REPORT OF THE BOARD OF HEALTH
To the Honorable Board of Selectmen:
Licenses have been issued to dealers selling or transporting Methyl Alcohol or Wood Alcohol, so-called, or any preparation other than Shellac or Varnish, the manufacturing of Ice Cream, and a license to Funeral Directors for the establishment and maintaining of a Funeral Home.
The Garbage contract was renewed. Collections were made twice a week in the summer and once a week in the winter.
Rules and regulations for the use of the Town Dump have been published.
Stickers for the use of the Town Dump have been issued to 1749 citi- zens of Medfield.
The new fence and gate have been installed.
Two hundred feet of hose have been purchased and installed for the new hydrant.
Fill has been put in at intervals during the year.

Since the Framingham Pest Exterminators have been in operation since May of 1963 the control of rodents has been most effective.
A Custodian's building was donated by an interested and generous citizen.
The Board is asking $12,571 for the maintenance of the Dump for the coming year.

ANNUAL REPORT OF THE PARK AND RECREATION COMMISSION FOR 1964
To the Honorable Board of Selectmen:
During 1964 the Park Commission, more aptly described as the Park and Recreation Commission, pursued the following activities:
1. The operation and maintenance of a bathing beach and a Red Cross swimming instruction program for Medfield residents.
2. The operation of a Youth Center for the young people of the town.
3. Tennis instruction for the town's residents in conjunction with the New England Lawn Tennis Association.

4. The care and upkeep of Medfield's parks and other properties under its jurisdiction as follows:
(a) Baxter Park
(b) Metacomet Field
(c) Baker's Pond Area
(d) Tennis Court
(e) Green Street property-the location of the swimming pond.
The ten week swimming program saw 2,628 registrants pay $3,800 in registration fees, which were returned to the Town Treasurer, mak- ing the program and maintenance of the area 55% self-supporting. The balance of 45% had an impact upon the tax rate of 10c. An estimated 75% of residents from the ages of one through 18 years were registered for free swimming.
Mr. Robert Long, Waterfront Director, and Mrs. Frank McWilliams, Chief Swimming Instructor, combined their talents for the third straight year to make our beach operation successful. Mr. Long's efforts were directed toward efficient life guarding and the building of a competi- tive swimming team. Mrs. McWilliams strove toward the advancement of the Red Cross Water Safety program and the instruction of an esti- mated 800 children in swimming skills, of which 271 were awarded certificates in various categories. A waterfront staff of five assisted Mr. Long and Mrs. McWilliams in the guarding and instruction.
It can be said that the Medfield Youth Center came into its own during 1964. Operating under a sub-committee of eight adults and a committee of five young people, regular Saturday night gatherings were held, either at the Town Hall or during summer months at the location of the swimming pond. The get-togethers were well-chaperoned by adults, but the motivation of any particular activity or event, whether a movie or a record hop, or a dance with a live band, came directly from the young people. They handled all of their own arrangements with only a modicum of help and advice from adults. Mr. Robert Capers acted as Chairman of the Adult Advisory Group and Mr. Calvin Fisher as President of the Youth Committee. These offices were taken over from Mr. Maynard Child and Miss Toni Frank, respectively, in April 1964. The attendance at the various functions during the year averaged 125. The group has the continued support of the churches and service organizations of the town.
Tennis lessons were once again given under the supervision of Mr. and Mrs. Harold Soule, working with the New England Lawn Tennis Association. Close to 100 adults and youngsters were instructed on Med-

field's Tennis Court on Adams Street, and at the Charles Woodard's court on North Street.
The Town's parks and other properties were once again ably taken care of by Mr. Merlon Spender. Many compliments were heard from citizens regarding the excellent appearance of our various properties.
The entrance-way to the parking field at the Swimming Pond on Green Street was landscaped and fenced, also by Mr. Spender, working outside his park-upkeep contract, directly with the Hannah Adams Club and the Spade and Hoe, who jointly sponsored the project. The Hannah Adams Club was responsible also for the donation and installation of the new swings in the beach area. Two trees were donated, a red maple by the Garden Club and a weeping willow by Mr. Spender.
In June two high school juniors were chosen to serve as student associates to attend the Commission's meetings. A great portion of the Commission's efforts is directed toward recreation for young people and it was felt their representation would be a welcome influence. The Com- mission felt also that this step was desirable in order to create a greater interest in civic affairs on the part of the youth, so that they would be enabled to learn about some of the inner workings of the Town Govern- ment and might wish as a result to participate as elected officers when they become of legal age. For the 1964-1965 school year, Mr. James Blake and Miss Cheryl Supko were chosen through the school system to serve in this capacity. Their prime accomplishment was in assisting the Commission in planning future recreational programs and facilities.
The Commission is indebted also to the Boston Chapter of the Ameri- can Red Cross for its help in running its swimming program, to Mrs. Henry Ricker and Mrs. Walter Frink and scores of other volunteers who helped in the pond registration, to the Department of Agriculture Conservation Corps, Walpole, Massachusetts, for special consultation concerning its water supply, and the various departments of the Town, Service Organizations, and other individuals, for the generous assistance they gave during the year.

