TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS

To either of the Constables of the Town of Medfield, in said County greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Memorial School Audi- torium, in said Medfield on Monday, the seventh day of March A.D. 1960 at 12:00 Nooon then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, viz:
One Moderator, One Town Clerk, One Treasurer, Three Constables, all for one year;
One Selectman, One Assessor, Two Trustees of the Public Library, Two Members of the School Committee, One Member of the Board of Health, One Cemetery Commissioner, one Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years;
One Member of the Planning Board for five years.
QUESTION OF PUBLIC POLICY
An amendment to Chapter 32-B, General Laws:
Chapter 595, Acts of 1959 which became effective December 13, 1959:
An act authorizing certain political subdivisions of the Common- monwealth to contribute one-half of the cost of certain premiums of insurance of retired employees.
Chapter 32-B of the General Laws is hereby amended by inserting after Section 9 the following section:
Section 9-A. A county by vote of the County Commissioners, a city having a Plan D or Plan E Charter by majority vote of its city council, and any other city by vote of its city council, approved by the mayor, and a district by vote of the district at a district meeting, may provide that it will pay one-half of the amount of the premium to be

paid by a retired employee under the provisions of the first sentence of section nine. A town may provide for such payment if a majority of the votes cast in answer to the following question which shall be printed on the official ballot to be used at an election in said town is in the affirmative:
"Shall the town pay one-half the premium costs payable by a retired employee for group life insurance and for group general or blanket hospital surgical and medical insurance?"

Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue note, or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.
Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 6. To see if the Town will vote to accept as public ways the following named private ways on file with the Town Clerk's Office, and to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accomplish said purposes:
ROBERT SPROUL ROAD: which extends from Main Street in a southerly direction for approximately 670 feet.
LEDGETREE ROAD: that portion which extends from Hill- crest Road in a northerly direction for a distance of approxi- mately 705. feet.
HILLCREST ROAD: that portion between station 6 and 10 and 14 and 57.57, a distance of approximately 850. feet.
Article 7. To see if the Town will vote to accept as a public way Pound Street which extends in a northeasterly direction from South Street for a distance of approximately 2270 feet to Main Street as relocated by the Selectmen, and as shown on a plan entitled "Plan and Profile of Pound Street, Medfield, Mass." dated January 11, 1960 and on file in the Town Clerk's Office, and to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accomplish such purpose.
Article 8. To see if the Town will vote to raise and appropriate a sum of money for the reconstruction of Pound Street, or do or act anything in relation thereto.
Article 9. To see if the Town will vote to accept as a public way that part of Dale Street from Bridge Street to Frairy Street which extends in an easterly direction for a distance of approximately 2250 feet as established and relocated by the Selectmen and as shown on a plan entitled "Plan of Dale Street between Bridge Street and Frairy Street" and on file with the Town Clerk's Office, and to authorize the Selectmen to acquire by eminent domain, purchase or otherwise acquire such rights, titles and easements as may be necessary to accom- plish said purpose, or do or act anything in relation thereto.

Article 10. To see if the Town will vote to raise and appropriate a sum of money for the construction of a section of High, South and Spring Streets (Route 27); said money to be used with funds allotted by the County and State, or do or act anything in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate the sum of $3,300.00 for the purchase of a second-hand truck chassis and a sand spreader to be mounted on the same and authorize the Selectmen to trade or sell as part of the purchase price the 1934 White Truck and Sand Spreader, or do or act anything in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate the sum of four thousand dollars ($4,000.00) for the purpose of replac- ing the culvert on Harding Street (Route 27) connecting North Brook to Mill Pond, or do or act anything in relation thereto
Article 13. To see if the Town will vote to authorize the Select- men to acquire by purchase, eminent domain, or otherwise acquire such rights, titles and easements, in and on land on the westerly side of Adams Street owned by Camille E. Roy and Donald W. Baker for the purpose of draining water from the High School Building and Adams Street, or do or act anything in relation thereto.
Article 14. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a catch basin and pipes in Adams Street and in a proposed easement on the westerly side of Adams Street in the vicinity of the High School for the purpose of disposing water from the roofs of the school building and the street, or do or act anything in relation thereto.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the installation, on the northerly side of Main Street and the westerly side of the Railroad Grade Crossing, of a catch basin and pipes and the construction of a sidewalk for a distance of 50 feet, or do or act anything in relation thereto.
Article 16. To see if the Town will vote to raise a sum of money and appropriate it to the Street Improvement Account; said funds to be expended for the improvement and surfacing of Grove Street be- tween the public dump and West Street and for the installation of drainage and surfacing of Dale Street between Bridge and Grove Street, or do or act anything in relation thereto.
Article 17. To see if the Town will vote to raise and appropriate a sum of money and transfer a sum of money from Article 22 of the Annual Town Meeting of 1959 (Curve Street Drainage) for the installa- tion of storm water drainage on Pleasant Street, and Oak Street be- tween Pleasant Street and Miller Street, or do or act anything in relation thereto.

