ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS March 7, 1960
Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock noon by the Town Clerk with the reading of the warrant through Article 1. The ballot box had been previously checked and found to be in good working order, instruction to voters and specimen ballots posted at the entrance and within the polling place. The fol- lowing persons were sworn in and assigned to their duties: Mary Mair Etienne and Alice Ripley distributing ballots, Hildegarde Munson, Shirley Considine, Ellen Burns, Viola Burr, Beatrice Bangs, Charlotte Randolph, Letitia McEleney, Lillian Palumbo as tellers, Anne Young and Alice Hogan checking at the ballot box and Thomas Clancy in charge of the ballot box.
The polls were declared closed at 8:00 P.M.
A noted change was the holding of the election at the new location in the Memorial School after voting for a great many years in the Town Hall.
1190 voters of a total registration of 2205 cast their votes which was approximately 54%.

HELD ON MARCH 14, 1960
The meeting was called to order by the Moderator at 7:30 P.M. in the High School Auditorium and the following action was taken on the remaining articles in the warrant:

Article 4. Voted unanimously to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue note or notes thereof payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.
Article 5. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. Voted unanimously to accept as public ways the fol- lowing named private ways on file with the Town Clerk's Office, and

to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accomplish said purposes:
ROBERT SPROUL ROAD: which extends from Main Street in a southerly direction for approximately 670 feet.
LEDGETREE ROAD: that portion which extends from Hill- crest Road in a northerly direction for a distance of approxi- mately 705 feet.
HILLCREST ROAD: that portion between station 6 and 10 and 14 and 59.57, a distance of approximately 850 feet.
Article 7. Voted unanimously to accept as a public way Pound Street which extends in a northeasterly direction from South Street for a distance of approximately 2270 feet to Main Street as relocated by the Selectmen, and as shown on a plan entitled "Plan and Profile of Pound Street, Medfield, Mass." dated January 11, 1960 and on file in the Town Clerk's Office, and to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accomplish said purpose.
Article 8. Voted that this article be dismissed wherein a sum of money was sought for the reconstruction of Pound Street.
Article 9. Voted unanimously to accept as a public way that part of Dale Street from Bridge Street to Frairy Street which extends in an easterly direction for a distance of approximately 2250 feet as estab- lished and relocated by the Selectmen and as shown on a plan entitled "Plan of Dale Street between Bridge Street and Frairy Street" and on file in the Town Clerk's Office, and to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accomplish said purpose.
Article 10. Voted to raise and appropriate the sum of $4,000.00 for the construction of a section of High, South and Spring Streets (Route 27) said money to be used with funds allotted by the County, and State.
Article 11. Voted to appropriate the sum of $1,500.00 for the pur- chase of a second-hand truck chassis and sand spreader and to meet said appropriation transfer the sum of $1,000.00 from the unexpended balance of Article 27 of the Annual Town Meeting of March 1959 and raise and appropriate the sum of $500.00. The Selectmen are authorized to trade or sell the 1934 White Truck and Sand Spreader as part of the purchase price.
Article 12. Voted that the sum of $4,000.00 be raised and appro- priated for the purpose of replacing the culvert on Harding Street (Route 27) connecting North Brook to Mill Pond.

Article 13. Voted unanimously to authorize the Selectmen to acquire by purchase, eminent domain or otherwise acquire such rights, titles and easements, in and on land on the westerly side of Adams Street owned by Camille E. Roy and Donald W. Baker for the purpose of draining water from the High School Building and Adams Street.
Article 14. Voted to raise and appropriate the sum of $305.80 for the purpose of installing a catch basin and pipes in Adams Street and in a proposed easement on the westerly side of Adams Street in the vicinity of the High School for the purpose of disposing water from the roofs of the School Building and the street, also to transfer the sum of $200.00 from the unexpended amount voted under Article 7 of the Town Meeting of April 28, 1958 and to transfer the sum of $494.20 from the unexpended amount appropriated under Article 4 of the Town Meeting of November 30, 1953 to meet said purpose.
Article 15. Voted that this article be dismissed wherein a sum of money was sought for the installation of a catch basin and pipes on the northerly side of Main Street and the Westerly side of the Railroad and also the construction of 50 feet of sidewalk.
Article 16. Voted to raise and appropriate the sum of $5,000.00 for the Street Improvement Account; said funds to be expended for the improvement and surfacing of Grove Street between the public dump and West Street and for the installation of drainage and surfacing of Dale Street between Bridge and Grove Street.
Article 17. Voted to raise and appropriate the sum of $500.00 and transfer the sum of $2,500.00 from the unexpended balance of the amount appropriated under Article 22 of the Annual Town Meeting of 1959 for the purpose of installing storm water drainage on Pleasant Street, and Oak Street between Pleasant Street and Miller Street.
Article 18. Voted to authorize the Board of Assessors to appoint one of its members as a clerk.
Article 19. Voted to accept the provisions of Chapter 85, Section 11A of the General Laws of Massachusetts as amended pertaining to the Registration and Operation of Bicycles.
Article 20. Voted to raise the pay scale of Patrolmen in the Police Department from:
Minimum $3,380.00 per year to Minimum $3,680.00 per year.
Maximum $4,300.00 per year to Maximum $4,600.00 per year.
Article 21. Voted to raise the pay scale of the Chief of Police from:
Minimum $4,700.00 per year to Minimum $5,000.00 per year. Maximum $5,700.00 per year to Maximum $6,000.00 per year.

