Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan- uary 1, 1961, and to issue a note, or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.


Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected. to that office.

To see if the Town will vote to accept the relocation of Green Street from a point approximately 450 feet southerly from Summer Street and Green Street and thence extend in a northeasterly direction for approximately 2500 feet as shown on a plan entitled "Proposed Relocation of a portion of Green Street" dated September 28, 1960, and on file in the Town Clerk's Office, and authorize the Selectmen to acquire such rights, titles and easements as may be necessary to accomplish said purpose, or do or act anything in relation. thereto. "Any regular full-time Police Officer shall be granted sick leave aggregating not more than fifteen (15) working days per year without loss of pay. Article 42. To see if the Town will vote to amend the Zoning By-Laws of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing Section VII. AREA REGU- LATIONS. Paragraph 5. Lot Size to read as follows:


5. Lot Size. No dwelling shall be erected in an "A" Residence District on a lot containing less than twenty thousand square feet and not less than one hundred twenty feet wide, or in a "B" Residence District, or in a Business District, on a lot containing less than twelve thousand square feet and not less than one hundred feet wide, provided that one dwelling may be erected on any lot, which, at the time this By-law is adopted, is separately owned, (November 26, 1956). No dwelling shall be erected in an "AA" Residence District on a lot con- taining less than thirty thousand square feet and not less than one hundred fifty feet wide provided that one dwelling may be erected on any lot which at the time this amendment to the By-law is adopted, is separately owned and contained not less than twenty thousand square feet and not less than one hundred twenty feet wide, and also provided that one dwelling may be erected on any lot which was separately owned on April 21, 1938. The width requirements of this By-law shall be satisfied if the lot has the required width at any of the following places: (1) At the street frontage in a straight line. In the event that the street line is not a straight line, it will be measured on a straight line between the points where the side lines of the lot intersect the street line. (2) At the required building set back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, than the set back line or line of pro- posed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the

lot intersect the street lines. In every case a lot shall have frontage on a public way of at least twenty (20) feet. (3) No dwelling shall be erected in a "C" Residence District on a lot containing less than eighty thousand square feet and not less than two hundred twenty-five feet wide provided that one dwelling may be erected on any lot which at the time of this amendment to the By-law is adopted is separately owned and contained not less than thirty thousand square feet and not less than one hundred fifty feet wide and provided that one dwelling may be erected on any lot which on June 29, 1953, was separately owned and contained not less than twenty thousand square feet and not less than one hundred twenty feet wide and also provided that one dwelling may be erected on any lot which was separately owned on April 21, 1938. Street and side line set-back requirements as heretofor established for "AA" and "A" Residence shall be applicable to "C" Residence District. (Park and Planning Board)


Article 43. To see if the Town will vote to amend the Zoning By-law of the Town of Medfield, Mass. adopted April 21, 1938, as amended to December 31, 1959, by changing "Section VII. AREA REG- ULATIONS, Paragraph 5. Lot Size, Sub-Paragraph (2)" to read as follows:


(2) At the required building set-back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set-back line or line of proposed location of the building shall be measured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines. In every case a lot shall have a frontage at the street line of at least eighty percent of the aforesaid width requirements. Special exceptions from the provisions of these width requirements may be made subject to the approval of the Board of Appeals. (Park and Planning Board)


Article 44. To see if the Town will vote to amend the Zoning By-law and Zoning Map of the Town of Medfield by removing the premises hereinafter described from the provisions of Section 2, "AA", "A", and "C" Residence District Uses and placing the same under the provisions of Section 4, Business District Uses:


That certain parcel of land situated on the southerly side of Main Street, in Medfield, Norfolk County, Massachusetts, and bounded and described as follows:


NORTHERLY by Main Street, 303.27 feet;


WESTERLY by land now or formerly of Dyer, indicated on the plan hereinafter referred to, on several courses together measuring 687.00 feet; generally

SOUTHERLY by land now or formerly of Hillcrest Develop- ment Corp., indicated on said plan, on five courses together measuring 478.66 feet; and


EASTERLY by Parcel "B" and by land marked "Keigwin and Meaney" both shown on said plan, on two courses together measuring 485.21 feet, said last mentioned land presently zoned for Business Uses.


Said premises contain 4.58 acres, more or less and are shown as Parcel "A" on a certain plan recorded with Norfolk Deeds as Plan No. 437 of 1960 in Plan Book 208, to which said plan reference is hereby made for a further and more particular description of said premises, or do or act anything in relation thereto. Article 45. To see if the Town will vote to combine the duties of the Park Commission and the Recreation Commission, under the provisions of Chapter 45, Sections 2 and 14, of the General Laws of the Commonwealth of Massachusetts, such Commission to consist of three members at large to be chosen by the electorage, one for a three- year term, one for a two-year term, and one for a one-year term, and then each for a three-year term thereafter, and a member of the School Committee and a member of the Planning Board to be chosen annually by the School Committee and the Planning Board respectfully and do or act anything in relation thereto. Article 46. To see if the Town will vote to raise and appropriate and/or borrow the sum of $8,150.00 for the purpose of constructing a swimming pond and appurtenances on Town-owned land located off Green and Brook Streets as shown on the Town Map as Lots No. 120, 126, and 130, and to authorize the Recreation Commission to spend said sums of money, or do or act anything in relation thereto. Article 47. To see if the Town will vote to amend the By-Laws of the Town of Medfield adopted March 8, 1926, by adding to Article 1 the following New Section:


Section 4. The number of voters necessary to constitute a quorum at any Town Meetings shall be one hundred and fifty (150) provided that a number less than a quorum may from time to time adjourn the same. This section shall not apply to such parts of meetings as are devoted exclusively to the election of Town Officers, or do or act anything in relation thereto. (Selectmen)

ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS


March 6, 1961


Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock noon by the Town Clerk with the reading of the warrant through Article 1. The ballot box had been previously checked and found to be in good working order, instructions to voters and specimen ballots posted at the entrance and within the polling place. The fol- lowing persons were sworn in as assigned to their duties: Mary Mair Etienne and Alice Ripley distributing Ballots, Anne Young and Anne Donlan checking at the Ballot Box, Thomas Clancy, Warden and John Gattoni, Deputy Warden, Charles W. Keirstead, Clerk and Marie Burke, Deputy Clerk. The tellers for the counting of the ballots were Florence Roberts, Theresa Hagman, Beatrice Bangs, Gladys Clougherty, Mary Hazel, Lorraine Ricci, Joan Griffin, Charlotte Randolph, Mildred Rossi, Mary Mair Etienne, Alice Hogan, Marie Burke, Phyllis Ganley, Shirley Considine, Letitia McEleney, Viola Burr. Thomas Clancy and John Gattoni were in charge of the ballot box.


The polls were declared closed at 8:00 P.M.


A record vote for town elections was cast, namely 1552 out of a total registration of 2430 which was about 64%.
