Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock Noon and after reading the warrant the polls were declared open. The ballot box had been previously examined and found in good working order, instructions to voters and specimen ballots were posted according to law and election officials equally apportioned from the two major parties were sworn in and assigned to their duties by the Town Clerk as follows :

Do you approve of the adoption of an amendment to the Constitu- tion summarized below which was approved by the General Court in a joint session of the two branches held March 29, 1961, received 219 votes in the affirmative and 26 in the negative, and in a joint session of the two branches held May 8, 1963, received 244 votes in the affirmative and 14 in the negative?

The proposed amendment provides that the terms of office of the Governor, Lieutenant Governor, Secretary of the Commonwealth, Treas- urer and Receiver General, Attorney General and Auditor shall be four years. Executive Councillors, Senators and Representatives shall continue to serve for two years. The four-year term for constitutional officers would become effective at the time of the November election in the year 1966.

Do you approve of a law summarized below which was disapproved in the House of Representatives by a vote of 109 in the affirmative and 109 in the negative and was disapproved in the Senate by a vote of 16 in the affirmative and 20 in the negative.

SUMMARY
The proposed measure provides that henceforth appointments in the executive branch of the government shall not require the advice and consent of the Governor's Council. Exceptions to this provision include appointments to the Youth Service Board, Industrial Accident Board, Commission of the Department of Public Utilities, Parole Board and Appellate Tax Board, which appointments shall continue to require Coun- cil action. However, should the Council fail to act upon such appointments within thirty calendar days, then the person involved shall be deemed to have been lawfully appointed. Any appointment in the executive branch by an officer other than the Governor which heretofore required Council approval shall henceforth require approval by the Governor.
Removals from office shall no longer require the advice and consent of the Council, except in the case of the Youth Service Board, which removals must still receive Council approval. As in the case of appoint- ments still requiring Council approval, such recommended removal from the Youth Service Board must be acted upon by the Council within thirty calendar days; otherwise the proposed removal shall become effective as if approval had been given. In the case of any appointment which heretofore required Council approval the Governor may, within fifteen days of the making of the appointment, remove the person appointed without cause.
The Council shall no longer be required to approve the fixing of any compensation for services rendered in the executive department. And henceforth there need be no approval by the Council of actions or agree- ments by executive officers, including but not limited to borrowings and loans, investments, leases, licenses, purchases and conveyance's and con- tracts, and also including the promulgation of rules and regulations.
Notwithstanding the foregoing, the Governor shall at all times remain free to seek the advice and consent of the Council upon any matter.

Do you approve of a law summarized below, which was approved in the House of Representatives by a vote of 180 in the affirmative and 40 in the negative and was approved in the Senate by a vote of 28 in the affirmative and 5 in the negative?

SUMMARY
Under the Act, effective as of January 1, 1964, each member of the General Court shall receive seventy-eight hundred dollars for each regu- lar annual session, the President of the Senate and Speaker of the House of Representatives shall each receive the same amount as additional compensation, and the floor leaders of each of the major political parties in the Senate and House, the Chairman of the Senate Committee on Ways and Means and the Chairman and Vice-Chairman of that committee in the House, shall each receive thirty-nine hundred dollars as additional compensation, to be paid as provided in the Act. After the same date the annual expense allowance is to be six hundred dollars for each member and travel allowance is to be eight cents per mile with a stated minimum and an alternative, and a member chosen to fill a vacancy or who resigns during a session is to be entitled to per diem compensation at the rate for each regular annual session and to the allowances for travel and other expenses for the time of his membership.
It is also provided that in addition to the compensation for the 1963 annual session the President of the Senate and Speaker of the House shall be paid thirty-nine hundred dollars, the floor leaders of each major poli- tical party in the Senate and House, the Chairman of the Senate Com- mittee on Ways and Means and Chairman and Vice-Chairman of that committee of the House, shall be paid twenty-nine hundred and twenty- five dollars and each other member shall be paid nineteen hundred and fifty dollars. Each member shall also be entitled to an additional expense allowance of two hundred dollars for the calendar year 1963 and the travel allowance shall be at the rate of eight cents per mile with a stated mini- mum and an alternative for the balance of the calendar year 1963.