Article 22. Voted to accept the Rules and Regulations of the Police Department in accordance with Article 25, of the Annual Town Meeting of March 10, 1958:
RULES AND REGULATIONS FOR GOVERNING THE MEDFIELD. POLICE DEPARTMENT
PREAMBLE
There shall be a Police Department established by the Board of Selectmen and such department shall be under the supervision of an officer to be known as the Chief of Police. The Selectmen shall appoint a Chief of Police and such other officers as they deem necessary and fix their compensation, not exceeding in the aggregate, the annual appropriation therefor.
CHIEF OF POLICE
Section 1. The Chief of Police shall from time to time make suitable regulations governing the Police Department, and the officers thereof, subject to the approval of the Board of Selectmen; provided, that such regulations shall become effective without such approval upon the failure of the Selectmen to take action thereon within 30 days after they have been submitted to them by the Chief of Police.
Section 2. The Chief of Police shall be in immediate control of all town property used by the Police Department and of the Police Officers, whom he shall assign to their respective duties and who shall obey his orders.
Section 3. The Chief of Police shall be the Chief Executive Offi- cer of the Police Department, and shall be responsible for its discipline and efficiency. He shall see that all the laws of the Commonwealth, and By-Laws of the Town, the execution of which rests upon the Police Force are duly observed and enforced and he shall also promptly execute all orders from the Board of Selectmen.
Section 4. The Chief of Police shall have power to promulgate orders to the Police Force not inconsistent with the laws and the By-Laws of the Town. Such orders shall be written or printed and all members of this force shall observe and obey them.
Section 5. The Chief of Police may temporarily suspend from duty any member of the Department for a period not exceeding five days, in accordance with the provisions of Chapter 429 of the Acts of 1949, which amended Chapter 31 of the General Laws, pending a hear- ing, which shall be held within said five days by the Board of Select-

men; and the pay of such member shall not be allowed during the period between his suspension and his reinstatement or discharge, unless the Board of Selectmen shall find the suspension to have been without just cause.
Section 6. The Chief of Police shall keep a complete record of the business of the Department, and for that purpose shall have such books as be required.
Section 7. He shall be the custodian of all found, recovered, and confiscated property held at the Police Department. He shall be res- ponsible for the legal disposition of all such property coming into his possession.
Section 8. He shall make an annual written report to the Board of Selectmen in all matters pertaining to his department with recom- mendations as to the same.
Section 9. He shall establish definite policies with reference to: (a) the attitude of the Department toward the public, other officials, and press representatives; (b) the detachment of Police Officers to perform other than prescribed Police Duties; and (c) supplying infor- mation to official and unofficial persons or organizations.
Section 10. He shall submit a written report to the Board of Selectmen recommending disciplinary action for any member of the Department when he feels it is necessary.
Section 11. He shall permit no change to be made in the organiza- tion without his consent.
PATROLMEN
Section 1. A Patrolman carrying out the functions of the Depart- ment, including the preservation of life and property, the prevention of crime, the arrest and prosecution of violators of the law, and the proper enforcement of laws and ordinances of which the Department takes cognizance, shall constantly direct his best efforts to accomplish that end intelligently and efficiently and shall hold himself in readiness to answer the calls and obey the orders of his superiors.
Section 2. A Patrolman shall be present at roll call and attend at the Police Station at the time appointed; if absent without leave he shall be reported to the Chief.
Section 3. A Patrolman going out on duty shall, immediately after roll call, proceed to his post of duty. He shall not loiter around the station.

Section 4. A Patrolman on duty shall be permitted to suspend patrol for the purpose of having lunch, but only such period of time shall be allowed therefor as is reasonable and actually necessary.
GENERAL
Section 1. Members of the Department shall not drink any kind of intoxicating liquors when on duty or at any time while in uniform.
Section 2. Members of the Department shall conform to and abide by the Rules and Regulations of the Department and observe the laws and ordinances in force in the Town of Medfield.
Section 3. Members of the Department shall not smoke while in uniform and in public either on or off active duty
Section 4. Members of the Department shall not apply for a search warrant or other warrant nor serve such warrants without the knowledge and approval of the Chief.
Section 5. All members of the Department concerned in cases before the courts are to be punctual in attendance. They shall have the cases in which they are interested properly prepared, witnesses properly subpoenaed and all evidence suitable arranged for presenta- tion to the court.
Section 6. Any Member of the Department who may be placed temporarily in the position of a member of higher rank by proper authority shall exercise the authority and perform the duties of such higher position and shall be held responsible in like manner as if regu- larly appointed to such higher office. He shall be careful not to inter- fere with or countermand any order issued by the member whose place he temporarily occupies, except when the expediency of Police business demands.
Section 7. Members of the Department shall promptly report to the Chief any accident with any department motor vehicle operated by them or in their charge, and submit a written report.
Section 8. Members shall not be absent from duty without per- mission. Members shall be punctual. Members shall arrive at the Police Station in time to enable them to go on duty at the appointed hour. They must be in uniform and ready to work at the appointed hour.
Section 9. Members shall not send any letter relating to Police Business unless it is over the signature of the Chief.

