By virtue of this warrant I have notified and warned the inhabitants of the Town of Medfield, qualified to vote in elections to meet at the time and for the purpose named by posting attested copies of said war- rant in not less than five public places in the town at least seven days before the time of holding the meeting.

ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS
March 2, 1964
Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock Noon by the Town Clerk with the reading of the warrant through Article 1. The ballot box had been previously checked and found to be in good working order, instructions to voters and specimen ballots posted at the entrance and within the polling place. The following persons were sworn in and assigned to their duties: Mary Mair Etienne and Beatrice Bangs distributing ballots, Anne Young and Anne Donlan checking at the Ballot Box, Charles W. Keirstead, Clerk and Marie Burke, Deputy Clerk. The tellers for the counting of ballots after the polls were closed were Helen Wills, Lorraine Ricci, Phyllis Ganley, Viola Burr, Marie Burke, Evelyn Gronberg, Alice Hogan, Mary Mair Etienne, Hildegarde Munson, Elizabeth Ekstrom, Theresa Hagman, Beatrice Bangs, Mildred Rossi, Mary Hazel, Joan Griffin and Eileen McCarthy.
The Polls were declared closed at 8:00 P.M.

As a recount was probable on the close vote for School Committee for one year added precaution was observed in sealing each block of 50 ballots and padlocking and sealing the ballot case. Following a request and petition for a recount for the office of Member of the School Committee for the term of one year by Mr. Gordon W. Thomas, all parties interested were notified that a recount of votes would be held at the Town Office at 7:00 P.M. on March 7, 1964

Article 5. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. Voted to raise and appropriate the sum of $6,400.00 for the reconstruction and resurfacing of Main Street (Route 109); said money to be used with funds allotted by the County and State.
Article 7. Voted to appropriate the sum of $7,839.06 from funds re- ceived under the provisions of Chapter 822 of the Acts of 1963 for the pur- pose of improving and widening Main Street (Route 109).
Article 8. Voted to raise and appropriate the sum of $5,000.00 to the Street Improvement Account for the reconstruction of a section of Granite Street.
Article 9. Voted that the sum of $14,500.00 be raised and appro- priated to the Street Resurfacing Account to be used for the resurfacing of North Street from the Dover Town Line to School Street.
Article 10. Voted to raise and appropriate the sum of $3,500.00 for the purchase of a Self-Unloading Sand Spreader for the use of the High- way Department.
Article 11. Voted that this article be dismissed wherein a sum of money was sought for the purchase of a new truck and plow for the High- way Department.
Article 12. Voted to raise and appropriate the sum of $3,000.00 to purchase and equip a 1964 motor vehicle for use as a Police Cruiser.

Article 17. Voted to dismiss this article wherein a proposal to accept the provisions of Chapter 409 of the Acts of 1962 was submitted.
Article 18. Voted that Article 28 of the 1958 Annual Town Meeting be amended to read as follows: "That each new member be given a com- plete regulation uniform and equipment at the Town's expense, and each regular full time member of the Police Department be granted an al- lowance not to exceed $100.00 per year for replacement costs. Complete uniforms to be worn at all times when on duty, and not to be used when off duty."
Article 19. Voted to raise and appropriate the sum of $1,664,86 for the purpose of paying land damages arising from the relocation of Hard- ing Street.
Article 20. Voted that the sum of $1,440.00 be raised and appropri- ated to a Town Hall Painting Account for the purpose of painting the ex- terior of the Town House.
Article 21. Voted that the sum of $900.00 be raised and appro- priated to a "Recreation for Handicapped Children Account", such ac- count to be administered by the Board of Selectmen.
Article 22. Voted to instruct the Selectmen to petition the Boston Edison Company to install street lights on the following named streets: 4 lights-Winter Street.
Article 23. Voted to hear and act on any reports of any special com- mittees appointed at previous Town Meetings. None were given.
Article 24. Voted to dismiss this article wherein the purchase of a new ambulance for the use of the Town was sought.
Article 25. Voted that the sum of $10,000.00 be raised and appro- priated to a "Test Wells Account" to make an engineering survey for the purpose of drilling wells in order to seek new water supply.
Article 26. Voted that the sum of $3,200.00 be raised and appro- priated to the Granite Street Water Extension Account for the purpose of completing the Granite Street water extension.
Article 27. Voted that the sum of $3,500.00 be raised and appro- priated to a "Sewer Bed Rehabilitation Account" for the purpose of re- leveling seven sewage beds.

