present time the board members are working on the revision of these rules and regulations and it is their plan to have them completed during the early part of 1966. The recommendations in the Master Plan Study Report have proven useful in this revision.


Route 109


In January 1965, Mr. Charles C. Cain recommended to the board that it initiate action to have a petition presented to the Massachusetts De- partment of Public Works for the relocation and widening of Route 109.

The board followed this recommendation and the first meeting was held on March 18, 1965, with representatives present from the following towns and organizations:

The Norfolk County Commissioners also recorded themselves with the Mass. Department of Public Works as being in favor of this relocation of Route 109.


The original petitions and a copy of the letter from the Norfolk County Commissioners were filed with Joseph T. Cronin, District 6, State Highway Engineer, on July 9, 1965.


On July 13th, Mr. Cronin filed the petitions with Mr. D. S. Horgan, Chief Engineer, Mass. Department of Public Works, and on November 5th, a meeting was held with Commissioner Sargent to check on the progress of the petitions. Mr. Sargent stated that the department had

established certain areas to be flown during this past fall and he esti- mated that within a two-year period they should get into the hearing stage for the relocation of Route 109. In the opinion of Commissioner Sargent, the construction should start within the next five years.


Apartment Zoning


The Planning Board met with the Master Plan Implementation Com- mittee early in December and discussed the need for an apartment by-law. The members of this committee volunteered to study and pre- pare recommendations for this by-law.


In General


Zoning Maps-These maps have been updated and reprinted.


Apointment-Mr. Charles C. Cain was apointed by the Board of Selectmen to serve on the Southwest Area Transportation Co-ordinating Committee.


Forest Lane-In an effort to avoid confusion with similar street names during a fire or other emergency the board recommended that Forest Lane be changed to Rustic Lane. This action was voted upon favorably at the Special Town Meeting held on November 22, 1965.


Town Refuse Area-The Board met with the Board of Selectmen and a representative of the Division of Sanitary Engineering, Mass. Dept. of Public Health, to view possible sites for refuse disposal areas.


The Department of Public Health recommended the use of the present refuse area as a sanitary landfill operation.


Urban Renewal-The board met with the Board of Selectmen and Mr. James R. Woglom of Metcalf & Eddy to discuss Urban Renewal.


Conservation Commission-Representatives of this commission met with the Planing Board to discuss Chapter 220, Acts of 1965.


This act pertains to the procedures required for those who intend to remove, fill or dredge any bank, flat, marsh, meadow or swamp border- ing on any inland waters.


School Planning and Building Committee-The Board met with a representative of this committee to discuss the extension of Hillcrest

Road and Cranmore Road, which if extended, would run through school property. They also discussed other entrances, exits and the parking facilities of the school property located off Pound Street.
