Article 43. To see if the Town will vote to amend the Zoning By-Law of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing "Section VII. AREA REGU- LATIONS, Paragraph 5. Lot Size, Sub-Paragraph (2)" to read as follows:
(2) At the required building set-back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set back line or line of proposed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines. In every case a lot shall have a frontage at the street

To see if the Town will vote to amend the Zoning By-Law and Zoning Map of the Town of Medfield by removing the premises hereinafter described from the provisions of Section 2, "AA", "A", and "C" Residence District Uses and placing the same under the provisions of Section 4, Business District Uses:
That certain parcel of land situated on the southerly side of Main Street, in Medfield, Norfolk County, Massachusetts, and bounded and described as follows:
NORTHERLY by Main Street, 303.27 feet; :
WESTERLY by land now or formerly of Dyer, indicated on the plan hereinafter referred to, on several courses together measuring 687.00 feet; generally
SOUTHERLY by land now or formerly of Hillcrest Develop- ment Corp., indicated on said plan, on five courses together measuring 478.66 feet; and
EASTERLY by Parcel "B" and by land marked "Keigwin and Meaney" both shown on said plan, on two courses together measuring 485.21 feet, said last mentioned land being presently zoned for Business Uses.
Said premises contain 4.58 acres, more or less and are shown as Parcel "A" on a certain plan recorded with Norfolk Deeds as Plan No. 437 of 1960 in Plan Book 208, to which said plan reference is hereby made for a further and more particular description of said premises, or do or act anything in relation thereto. Article 45. To see if the Town will vote to combine the duties of the Park Commission and the Recreation Commission, under the pro- visions of Chapter 45, Sections 2 and 14, of the General Laws of the Commonwealth of Massachusetts, such Commission to consist of three members at large to be chosen by the electorage, one for a three-year term, one for a two-year term, and one for a one-year term, and then each for a three-year term thereafter, and a member of the School Committee and a member of the Planning Board to be chosen annually by the School Committee and the Planning Board respectively and to do or act anything in relation thereto. Article 47. To see if the Town will vote to amend the By-Laws of the Town of Medfield adopted March 8, 1926, by adding to Article 1 the following New Section:
Section 4. The number of voters necessary to constitute a quorum at any Town Meetings shall be one hundred and fifty (150) provided that a number less than a quorum may from time to time adjourn the same. MEDFIELD FINANCE COMMITTEE
1960-1961
The Finance Committee is combining its annual report and its recommendations for the fifth straight year for the Annual Town Meeting on March 13, 1961.
The Finance Committee, appointed by the Moderator, recommends that the Town vote to raise and appropriate the sum of $981,575.57 at the Annual Meeting. This is to be compared to departmental requests. totalling $1,033,766.70.
The School Department's budget is $63,553.00 over last year due principally to the salary account caused by the necessity of additional teachers for the new school. Janitorial services are also increased for the same reason.
The Highway Budget remains about the same as last year, with the exception of the snow and sanding account. This is increased by almost $8,000.00 due to the severity of the weather. Similar to previous years, money is allocated for the Street Improvement Fund, to systematically replace our dirt roads with hard surfaced roads. Paving our dirt roads will eliminate a lot of future upkeep expense.
The Police Budget is based on granting to the force their normal step increment and is increased $2,815.00 over last year's expense. No additional salary increases are contemplated for this year. The normal step raise follows the police schedule voted on and accepted at the 1958 Annual Town Meeting.
In a special article, the purchase of a new Fire Engine is requested. This will cost approximately $16,000.00 and was delayed at the last Annual Meeting until the new Fire Station was completed. This engine is a necessity, in view of the age and condition of our present fleet.
At the end of 1960 the Town's cash reserves were, while still at a low ebb, in better shape than in previous years, and accordingly it is recommended that no more than $40,000.00 be appropriated out of free cash to lower the tax rate.
The Finance Committee has recommended reductions in various budgets as well as dismissal of several special articles, but in spite of that fact, our town is faced with serious financial problems. The budget requests under Article 3 alone exceed the 1960 appropriations by $69,649.00 and the 1959 appropriations by a staggering $301,130.00 The only solution for substantial reductions in our exceedingly high tax rate is a reduction in the services rendered by some of our Town Departments.

