SPECIAL TOWN MEETING
MARCH 9, 1965
The Annual Town Meeting having been concluded at 10:40 p. m. on this date and following the instructions of the voters that action on this Special Town Meeting be taken at the conclusion of said adjourned Annual Town Meeting, the Moderator opened the meeting at 10:45 P.M. The warrant and Constables' return having been read at 8:30 the pre- vious night, action was taken at once on the articles in the warrant as follows:
Article 1. Voted unanimously that the sum of $20,000.00 be trans- ferred from Free Cash in the Town Treasury and made available to the Board of Selectmen who are hereby authorized to acquire in the name and behalf of the Town of Medfield, for water supply purposes, by pur- chase, taking by eminent domain or otherwise, the title in fee simple to the following described land situated in said Medfield and bounded and described as follows:
Beginning at a point in the boundary line between Medfield and Wal- pole at the base line of the New York, New Haven and Hartford Rail- road, thence the line runs Northerly along said boundary line between Medfield and Walpole a distance of One Thousand, Five Hundred and Fifty (1550) feet to a point; thence turning the line runs Northwesterly a distance of Two Thousand Fifty (2050) feet to a point; thence turning the line runs Southwesterly across land of the New York, New Haven and Hartford Railroad a distance of One Thousand, Five Hundred and Fifty (1550) feet, to a point; thence turning the line runs Southeasterly in a line parallel with the line second above mentioned a distance of Three Thousand, One Hundred and Fifty (3150) feet to a point in the boundary line between Medfield and Walpole; thence turning the line runs North- erly along the boundary line between Medfield and Walpole a distance of Four Hundred (400) feet, more or less, to the point of beginning, except- ing herefrom such portions of said described premises as belong to the New York, New Haven and Hartford Railroad Company.
Article 2. Voted to raise and appropriate the sum of $13,500.00 for the purpose of drilling a water supply well and for testing the same and to be located on the premises described in the previous Article.
Article 3. Voted that the sum of $1350.21 be transferred from the unexpended balance of Article 19 of the Special Town Meeting of June 22, 1964 and that $1,149.79 be raised and appropriated, said total of

$2,500.00 to be used to defray engineering, appraisal and legal expenses in connection with the acquisition of the land described in Article 1 above.
Article 4. Voted to raise and appropriate the sum of $4,000.00 for the purchase of a Used Aerial Ladder Truck for the Fire Department.
Article 5. Voted to raise and appropriate the sum of $500.00 said amount to be added to the $4,700.00 voted at the November 30, 1964 Special Town Meeting and amend action taken on Article 15 of said Spe- cial Town Meeting to allow the Selectmen to negotiate for the purchase of an ambulance other than the 1961 Superior Cadillac if that one cannot be purchased.
Article 6. Voted that this article be dismissed wherein the consensus of this Special Town Meeting regarding the Sales Tax as proposed by Governor Volpe was sought.

"No person, other than one holding a license under the provisions of General Laws, Chapter 140, shall permit a disabled and unregistered motor vehicle, or parts thereof, to remain on his or her property for more than three (3) weeks unless permission to do so has first been given in writing by the Board of Selectmen after an investigation by the Board of Health and a written certification by them that the same does not constitute a hazard to public health as a harboring place for insects and rodents. This By-Law shall not apply to the storage of motor vehicles or parts thereof inside buildings.
"Any person violating the provisions of this By-Law shall be liable to a penalty of five dollars ($5.00) per day for each day of violation, com- mencing seven (7) days following the date of receipt of written notice from the Board of Selectmen."

Article 4. Voted that the sum of $9,000.00 be appropriated to the Trustees of the Memorial Public Library for the purchase of working plans and drawings with specifications sufficient to enable them to secure bids for the remodeling and enlargement of the present library building and the premises at 6 Pleasant Street and for the construction and equip- ping of a new building between the two, and that to meet said appropri- ation the sum of $9,000.00 be transferred from available funds in the Treasury.
Article 5. Voted to authorize the Board of Trustees of the Memorial Public Library to enter into and execute any and all manner of con- tracts, in behalf of the Town of Medfield, in connection with the remodel- ing, enlargement and any and all agreements and/or contracts with any governmental agency in connection with State or Federal Grants of assistance.
Article 6. Voted that all of the land together with the school build- ing thereon at the corner of Dale and North Streets which lie generally Easterly of the boundary line hereinafter described be transferred from the care, custody, management and control of the School Committee and be placed under the care, custody, management and control of the Board of Selectmen. Said boundary line begins at a point in the northerly line of land of the Town of Medfield and thence runs Southerly in a straight line which is distant 50 feet westerly from and parallel with the westerly wall of the North Street School, so-called, a distance of 235 feet; thence the line runs Southeasterly in a straight line about 85 feet to the northerly line of Dale Street and making a right angle therewith.
Article 7. Voted to transfer the sum of $1,000.00 from available funds in the Town Treasury for the purpose of converting the fuel system in the Town Hall heating plant.
Article 8. Voted that the Moderator be authorized to appoint a per- manent Master Plan Implamentation Committee of nine persons, each of whom shall hold office for three years, with initial appointments to be so arranged as to provide for the appointment of three persons in each year hereafter; all vacancies in said committee shall be filled by appointment by the Moderator.
