Articles in the Warrant for the


ANNUAL TOWN MEETING


March 12, 1962


MEDFIELD FINANCE COMMITTEE


1961-1962


The Finance Committee is combining its annual report and its recommendations for the sixth straight year for the Annual Town Meeting on March 12, 1962.


The Finance Committee, appointed by the Moderator, recommends that the Town vote to raise and appropriate the sum of $1,116,009.11 at the Annual Meeting. This is $188,846.44 less than the departmental requests which total $1,304,855.55.


The largest single expense request once again this year is the School Budget, which is $109,445.62 over the amount actually spent last year, principally due to the salary account caused by the necessity of additional teachers for the new school. The transportation account has also been increased substantially.


The Finance Committee's recommendations for the Highway Budget remains about the same as last year, caused principally by our recommendation that there be no general increase for the Highway employees during the year 1962. Similar to previous years, money is allocated for the Street Improvement Fund, to systematically replace our dirt roads with hard surfaced roads. This year, additional money is provided for this account in order that Cross Street may be com- pleted in one year's time.


The Police Budget is based on granting to the members of the Department their normal step increases, combined with economies in such items as an extra police cruiser etc. The step increments follow the Police Schedule which was voted on and accepted by the town at a previous Annual Meeting.


In a special article, the purchase of a new fire engine is requested, at a cost of $31,000.00. This, in the Finance Committee's considered opinion, is not an absolute necessity and therefore should not be pur- chased at this time.


In another special article, $55,000.00 is requested for the remaking of Pound Street. This street was delayed last year, and it is felt that now this street must be widened and resurfaced.


The Finance Committee has recommended reductions in various budgets as well as dismissal of several special articles, but in spite of that fact, our Town is faced with serious financial problems. The budget requests under Article 3 alone exceed the 1961 appropriations by $128,375.18, and the 1960 appropriations by a staggering $400,000.00. The only solution for any reduction in our exceedingly high tax rate

is for economies to be practiced by all our Town Departments, and by a reduction in services rendered by some of the departments.


At a meeting with the Board of Assessors and your Finance Com- mittee it was mutually agreed to use $50,000.00 from free cash for the purpose of reducing the anticipated 1962 tax rate. After considering all facts and figures available at the time of the meeting, it is our estimate that the Tax Rate for 1962 will be approximately $75.00, based on last year's assessments. As everyone undoubtedly is aware, the Supreme Court of Massachusetts has found that the proper method of assessmentis to assess real estate at 100%. This means that the · tax rate would be $30.14 for 1962. The amount you must pay however, may be judged from the following: Last year a $25,000.00 home was assessed for $10,000.00, and the tax payer had to pay $720.00. This year this same home is assessed for $25,000.00, and the tax payer will have to pay approximately $750.00, providing the recommendations of the Finance Committee are followed. If the Departmental requests are allowed, the tax payer would have to pay approximately $940.00 on his $25,000.00 home.


It should be pointed out that your Finance Committee endeavors to make a complete and thorough study of each request for funds which is submitted for their attention and approval. The Committee only emphasizes that two main requirements be followed:


a. The presentation of a complete and realistic budget or article.


b. That an honest effort be made to live within that budget or request.


In cases where departments make no effort to follow these basic rules, it is natural that there will be criticism and suggested adjust- ments. Discussion will be encouraged by your Finance Committee.

Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Recommended: That this article pass.


Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Recommended: That this article pass.


Article 6. To see if the Town will vote to raise and appropriate a sum of money for the re-construction of a section of High, South, and Spring Streets (Route 27), and Main Street, Route 109, said money to be used with funds allotted by the County and State, or do or act anything in relation thereto.


Recommended: That the sum of $6,900.00 be raised and appro- priated for this article.


Article 7. To see if the Town will vote to raise and appropriate and/or transfer from the Stabilization Fund and/or borrow a sum of money for the reconstruction of Pound Street, or do or act anything in relation thereto.


Recommended: That the Town Treasurer be authorized to borrow $55,000.00 and to issue bonds or notes of the Town therefore so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note, for this article.


Article 8. To see if the Town will vote to raise and appropriate a sum of money and appropriate it to the Street Improvement Account, said funds to be expended for the reconstruction of Cross Street.


Recommended: That the sum of $4,968.09 be transferred from the 1961 unexpended balance of the Special Sewer Account and that the sum of $10,031.91 be raised and appropriated for this article.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing Guard Rail Posts and Cable Fence on the easterly side of the overhead railroad crossing on Curve Street, a distance of approximately 150 feet, or do or act any- thing in relation thereto.


Recommended: That the sum of $2,500.00 be raised and appro- priated for this article.

Article 10. To see if the Town will vote to amend Article 19 of the Annual Town Meeting of 1961 by deleting the words "on Route 109 and Route 27" from the vote which reads as follows:


"Voted to raise and appropriate the sum of $1500 for the purpose of painting the white lines on Route 109 and Route 27."


and substitute the words "public ways" so that it shall read as follows: "Voted to raise and appropriate the sum of $1500 for the purpose of painting the white lines on public ways."

Article 11. To see if the Town will vote to raise and appropriate the sum of $5300. for the purchase of a Sidewalk Tractor and Plow for the use of the Highway Department, or do or act anything in relation thereto.


Recommended: That the sum of $3,200.00 be raised and appro- priated for this article.


Article 12. To see if the Town will vote to raise and appropriate the sum of $17,000. for the purchase of a Front-End Loader for the use of the Highway Department, or do or act anything in relation thereto.


Recommended: The Town Treasurer be authorized to borrow the sum of $17,000.00 and to issue bonds or notes of the Town therefore so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note.


Article 13. To see if the Town will vote to accept two drainage easements, the first being a grant of easement by William S. Blanchard and Gertrude C. Blanchard to the Inhabitants of the Town of Medfield by instrument dated October 15, 1959, and recorded with Norfolk Deeds in Book 3774 at Page 248, the second being a grant of easement by Herbert P. Crump and Dorothy C. Crump to the Inhabitants of the Town of Medfield by instrument dated October 16, 1959, and re- corded with said deeds in Book 3774, Page 247.


Recommended: That this article pass. .


Article 14. To see if the Town will vote to raise and appropriate a sum of money for the purpose of extending the drainage in an ease- ment off Bridge Street for a distance of 350 feet, or do or act anything in relation thereto.


Recommended: That the sum of $1,300.00 be raised and appro- priated for this article.

Article 15. To see if the Town will vote to increase the term of office of the Town Treasurer from one (1) year to three (3) years, said three-year term of office to commence in the year 1963, or do or act anything in relation thereto.


Recommended: That this article pass.


Article 16. To see if the Town will vote to raise and appropriate a sum of money for the purpose of renovating the Town Hall and Offices, or do or act anything in relation thereto.


Recommended: That this article be dismissed.


Article 17. To see if the Town will vote to adopt the provisions of General Laws, Chapter 41, Section 97, relating to the operation of the Police Department.


Recommended: That this article be dismissed.
