WARRANT FOR ANNUAL TOWN MEETING COMMONWEALTH OF MASSACHUSETTS


Norfolk, ss.


To either of the Constables of the Town of Medfield, in said County, greetings:


In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elec- tions and town affairs to meet at the Memorial School, in said Medfield on Monday, the seventh day of March A.D. 1966, at 12:00 Noon then and there to act on the following articles:


ARTICLE 1. To choose all Town Officers required to be elected annually by ballot, viz :


One Moderator, One Town Clerk, all for one year.


One Member of the Board of Public Welfare, for two years.


One Treasurer, One Selectman, One Assessor, Two Trustees of the Public Library, Two Members of the School Committee, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewerage Board, One Member of the Park Commission, One Member of the Board of Public Welfare, all for three years. One Member of the Planning Board for five years.


The Polls will be opened at 12:00 Noon and shall be closed at 8:00 o'clock, P.M.


On Monday, the fourteenth day of March A.D. 1966 commencing at 7:30 P.M. the following articles will be acted on at the Amos Clark Kingsbury School Gymnasium in said Medfield, viz:


ARTICLE 2. To see if the Town will vote to accept the reports of of the several Town Officers for the past year.


ARTICLE 3. To see if the Town will vote to raise and appropriate and/or transfer such sums of money as may be necessary to defray the following departmental and other expenses of the Town for the ensuing year, and to fix the salary and compensation of all elected officers of the Town as provided for in Section 108, Chapter 41 of the General Laws.

ARTICLE 4. To see if the Town will vote to authorize the Treas- urer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning Janu- ary 1, 1966, and to issue a note or notes thereof payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


ARTICLE 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


ARTICLE 6. To see if the Town will vote to amend the Personnel Administration Plan-Town of Medfield By-law adopted November 30, 1964, as amended, by deleting therefrom in its entirety the paragraph captioned SICK LEAVE 14. and by substituting therefor a new para- graph as follows:


SICK LEAVE 14.


(a) An employee in continuous employment who has completed thirty weeks of service following original employment shall be al- lowed fifteen sick days leave with pay each calendar year or one and one-quarter days for each month thereof if in any year his employment is less than thirty weeks, provided such leave is caused by sickness or injury or by exposure to contagious disease, but not injury sustained in other employment or injury recoverable by insurance.


(b) An employee in continuous employment shall be credited with the unused portion of sick leave granted under subsection (a) up to a maximum of 60 days.


(c) If the amount of sick leave credit provided or under subsection

(b) has been or is about to be exhausted, an employee may make application for additional allowance to that provided under sub- section (a). Such application shall be made to the Board which is authorized to grant such additional allowance as it may determine to be equitable after reviewing all circumstances including the employee's attendance and performance record prior to conditions supporting his request for additional allowance.


(d) Sick leave must be authorized by the department head and must be reported, on blanks provided for same, to the Board.


(e) A physician's certificate of illness may be requested by the department head after three days absence or after a series of re- peated absences during the year. This certificate shall be forwarded by the department head to the Board.


(f) The Board may of its own motion, require a medical examina- tion of any employee who reports his inability to report for duty because of illness. This examination would be at the expense of the Town by a physician appointed by the Board.


(g) Injury, illness or disability self-imposed, or resulting from the use of alcohol or drugs shall not be considered a proper claim for sick leave under this Section.


(h) An employee who is incapacitated by reason of an injury sustained in the course of and arising out of his employment by the town may elect to receive from his accumulated sick leave the dif- ference between his normal work week compensation and the weekly indemnity of the Workman's Compensation Act, beginning with the first day of incapacity.


(i) Notification of absence due to illness must be made as early as possible on the first day of absence, either to the employee's im- mediate superior or to the department head.


(j) Nothing in this seection shall be construed to conflict with Section 100 of Chapter 41 of the General Laws, and in the event of such conflict the provisions of said Section 100 of Chapter 41 shall prevail as to employees covered by said Section 100 of Chatper 41. or do or act anything in relation thereto.

"Sick Leave" and substituting therefor the following section:


Section 14 .- SICK LEAVE


(a) An employee in continuous employment who has completed thirty weeks of service following original employment shall be allowed fifteen days sick leave with pay each calendar year or one and one quar- ter days for each month thereof in any year his employment is less than thirty weeks, provided such leave is caused by sickness or injury or by exposure to contagious disease, but not injury sustained in other employment or injury recoverable by insurance.


(b) An employee in continuous employment shall be credited with the unused portion of sick leave granted under subsection (a) up to a maximum of 60 days.


(c) If the amount of sick leave credit provided under subsection (b) has been or is about to be exhausted, an employee may make appli- cation for additional allowance to that provided under subsection (a). Such application shall be made to the Board which is authorized to grant such additional allowance as it may determine to be equitable after re- viewing all circumstances including the employee's attendance and per- forance record prior to conditions supporting his request for the addi- tional allowance.


(d) Sick leave must be authorized by the department head and must be reported, on blanks provided for same to the Board.


(e) A physician's certificate of illness may be requested by the department head after three days absence or after a series of repeated absences during the year. This certificate shall be forwarded by the de- partment head to the Board.


(f) The Board may of its own motion, require a medical examina- tion of any employee who reports his inability to report for duty be- cause of illness. This examination would be at the expense of the Town by a physician appointed by the Board.


(g) Injury, illness or disability self-imposed, or resulting from the use of alcohol or drugs shall not be considered a proper claim for sick leave under this section.


(h) Payments made under the provisions of this Section shall be limited, in the case of an employee who is receiving Workmen's Com- pensation payments, to the difference between the amount paid in Work- men's Compensation and the employee's regular rate.

(i) Notification of absence due to illness must be made as early as possible on the first day of absence, either to the employee's immedi- ate superior or the department head.


(j) Nothing in this section shall be construed to conflict with Sec- tion 100 of Chapter 41 of the General Laws, and in the vent of such con- flict the provisions of said Section 100 of Chapter 41 shall prevail as to employees covered by said Section 100 of Chapter 41. ARTICLE 9. To see if the Town will vote to amend the Personnel Adminstration Plan, Town of Medfield. adopted November 30, 1964, and March 8, 1965, as amended, under the title of "Street Department". "Snow Removal Premium" by deleting the words "20 percent" and sub- stituting therefor the words "50 percent" so that it shall read as follows:


Snow Removal Premium 50 per cent of hourly rate for time worked other than normal schedule; or do or act anything in relation thereto. (Petition)


ARTICLE 10. To see if the Town will vote to amend the Per- sonnel Administration Plan, Town of Medfield, adopted November 30, 1964 and March 8, 1965, as amended, by increasing the pay schedules enumerated under the title of "Street Department" by seven percent, or do or act anything in relation thereto.

ARTICLE 11. To see if the Town will vote to amend Section 4 of the Personnel Administration Plan, Town of Medfield as adopted No- vember 30, 1964 and March 8, 1965, as amended by deleting in its en- tirety Section 4 entitled "Personnel Board" and substituting therefor the following section

4. Under the Plan, there shall be a Personnel Board consisting of five members who shall be appointed by the Moderator. One member of the Personnel Board shall be a Town employee who shall not serve for more than one consecutive year. The terms of office of the remaining four members of the Personnel Board shall be for three years. In addition to the existing terms of appointments one addi- tional member to be appointed for the term of three years upon acceptance of this amendment and a Town employee for the term of one year upon acceptance of this amendment.


The Personnel Board shall serve without pay. or do or act anything in relation thereto. (Petition)