Article 28. Voted to authorize the Water and Sewerage Board to appoint one of its members as Water Superintendent.
Article 29. Voted to authorize the Board of Assessors to appoint one of its members as Clerk.
Article 30. Voted to authorize the Board of Health to appoint one of its members as Agent for the Board of Health.
Article 31. Voted to authorize the Cemetery Commissioners to ap- point one of its members as Superintendent.
Article 32. Voted that the sum of $500.00 be raised and appropriated to the "Resurfacing Vine Lake Cemetery Roads and Drives Account" for the purpose of surfacing the drives in the Vine Lake Cemetery.
Article 33. Voted that the sum of $1,200.00 be raised and appropriated to the "Fire Station Lighting Plant Account" for the purpose of installing a Portable Lighting Plant at the Fire Station, such appropriation to be expanded together with the appropriation made under Article 29 of the Annual Town Meeting of 1963.
Article 34. Voted to donate the present Forest Fire Truck to the Trustees of Reservations.
Article 35. This article was dismissed wherein the purchase of an emergency truck for the Fire Department was sought. 174 voted for dis- missal. 90 voted against.
Article 36. Voted that this article be dismissed wherein the Fire De- partment sought the purchase of a 75 foot Aerial Ladder Truck.
Article 37. Voted to raise and appropriate the sum of $1,000.00 for the purpose of making extraordinary repairs to the Fire Department Whistle located at the Town Hall.
Article 38. Voted to dismiss this article wherein the sum of $2,700.00 was sought by the Park Commission for the purpose of surfacing the parking lot at the Town Swimming Pond on Green Street.
Article 39. Voted to dismiss this article wherein the sum of $1,000.00 was sought by the Park Commission for the purpose of improving the Bakers Pond area.

Article 40. Voted to authorize the Park Commission to disburse from its annual appropriation miscellaneous sums of money for entrance fees, the purchase of prizes and awards and the like in connection with the participation of groups sponsored by the Park Commission in meeets, con- tests and competition both within and without the confines of the Town of Medfield.
Article 41. Voted to raise and appropriate the sum of $696.00 for the purpose of purchasing a Permanent Plan File for the Planning Board.
Article 42. Voted to raise and appropriate the sum of $500,000 to the Planning Board for the purpose of providing necessary secretarial help and for the preparation and dissemination of information in connec- tion with the preparation of the Master Plan.
Article 43. Voted to authorize the Moderator to appoint a committee of five (5) who shall make arrangements and spend money appropriated under Article 3 for the observance of Memorial Day. The Moderator sub- sequently appointed the following committee:
Ralph A. Baker, Melville J. Mills, Vincent A. Palumbo, Edward R. Perry and Mrs. Nancy A. Weir.
Article 44. Voted to dismiss this article wherein a sum of money from Free Cash in the Treasury for the reduction of the 1964 Tax Rate was sought.
Article 45. Voted to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

By virtue of this warrant I have duly notified the inhabitants of the Town of Medfield, qualified to vote in elections to meet at the time and for the purpose named, by posting attested copies of said warrant in not less than five public places in the Town at least seven days before the time of holding the meeting.

Persuant to the foregoing warrant, the meeting was called to order at 10:00 o'clock, Noon and after reading the warrant the polls were de- clared open. The Ballot Box had been previously checked and found in good working order and specimen ballots and instructions to voters were posted at the entrance and within the polling place. The following persons were appointed election officers, sworn in by the Town Clerk and assigned to their duties as follows: Thomas Clancy, Warden and John Gattoni, Dep- uty Warden who were in charge of the Ballot Box, Charles W. Keirstead, Clerk and Marie Burke, Deputy Clerk; Mary Mair Etienne and Beatrice Bangs, Inspectors who distributed ballots; Anne Young and Anne Donlan, Inspectors who checked at the ballot box; and Alice Hogan, Viola Burr, Mildred Rossi, Phyllis Ganley, Charlotte Randolph, Joanne Griffin, Eliza- beth Ekstrom, Hildegarde Munson, Mary Hazel, Beatrice Bangs, Helen Wills, Eileen McCarthy, Marie Burke, Mary Mair Etienne, Theresa Hagman, and Evelyn Gronberg as Tellers. Thomas Clancy in charge of Ballot Box.
The total vote cast was 455. Republican, 328; Democratic, 127
