Article 4. Voted to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.
Article 5. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office. .
Article 6. Voted unanimously to accept as a public way that portion of Ledgetree Road between Station 9 plus 81.93 to 20 plus 00, as shown on two plans entitled "Plan of Ledgetree Road in Medfield, Mass." dated July 20, 1960 and November 16, 1960, on file in the Town Clerk's Office and authorize the Selectmen to acquire such rights, titles and easements as may be necessary to accomplish said purpose.
Article 7. Voted unanimously to accept as a public way that portion of Hillcrest Road between Stations 14 plus 59.57 to 23 plus 03.15 as shown on two plans entitled "Layout of Hillcrest Road" dated August 17, 1960 and "Plan of Hillcrest Road in Medfield" dated No- vember 14, 1960 on file in the Town Clerk's Office and authorize the Selectmen to acquire such rights, titles and easements as may be neces- sary to accomplish said purpose.
Article 8. Voted unanimously to accept the relocation of Green Street from a point approximately 450 feet southerly from Summer Street and Green Street and thence extend in a northeasterly direction for approximately 2500 feet as shown on a plan entitled "proposed Relocation of a portion of Green Street" dated September 28, 1960, and on file in the Town Clerk's Office, and authorize the Selectmen to acquire such rights, titles and easements as may be necessary to accomplish said purpose.
Article 9. Voted to raise and appropriate the sum of $11,000.00 for the construction of a section of High, South and Spring Streets (Rt. 27) said money to be used in conjunction with funds allotted by the County and State.

Article 10. Voted that this article be dismissed wherein a sum of money was sought for the reconstruction of Pound Street.
Article 11. Voted to raise and appropriate the sum of $9,800.00 for the reconstruction of Robert Sproul Road.
Article 12. Voted to raise and appropriate the sum of $360.00 for the purpose of installing a sidewalk on the easterly side of South Street, running northerly from Pound Street, a distance of approxi- mately 215 feet.

Article 26. Voted to accept the provisions of Chapter 147, Section 17A of the General Laws of Massachusetts as amended entitled "Addi- tional Days Off or Pay for Holidays".
Article 27. Voted to adopt the following By-law as amended in accordance with Chapter 40, Section 21A of the General Laws (Ter. Ed.) "Any regular full-time Police Officer shall be granted sick leave aggregating not more than fifteen (15) working days per year without loss of pay. Sick leave shall be accumulative up to 45 days and any sickness claim of over three (3) days shall be validated by a doctor's certificate.
Article 28. Voted that this article be dismissed wherein the Water Department sought a sum of money for the purpose of inter- connecting existing water mains at Pine and Winter Streets and at Cross and Philip Streets.
Article 29. Voted to authorize the Water and Sewerage Board to appoint one of its members as Water Superintendent.
Article 30. Voted to transfer the sum of $10,000.00 from the Stabilization Fund and raise and appropriate the sum of $6,000.00 for the purchase of a pumping engine for the Fire Department.
Article 31. Voted to transfer from Free Cash in the Treasury the sum of $2,400.00 for the purpose of replacing the present air-tanks for the Fire Alarm System.
Pursuant to the Town By-Law relative to unfinished meetings it was voted to adjourn until March 20, 1961 at 7:30 P.M.

The meeting was called to order by the Moderator at 7:30 P.M. and action was taken on the remaining articles in the Warrant.
Article 32. Voted to raise and appropriate the sum of $2,500.00 for the purchase of 1300 feet of 21/2 double jacket, CRL fire hose and 500 feet of 11/2 double jacket CRL fire hose for the Fire Department.
Article 33. Voted to authorize the Moderator to appoint a com- mittee of five (5) members, one of whom shall be a member of the School Committee to study future needs in relation to building facili- ties and land acquisition and to present its report at the next Annual Town Meeting.