Your Finance Committee endeavors to make a complete and thorough study of each request for funds which is submitted for their attention and approval. The Committee only emphasizes that two main requirements be followed:
a. The presentation of a complete and realistic budget or article.
b. That an honest effort be made to live within that budget or request.
In cases where departments make no effort to follow these basic rules, it is natural that there will be criticism and suggested adjust- ments. Discussion will be encouraged by your Finance Committee.
A joint meeting of the Board of Assessors and your Finance Com- mittee has been held to consider the probable tax rate. After con- sidering all facts and figures which were available at the time, it is our estimate that the 1961 Tax Rate will be approximately $81.00, providing all of the Finance Committee's recommendations are followed. It should also be pointed out that between the writing of this report and the date of the Annual Meeting, every effort will be made by the Finance Com- mittee to find further means of reducing the Tax Rate.

To see if the Town will vote to accept as a public way that portion of Hillcrest Road between Stations 14 plus 59.57 to 23 plus 03.15 as shown on two plans entitled "Layout of Hillcrest Road" dated August 17, 1960 and "Plan of Hillcrest Road in Medfield" dated Novem- ber 14, 1960 on file in the Town Clerk's Office and authorize the Selectmen to acquire such rights, titles and easements as may be neces- sary to accomplish said purpose, or do or act anything in relation thereto. To see if the Town will vote to accept the relocation of Green Street from a point approximately 450 feet southerly from Summer Street and Green Street and thence extend in a northeasterly direction for approximately 2500 feet as shown on a plan entitled "Proposed Relocation of a portion of Green Street" dated September 28, 1960, and on file in the Town Clerk's Office, and authorize the Selectmen to acquire such rights, titles, and easements as may be necessary to accomplish said purpose, or do or act anything in relation thereto. Article 9. To see if the Town will vote to raise and appropriate a sum of money for the construction of a section of High, South and Spring Streets (Route 27) said money to be used with funds allotted by the County and State, or do or act anything in relation thereto.

Article 13. To see if the Town will vote to raise and appropriate a sum of money and appropriate it to the Street Improvement Account; said funds to be expended for the reconstruction of Winter Street between North Street and Pine Street, or do or act anything in relation thereto.
Recommended: That the sum of $7,000.00 be raised and appro- priated for this article.
Article 14. To see if the Town will vote to raise and appropriate and/or transfer from the Stabilization Fund a sum of money for the purpose of reconstruction of a portion of South Street from Station 11 to Station 27, as shown on the County Relocation Plan of 1955, a dis- tance of approximately 1600 feet, or do or act anything in relation thereto.
Recommended: That this article be dismissed.
Article 15. To see if the Town will raise and appropriate a sum of money for the purpose of replacing a culvert under Main Street in

the vicinity of Nebo Street, a distance of approximately 160 feet, or do or act anything in relation thereto.
Recommended: That this article be dismissed.
Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a storm water drain system on Frairy Street in the vicinity of Dale Street, a distance of approximately 625 feet, or do act anything in relation thereto.
Recommended: That this article be dismissed.
Article 17. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing an additional culvert under Pine Street in the vicinity of Summer Street, a distance of approximately 56 feet, or do or act anything in relation thereto.
Recommended: That this article be dismissed.
Article 18. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing Guard Rail Posts and Cable Fence on the easterly side of the overhead railroad crossing on Curve Street, a distance of approximately 150 feet, or do or act anything in relation thereto.
Recommended: That this article be dismissed.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purpose of painting the white lines on Route 109 and Route 27 or do or act anything in relation thereto.
Recommended: That the sum of $1,500.00 be raised and appro- priated for this article.
Article 20. To see if the Town will vote to raise and appropriate and/or borrow the sum of $2,500.00 for the purchase of a second-hand truck chassis for the Highway Department and authorize the Selectmen to trade or sell as part of the purchase price the 1939 Brockway Truck, or do or act anything in relation thereto.
Recommended: That the sum of $2,500.00 be raised and appro- priated for this article.
Article 21. To see if the Town will vote to raise and appropriate the sum of $5,300.00 for the purchase of a Sidewalk Tractor and Plow for the use of the Highway Department, or do or act anything in relation thereto.
