Article 12. Voted that this article be dismissed wherein amendment to the Building Code relative to safeguards for swimming pools was sought. Article 13. Voted to amend the By-Laws of the Town of Medfield adopted March 8, 1926 by changing Section 1. of Article I to read as follows:
Section 1. The Annual Town Meeting for the election of of- ficers and other matters as may be voted on the official ballot shall be held on the first Monday in March, each year, and the Annual Town Meeting for the transaction of business shall be held on the second Monday in March of each year. The polls for the election of town officers and such other matters as may be voted on official ballots shall be opened at 6:00 o'clock A.M. and shall be closed at 8:00 o'clock P.M.
Article 14. Voted to amend the By-Laws of the Town of Medfield adopted March 8, 1926 by changing so much of Section 4 of Article 1 as pertains to requirement of a quorum to read as follows:
Section 4. The number of voters necessary to constitute a quorum at any Town Meeting shall be two hundred and fifty (250) provided that a number less than a quorum may from time to time adjourn the same. This section shall not apply to such parts of meetings as are devoted exclusively to the election of town officers.
Article 15. Voted to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Pursuant to the foregoing warrant the meeting was opened at 6:00 A.M. and after reading the warrant and Constable's return the polls were declared open. The ballot box had been previously examined and found to be in good working order, instructions to voters and specimen ballots were posted according to law and elections officially equally apportioned from the two major parties were sworn in and assigned to their duties by the Town Clerk as follows:

SUMMARY
The Act imposes a temporary tax upon all retail sales of tangible personal property at the rate of three per cent of the selling price. Sales of certain items are exempted from the tax, including but not limited to sales of food products for human use, articles of clothing, prescription medicines, agricultural machinery and certain publica- tions. The statute contains specific provisions relating to the registra- tion of vendors, the filing of returns and the payment of the amounts collected by such vendors. Vendors may apply to the State Tax Com- mission for abatements of the amounts owed where they believe such amounts to be excessive, and decisions of the Commission on such application may be reviewed by the Apellate Tax Board. The Com- missioner of Corporations and Taxation shall have the usual powers and remedies provided for tax collection for the collection of the taxes imposed by this section. The State Tax Commission shall issue regu- lations necessary for proper administration and enforcement of the section.
The Act further imposes a temporary excise upon the storage, use or other consumption in Massachusetts of tangible personal property at the rate of three per cent of the sales price of such property. In addition to the taxes described above, the Act provides for new excises upon certain banks; new taxes upon the in- come of certain corporations; new taxes upon cigarettes; a room occu- pancy excise upon rent paid for the use of hotel rooms and other lodg- ing places; and excises upon sales of certain alcoholic beverages.
The Act creates the Local Aid Fund for the purpose of providing educational assistance, and authorizes the periodic distribution of amounts from such Fund to the cities and towns. In addition, the Act contains a variety of provisions relating to the program of State aid to public schools, and to its administration.

The polls were closed at 8:00 P.M.
New absentee voter provisions under Chapter 54, Sections 92, 94 and 95 saved time formerly taken after the polls were closed. Section 92 as amended, allowed a voter who couldn't give a definite address for forwarding his absentee ballot, to vote in the presence of the Town Clerk or his assistant only. Section 94 allowed the Town Clerk in the presence of an observer appointed by each of the Town Political Committees to open the outer envelope of any absentee ballots received and compare the signature on the inner envelope with the signature on the applica- tion. Section 95 allowed the Warden to open all inner envelopes ap- proved under Section 94 and without opening them deposit said ballots in the ballot box.
Total vote cast was 2648 of which 2577 were cast in person and 71 were by absentee ballots. This record vote for a State Election was over 85 per cent of the 3111 registered voters.