REPORT OF THE BOARD OF PUBLIC WELFARE
To the Honorable Board of Selectmen:
The following is the report of the Board of Public Welfare for the year 1964.
In November, 1964, Mr. Edwin S. Mitchell passed away. This Board of Public Welfare and the townspeople of Medfield express their thanks to his family for his faithful, untiring service as a valuable member of this Board. Mrs. Marion Henderson was appointed December 15, 1964 to this Board of Public Welfare to fill the vacancy until the next annual election.
A total of twenty-six Old Age Assistance cases, thirty-eight Medical Assistance for the Aged cases, twelve Aid To Families with Dependent Children cases, five Disability Assistance cases and five General Relief cases were administered. Forty-four applications for aid were received and processed. Ten applications were denied; five applications were withdrawn; twenty-eight applications were approved and one application is pending.
Aid rendered in all categories was as follows:

Through service to all recipients, utilizing the Massachusetts Reha- bilitation Commission; The Man-Power Training Act and facilities avail- able under the Economic Act of 1964, Public Welfare is striving for self reliance by improving economic standards, emphasizing physical fitness and health standards; increasing educational opportunities for the under- privileged; creating an adequate social standard, and protecting, through service, children in hazardous situations. Greater emphasis on family life, as an integral part of society, through service, planning and devel- opment, proper interpretation, adequate knowledge of available facilities and cooperation of all should lead to a stronger, well adjusted family unit.
It is the aim of the Department of Health, Education and Welfare to strive for elimination of poverty-through education and job opportunities.

Medical needs and medical expenses continue to increase.
That adequate services be rendered to our recipients, it is the purpose of those directly responsible for the administration of Public Welfare that these programs be administered according to the Standards of the State Department of Public Welfare and the Department of Health, Education and Welfare on the Federal level, always keeping in mind the taxpayer, and striving toward elimination of poverty.
From time to time, the State Department of Public Welfare sponsors educational training courses for local, district and state personnel. Such courses are advantageous and informative and prove their worth in the administration of these programs.
Increase in services requires increased administration, fiscal report- ing, statistical recording and case activities.
Doris M. Carr, Director of Public Assistance and Helen E. Kennedy, Senior Clerk have continued to serve this Board of Public Welfare com- mendably. For their able assistance during the year the Board wishes to publicly thank them.
In conclusion, for the excellent cooperation given this Board of Pub- lic Welfare by the Town Officials, Physicians and private business men, this Board of Public Welfare wishes to acknowledge its appreciation and to extend publicly their thanks.

The Civil Defense Department this year has had a good deal of activity, including our annual drills with the Medfield State Hospital, preparation of an Operations Plan, and subsequent approval for partici- pation in the Surplus Property Plan, and subsequent approval for par-

ticipation in the Surplus Property Program. The Town has received from the Surplus Property Program over $1,000 worth of equipment and sup- plies for use by the Civil Defense and various Town Departments.
The Auxiliary Police have been very active and contributed over 1,000 hours of service in uniform, augmenting the regular Police Dept.

TRAFFIC:
The large volume of traffic on Route 109 is still with us and in addi- tion we now have several other problems created by the location of new businesses in town. I am again recommending the installation of Traffic Control Lights at the intersection of North, Main and Pleasant Streets. This could still be accomplished before that section of Route 109 is re- surfaced and would enable us to more effectively use the Officer assigned to duty in the Square area at other locations. The Selectmen and Chief of Police met with representatives of the Registry of Motor Vehicles and Department of Public Works regarding the zoning of several ways for Posted Speeds. A traffic count and the survey of the average speeds driven will be made in the Spring by the Police Department.