The Committee thus appointed by the Moderator was Joseph Marcionette, Philip Burr, William Mann, Donald Mailing and Ralph Baker.
Article 42. Voted unanimously to amend the Zoning By-Laws of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing Section VII. AREA REGULATIONS. Paragraph 5. Lot Size to read as follows:
5. Lot Size. No dwelling shall be erected in an "A" Residence District on a lot containing less than twenty thousand square feet and not less than one hundred twenty feet wide, or in a "B" Residence District, or in a Business District, on a lot containing less than twelve thousand square feet and not less than one hundred feet wide, provided that one dwelling may be erected on any lot, which, at the time this By-Law is adopted, is separately owned. (November 26, 1956.) No dwelling shall be erected in an "AA" Residence District on a lot con- taining less than thirty thousand square feet and not less than one hundred fifty feet wide provided that one dwelling may be erected on any lot which at the time this amendment to the By-Law is adopted, is separately owned and contained not less than twenty thousand square feet and not less than one hundred twenty feet wide, and also provided that one dwelling may be erected on any lot which was separately owned on April 21, 1938. The width requirements of this By-Law shall

be satisfied if the lot has the required width at any of the following places: (1) At the street frontage in a straight line. In the event that the street line is not a straight line, it will be measured on a straight line between the points where the side lines of the lot intersect the street line. (2) At the required building set back line or at the pro- posed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set back line or line of proposed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines. In every case a lot shall have a frontage on a public way of at least twenty (20) feet. (3) No dwelling shall be erected in a "C" Residence District on a lot containing less than eighty thousand square feet and not less than two hundred twenty-five feet wide provided that one dwelling may be erected on any lot which at the time of this amendment to the By-Law is adopted is separately owned and contained not less than thirty thousand square feet and not less than one hundred fifty feet wide and provided that one dwelling may be erected on any lot which on June 29, 1953, was separately owned and contained not less than twenty thousand square feet and not less than one hundred twenty feet wide and also provided that one dwelling may be erected on any lot which was separately owned on April 21, 1938. Street and side line set-back requirements as heretofore estab- lished for "AA" and "A" Residence District shall be applicable to "C" Residence District.
Article 43. Voted to amend the Zoning By-Law of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing "Section VII. AREA REGULATIONS, Paragraph 5, Lot Size, Sub-Paragraph (2)" to read as follows:
(2) At the required building set-back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set-back line or line of proposed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines. In every case a lot shall have a frontage at the street line of at least eighty percent of the aforesaid width requirements. Any Deed or Plan recorded in the Registry of Deeds prior to September 29, 1960 (Date of Publication of the Notice of hearing on this Zoning change) shall be exempt from these width requirements in that they shall not be deemed in violation if they have a minimum frontage on a public way of at least 20 feet. Special exemptions from provisions of these width requirements may be made subject to the approval of the Board of Appeals.

Article 44. Voted to amend the Zoning By-Law and Zoning Map of the Town of Medfield by removing the premises hereinafter des- cribed from the provisions of Section 2, "AA", "A", and "C" Residence District Uses and placing the same under the provisions of Section 4, Business District Uses:
That certain parcel of land situated on the southerly side of Main Street, in Medfield, Norfolk County, Massachusetts, and bounded and described as follows:
NORTHERLY by Main Street, 303.27 feet;

Section 4. The number of voters necessary to constitute a quorum at any Town Meetings shall be one hundred and fifty (150) provided that a number less than a quorum may from time to time adjourn the same. This section shall not apply to such parts of meetings as are devoted exclusively to the election of Town Officers.

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the High School Auditorium in said Medfield on Monday the 12th day of June A.D. 1961 at 7:30 P.M. then and there to act on the following articles:
Article 1. To see if the Town will vote to raise and appropriate or transfer from free cash in the Treasury a sum of money to the Legal Department to defray expenses of that Department for the balance of the current year. (Selectmen)
Article 2. To see if the Town will vote to authorize the Board of Selectmen to rescind and abandon that portion of the Order of Layout and Order of Taking of Cross Street which pertains and relates to the imposition of betterment assessments, the remainder of said

