Pursuant to the foregoing warrant the meeting was opened at 6:00 A.M. and after reading the warrant the polls were declared open. The ballot box had been previously examined and found in good order, instructions to voters and specimen ballots were posted as required by law and elections officials were equally apportioned from the two major parties.


The following persons were appointed by the Selectmen and sworn in and assigned to their duties by the Town Clerk:

SUMMARY


The proposed amendment imposes no new taxes but gives the General Court the power to pass an income tax at graduated or propor- tioned rates and is a change in the constitutional limitations now in effect on the power of the General Court to pass tax measures. The pro- posed amendment would add a new Article to the Constitution of the Commonwealth by which full power and authority is granted to the General Court, in the alternative to the power and authority to tax incomes in the manner provided in Article XLIV of the Amendments to the Constitution, to impose a tax on incomes at rates which are pro- portioned or graduated according to the amount of income received, irrespective of the source from which it may be derived, and to grant reasonable exemptions, deductions and abatements.


It further provides that any property the income of which is taxed under the provisions of the proposed Article may be exempted from the imposition and levying of proportional and reasonable assessments, rates and taxes as at present authorized by the Constitution, and that the Article shall not be construed to limit the power of the General Court to impose and levy reasonable duties and excises.

The act also increases the additional compensation of the floor leaders of the major political parties in the Senate and House of Representatives, the Chairman of the Senate Com- mittee on Ways and Means and the Chairman and Vice-Chairman of

Due to the close contest for Governor the ballots were impounded by order of the Secretary of State, said ballots had been previously sealed in blocks of fifty under the signatures of Thomas F. Clancy, Warden and Charles W. Keirstead, Town Clerk and securely padlocked in the ballot cases. As an added precaution for their safety said ballot cases were put under Police surveillance until the question of a recount is