Section 10. A Member of the Department shall not incur a lia- bility chargeable against the Town of Medfield unless with the know- ledge and consent of the Chief.
Section 11. Members of the Department, individually or repre- senting Police Organizations, are prohibited from issuing to persons other than members of the Department, on the active or retired list, any card, button or other device which assumes to grant to the person holding such credentials any special privilege or consideration so far as Police Business is concerned.
Section 12. A Department record shall not be removed from an office or the building, except with the permission of the Chief, or under due process of law.
Section 13. All appointments to the Regular Police Department and all disciplinary actions shall be made in conformance with Chapter 31 of the General Laws of Massachusetts.
Section 14. Whenever any member of the Department resigns, or is discharged, or vacates his office in any way, he shall surrender all the property in his possession belonging to the Department.
Section 15. Members shall be civil, orderly, courteous and quiet in their conduct. They shall avoid asking or answering questions in an abrupt manner. They shall refrain from using obscene or profane language while on duty or in uniform.
Section 16. Members shall maintain in good condition their own equipment and Town Equipment issued them. They shall use due care in handling Department property shall report immediately any Depart- ment property which becomes lost or damaged. Roughness or care- lessness in the handling of such property will not be tolerated and will be made the subject of charges.
Section 17. Except when necessary for the protection of life and property, or for the enforcement of law, no motor vehicle of the Department will be operated by a member of the Department at a rate of speed greater than that allowed by law.
Section 18. Department vehicles will be operated in such a man- ner as to enable approach to the scene of a reported crime quietly. Operators shall not use sirens unnecessarily while responding to emer- gency calls.
Section 19. Members will salute the National Colors and National Anthem as individuals if not in formation. If in formation the officer in charge of the formation will tender the salute.
Section 20. Members of the Department shall be issued a complete uniform, with badges, club, handcuffs, revolver and other equipment

when appointed a permanent officer. Officers shall in addition receive fifty dollars per year toward equipment replacement.
Section 21. No member shall wear a uniform or any of its com- ponent parts which differs radically in design, color or in any other way with the uniform in current use by the Department.
Section 22. Members of the Department when answering the telephone shall be civil and courteous in their conversation. They shall state: Police Department and give their surname.
Section 23. Members of the Department shall not give out news or information to the press or other unofficial bodies without the approval of the Chief.
Section 24. Subject to the Provisions of Chapter 31 of the General Laws of Massachusetts and the rules made thereunder any member of the Department may be punished by the Board of Selectmen by dis- charge, suspension or removal upon conviction of any one of the fol- lowing offenses to wit:
Intoxication Neglect of Duty
Absence without leave
Immoral Conduct Violation of the Rules
Neglect or disobedience of Orders
Conduct Unbecoming an Officer An Offense Against the Law
Section 25. All Members will be guided in the performance of their duties by the General Laws of Massachusetts and by the latest edition of the "Manual for the Instruction of Applicants for the Police Services" (commonly called the Blue Book).
VACATIONS
Section 1. Members of the Department shall be granted vacation leave by the following schedule:
For one years service but less than five years service-TWO CALENDAR WEEKS.
For five years service but less than ten years service-THREE CALENDAR WEEKS.
For ten years service or more-FOUR CALENDAR WEEKS.
Section 2. Employees who resign in good standing shall receive compensation equivalent to earned vacation allowance. Earned vaca-

tion leave with pay shall not be granted any member who is discharged or suspended for cause.
SICK LEAVE
Section 1. All Members of the Department shall be entitled to sick leave at the rate of fifteen working days per year. For the protection of the Town a doctor's certificate may be required and if deemed advis- able the Chief of Police may send a doctor to investigate any absence alleged to be caused by illness. A Member who refuses to submit to a doctor's examination shall not be entitled to sick leave.
The word "MEMBER" as used in these rules and regulations shall mean a person duly appointed a Police Officer in the Police Depart- ment.
RESOLUTION: Voted that the Town Clerk determine from a search of the Town Records what sections of the General Laws govern the Town with respect to the Police Department and report at a future Town Meeting.
RESOLUTION: Voted that the Selectmen insert two articles in the Annual Town Warrant for 1961, namely:
(1) To see if the Town will vote to accept the provisions of Chapter 97 of the General Laws relative to the Police Department.
(2) To see if the Town will vote to accept the provisions of Chapter 97A of the General Laws relative to the Police Department.
Article 23. Voted that this article be dismissed wherein a sum of money was sought for the purchase of a pumping engine for the Fire Department.
Article 24. Voted to accept the report of the Fire Station Building Committee appointed under Article 19 of the Special Town Meeting of September 8, 1958.
Article 25. Voted to accept "Plan A" for a new Fire Station only as submitted by the Fire Station Building Committee.