order of Layout and Order of Taking to remain in full force and effect,. said Orders being recorded with Norfolk Deeds in Book 3397, Pages. 153 to 157, both inclusive. (Selectmen)
Article 3. To see if the Town will vote to amend the Building By-Law of Medfield as amended by adding to Section 1 of Article 11. thereof, the following paragraph:
(c) There shall be an Inspector of Gas Piping and Gas Ap- pliances and an Assistant Inspector of Gas Piping and Gas Appliances, each of whom shall be appointed by the Board of Selectmen for a term of five years with the same conditions applicable as stated in the foregoing Section 1. (Selectmen)
Article 4. To see what sum the Town will vote to raise and appropriate and/or transfer from Available Funds in the Town Treas- ury for the use of the Gas Inspector to defray the operating expenses for the balance of the current year, or do or act anything in relation. thereto.
Article 5. To see if the Town will vote to amend the By-Law adopted by the Town under Article 3 of a Special Town Meeting held May 19, 1952, as amended, by deleting Section 1 thereof and substitut- ing therefor the following:
Section 1. There shall be a Wiring Inspector and an Assist -- ant Wiring Inspector, each of whom shall be appointed by the- Board of Selectmen for the term of five years. Their respec- tive appointments shall continue during good behavior and. satisfactory service. The Board of Selectmen shall have the- power to discharge either or both the Wiring Inspector and the- Assistant Wiring Inspector for failure to perform his duties, and to fill any vacancies in his office. Neither of them shall. be removed from office except for cause shown after full op- portunity has been given them to be publicly heard on specific charges. They shall keep a record of the business of their department and submit to the Selectmen in time for publica- tion in the Annual Town Report a yearly report of such business. (Selectmen)
Article 6. To see if the Town will vote to transfer a sum of money from the Road Machinery Account to the Highway Operating Account to defray the Expenses of the operation and maintenance of Highway Machinery.
Article 7. To see if the Town will vote to authorize the Moder- ator to appoint a committee of five (5) members, one of whom shall be a member of the Board of Selectmen and one of whom shall be a member of the Finance Committee to study the need for a Personal

Board in the Town of Medfield to be established under the provisions of Sections 108A and 108C of the General Laws of the Commonwealth of Massachusetts and to report at a future Town Meeting, or do or act anything in relation thereto. (Finance Committee)
Article 8. To see if the Town will vote to adopt the following By-Law establishing minimum and maximum salaries to be paid members of the Police Department under the provisions of General Laws, Chapter 41, Section 108A as amended, or do or act anything in relation thereto.

Minimum $5200.00 per year or $100.00 per week
Maximum $6200.00 per year or $119.23 per week
To be increased at the rate of $333.33 per year or approxi- mately $6.40 per week until maximum has been reached
Section 2. Sergeant
Minimum $5100.00 per year or $98.07 per week
Maximum $5500.00 per year or $105.77 per week
To be increased at the rate of $200.00 per year or approxi- mately $3.84 per week until maximum has been reached.
Section 3. Patrolmen
Minimum $3880.00 per year or $74.61 per week
Maximum $4800.00 per year or $92.30 per week
Annual pay raises of $230.00 per year shall be granted to each employed patrolman on the anniversary date of his employ- ment until maximum pay rate is reached; provided however that no patrolman presently employed shall receive a salary which is less than the salary he is receiving on the date of the passage of this By-Law.
Article 9. To see if the Town will accept the provisions of Chap- ter 571 of the Acts of 1961 authorizing the Town of Medfield to furnish water to the Dover-Sherborn Regional School District, and will author- ize the Water and Sewerage Board to enter into a contract pursuant thereto substantially in the form of contract which is on file in the Office of the Board of Selectmen, or do or act anything in relation thereto. Article 10. To see if the Town will vote to purchase, take by eminent domain and/or accept as a gift from sundry owners for water purposes, 40,000 square feet of land in fee on Mt. Nebo and right of way easements connecting therewith all as shown on a plan entitled "Plan of Proposed Standpipe Lot and Rights of Way to be acquired by the Town of Medfield, Mass., Cheney Engineering Co. Feb. 15, 1957" and to acquire by any of the foregoing methods a right of way ease- ment for water purposes in land of Pliny Jewell et al, as shown on a plan entitled "Plan of Proposed Right of Way to be acquired by the Town of Medfield, Mass., Cheney Engineering Co., Oct. 17, 1958," or do or act anything in relation thereto.