RADAR-TIMER:
I am again requesting the purchase of a Radar-Timer for use by the Police Department in conjunction with Posted Speed Signs. It may also be used in Traffic and Speed Surveys and will assure that all speed is measured by the same yardstick.
PERSONNEL:
It is again urged that due to the constant growth of the Town, the need to keep adequate records, the need to assign one Officer to an in- vestigation until it is completed and the necessity of having more Officers attend schools and seminars to keep abreast of the many and rapid changes in the field of law enforcement, that another man be added to each shift at the rate of one per year. There has also been an increase in the several crimes which are committed by Juveniles and which also happen to be the trickiest to investigate, especially when accompanied by a lack of cooperation from parents.
POLICE SCHOOLS:
No Officers attended the State Police Academy this year but Officer William Mann attended a course on Juvenile Delinquency which was held under the auspices of the Division of Youth Service. Chief Kingsbury attended a two-week FBI course on Police Administration in Boston, as well as several one-day courses on Civil Rights Law, Riot Control and a seminar on Radioactive materials and Nuclear Incidents.
AUXILIARY POLICE:
During 1964 Auxiliary Police Officers under Officer Nina Iafolla, assisted regular Police on many, many occasions putting in hundreds of hours of time. They assisted at Football games and also policed the Little League Ball Games. In addition they participated in the Disaster Drill held in conjunction with the Medfield State Hospital.
On behalf of the Police Officers, I wish to thank the State and Local Officials, Town of Medfield Department Heads and the Citizens of the Town, for the cooperation and assistance extended to me and the Police Department during the past year.

I have submitted a budget for 1965 of $1,800.00 of which $1,500.00 is for Salaries and Administration. In 1964 we had an increase of 38% in our total trips and required two transfers from the Reserve Fund. It should be noted that users of the Ambulance pay into the Town treasury enough money to cover the yearly cost of operation and it is only costing the Town of Medfield to purchase the vehicle.
At a Special Town Meeting in December of 1964 it was voted to pur- chase a second-hand 1961 Cadillac Ambulance which may be turned in by the Town of Franklin. If we acquire this vehicle I feel that it will serve the Town of Medfield well for several years. I have also submitted an Article in the Annual Warrant for the purchase of a new pack type resuscitator to be used in the Ambulance and to adapt the resuscitator equipment in the old ambulance for use in the second police cruiser.

REPORT OF THE PLANNING BOARD

The Planning Board held regular meetings each month throughout the year according to the following schedule:

The meetings were held at the Fire Station beginning in April and will continue to be held there.
Subdivisions
During 1964, the Planning Board approved the preliminary plans of "Hoover Realty Trust" located on Mt. Nebo; and the definitive plans of "Flint Locke Lane Extension" off Green Street, "Crest Road Develop- ment" off Hearthstone Drive, and "Garland Estates" off Granite Street.
Building activity in eight of the subdivisions has kept the Board busy with street inspections week-ends and early week-day mornings. As a result, the following streets or portions thereof were recommended for acceptance by the Town:

Mr. Charles C. Cain continues as authorized agent of the Planning Board to sign plans under "Subdivision Control Law" not required. In this category, twenty-five plans were approved during the year.
Building Code:
The late Everett J. Wills and his committee completed the new pro- posed Building Code for Medfield and this will be presented for consid- eration by the Town at a future town meeting.
This committee is now reorganized with Mr. Richard Stevens as Chairman and the following members:

General:
Mr. Charles C. Cain is the designee by the Board of Selectmen for the Town of Medfield for the Southwest Area Transportation Co-ordinat- ing Committee of the Boston Regional Planning Project and Department of Public Works.
Several meetings were held with the Board of Selectmen throughout the year.
A meeting was held with the Millis Planning Board together with the Board of Selectmen and the Water and Sewerage Board of both towns regarding a joint sewerage disposal plant.
Board members have attended hearings held by the Board of Appeals.
Master Plan Study Completed:
On October 15, 1964, the SUMMARY REPORT on the Master Plan Study was submitted by Metcalf & Eddy-Engineers and Planners. A copy of this report was distributed to each home in Medfield on Satur- day, October 24, 1964, by the Boy Scouts.

The Planning Board has accepted the Master Plan Report and the Commonwealth of Massachusetts, Department of Commerce approved it on October 16, 1964, stating that it is one of the most comprehensive Master Plan Reports for a town they have ever seen.

Report of the Master Plan Implementation Committee:
This Committee was organized with Mr. Swift Godshalk as Chair- man with the following members:

The responsibility of the Committee is to see that the Master Plan recommendations are brought before the town for consideration.
The Committee is to work in conjunction with the elected town officials and is required to report to the town each year what aspects of the Master Plan have been put into effect during the year.
Priority List of Master Plan Recommendations as Established by the Implementation Committee
(Note: These are not listed in order of importance)
(1) A complete new set of Zoning By-Laws and Building Codes.
(2) Rehabilitation of the present Central Business District.