Pursuant to the foregoing warrant the meeting was held in the Memo- rial School on Tuesday, the 3rd day of November, 1964 at 6:00 A.M. The following persons were appointed election officers, sworn in by the Town Clerk and assigned to their duties as follows: Thomas Clancy, Warden; John Gattoni, Deputy Warden; Charles W. Keirstead, Clerk; Marie Burke, Deputy Clerk; Mary Mair Etienne, Inspector; Alice Ripley, Deputy Inspector; Anne Young, Inspector; Anne Donlan, Deputy In- spector; Tellers, Evelyn Gronberg, Marie Burke, Theresa Hagman, Mary Mair Etienne, Phyllis Ganley, Helen Wills, Mary Timmerman, Beatrice Bangs, Joan Griffin, Hildegarde Munson, Lorraine Ricci, Elizabeth Ek- strom, Mildred Rossi, Alice Hogan, Eileen McCarthy and Viola Burr. Thomas Clancy and John Gattoni were in charge of the ballot box.

A.M., November 4, 1964 and the results telephoned immediately to the new State Election Service and the Network Election Service whose duty is to collect and dispense the results as fast as possible.
The total vote cast for the complete ballot was 2785 of which 2699 were cast in person, 63 civilian absentee ballots and 23 Servicemen's Absentee Ballots received. Also for the first time 46 residents formerly from out of State were qualified to receive and vote by Partial Ballot for Presidential Electors only. This largest vote ever cast in Medfield · represented about 88.8 per cent of the registered voters (3133).

After the complete tabulation of results was announced, the ballots, tally and master sheets and voting check lists were turned over to the Town Clerk for safe keeping as prescribed by law. Due to the close con- test for Governor extra precaution was taken to insure safety of the bal- lots. The Secretary of State's office conducted an official check by phone to every City and Town Clerk of the votes cast for Governor which deter- mined that a recount requested by Francis X. Bellotti was not warranted. Total results of the election and disposition of all absentee ballots and Partial Presidential Ballots was posted as required by law. A true copy attest:

Article 1. To see if the Town will vote to accept as public ways the following named streets, or parts thereof, viz:
Hearthstone Drive and Arnold Drive
as laid out by the Board of Selectmen on November 10, 1964 and as shown on plans referred to in the several Orders of Layout and on file with the Town Clerk's Office and to authorize the Board of Selectmen to acquire by eminent domain or otherwise such rights, titles and easements, in- cluding drainage easements, as may be necessary to accomplish such purpose, or do or act anything in relation thereto.

Article 2. To see if the Town will vote to raise and appropriate and/ or transfer from available funds the sum of Two Hundred and forty- four Dollars and Twenty-seven Cents ($244.27) for the purpose of paying land damages arising from the relocation of Hospital Road, or do or act anything in relation thereto.

Article 3. To see if the Town will vote to raise and appropriate and/ or transfer from available funds in the Town Treasury the sum of One Thousand Five Hundred Dollars ($1,500.00) for Aid to Families with De- pendent Children or do or act anything in relation thereto.

Article 4. To see what sum the Town will vote to raise and appro- priate and/or transfer from available funds in the Town Treasury or unexpended balances for the purchase of a second hand pickup truck for the Highway Department and to authorize the Selectmen to trade the 1955 Ford Pickup Truck as part of the purchase price, or to authorize the Selectmen to transfer said pickup truck to another department or do or act anything in relation thereto.

Article 5. To see if the Town will vote to transfer the sum of Seven Hundred and Sixty-two Dollars ($762.00) from the Road Machinery Fund to the Operating Account, or do or act anything in relation thereto.

Article 8. To see if the Town will vote to transfer from available funds to the Care of Trees Account a sum of money to defray the cost of operations for the remainder of the year, or do or act anything in relation thereto.

Article 9. To see if the Town will vote to authorize the Board of Selectmen to appoint a committee of eight citizens of the Town of Medfield to be and constitute a Land Acquisition Committee for School Building Needs, said Committee to study into and investigate the desir- ability of acquiring land for school building purposes and to report and make recommendations to the Town thereon from time to time, or do or act anything in relation thereto.