Article 18. To see if the Town will vote to authorize the Board of Assessors to appoint one of its members as a clerk, or do or act anything in relation thereto. (Assessors)
Article 19. To see if the voters of the Town of Medfield will vote to accept the provisions of Chapter 85, Section 11A of the General Laws of Massachusetts as amended pertaining to the Registration and Operation of Bicycles, or do or act anything in relation thereto. (Police)
Article 20. To see if the voters of the Town of Medfield will take any action to raise the pay scale of Patrolmen in the Police Depart- ment from:
Minimum $3,380.00 per year to Minimum $3,680.00 per year
Maximum $4,300.00 per year to Maximum $4,600.00 per year
or do or act anything in relation thereto.
Article 21. To see if the voters of the Town of Medfield will take any action to raise the pay scale of the Chief of Police from:
Minimum $4,700.00 per year to Minimum $5,000.00 per year.
Maximum $5,700.00 per year to Maximum $6,000.00 per year. or do or act anything in relation thereto.
Article 22. To see if the Town will vote to accept the Rules and Regulations of the Police Department in accordance with Article 25 of the Annual Town Meeting of March 10, 1958.
RULES AND REGULATIONS FOR GOVERNING THE MEDFIELD POLICE DEPARTMENT
PREAMBLE
There shall be Police Department established by the Board of Selectmen and such department shall be under the supervision of an officer to be known as the Chief of Police. The Selectmen shall appoint a Chief of Police and such other officers as they deem necessary and fix their compensation, not exceeding, in the aggregate, the annual appropriation therefor.
CHIEF OF POLICE
Section 1. The Chief of Police shall from time to time make suit- able regulations governing the Police Department, and the officers thereof, subject to the approval of the Board of Selectmen; provided,

that such regulations shall become effective without such approval upon the failure of the Selectmen to take action thereon within 30 days after they have been submitted to them by the Chief of Police.
Section 2. The Chief of Police shall be in immediate control of all town property used by the Police Department and of the Police Offi- cers, whom he shall assign to their respective duties and who shall obey his orders.
Section 3. The Chief of Police shall be the chief executive officer of the Police Department, and shall be responsible for its discipline and efficiency. He shall see that all the laws of the Commonwealth, and the By-Laws of the Town, the execution of which rests upon the Police force are duly observed and enforced and he shall also promptly execute all orders from the Board of Selectmen.
Section 4. The Chief of Police shall have power to promulgate orders to the Police Force not inconsistent with the laws and the By- Laws of the Town. Such orders shall be written or printed and all members of this force shall observe and obey them.
Section 5. The Chief of Police may temporarily suspend from duty any member of the department for a period not exceeding five days, in accordance with the provisions of Chapter 429 of the Acts of 1949, which amended Chapter 31 of the General Laws, pending a hearing which shall be held within said five days by the Board of Selectmen; and the pay of such member shall not be allowed during the period between his suspension and his reinstatement or discharge, unless the Board of Selectmen shall find the suspension to have been without just cause.
Section 6. The Chief of Police shall keep a complete record of the business of the department, and for that purpose shall have such books as be required.
Section 7. He shall be the custodian of all found, recovered, and confiscated property held at the Police Department. He shall be res- ponsible for the legal disposition of all such property coming into his possession.
Section 8. He shall make an annual written report to the Board of Selectmen in all matters pertaining to his department with recom- mendations as to the same.
Section 9. He shall establish definite policies with reference to: (a) the attitude of the Department toward the public, other officials, and press representatives; (b) the detachment of police officers to per- form other than prescribed police duties; and (c) supplying information to official and unofficial persons or organizations.

Section 10. He shall submit a written report of the Board of Selectmen recommending disciplinary action for any member of the department when he feels it is needed.
Section 11. He shall permit no change to be made in the organi- zation without his consent.
PATROLMEN
Section 1. A Patrolman carrying out the functions of the depart- ment, including the preservation of life and property, the prevention of crime, the arrest and prosecution of violators of the law, and the proper enforcement of laws and ordinances of which the Department takes cognizance, shall constantly direct his best efforts to accomplish that end intelligently and efficiently and shall hold himself in readiness to answer the calls and obey the orders of his superiors.
Section 2. A patrolman shall be present at roll call and attend at the Police Station at the time appointed; if absent without leave he shall be reported to the Chief.
Section 3. A Patrolman going out on duty shall, immediately after roll call, proceed to his post of duty. He shall not loiter around the station.
Section 4. A Patrolman on duty shall be permitted to suspend patrol for the purpose of having lunch, but only such period of time shall be allowed therefor as is reasonable and actually necessary.
GENERAL
Section 1. Members of the Department shall not drink any kind of intoxicating liquors on duty or at any time while in uniform.
Section 2. Members of the Department shall conform to and abide by the Rules and Regulations of the Department and observe the laws and ordinances in force in the Town of Medfield.
Section 3. Members of the Department shall not smoke while in uniform and in public either on or off active duty.
Section 4. Members of the Department shall not apply for a Search Warrant or other warrant nor serve such warrants without the knowledge and approval of the Chief.
Section 5. All members of the Department concerned in cases before the courts are to be punctual in attendance. They shall have

the cases in which they are interested properly prepared, witnesses properly subpoenaed and all evidence suitably arranged for presenta- tion to the court.
Section 6. Any member of the Department who may be placed temporarily in the position of a member of higher rank by proper authority shall exercise the authority and perform the duties of such higher position and shall be held responsible in like manner as if regularly appointed to such higher office. He shall be careful not to interfere with or countermand any order issued by the member whose place he temporarily occupies, except when the expediency of police business demands.
Section 7. Members of the Department shall promptly report to the Chief any accident with any department motor vehicle operated by them or in their charge, and submit a written report.
Section 8. Members shall not be absent from duty without per- mission. Members shall be punctual. Members shall arrive at the Police Station in time to enable them to go on duty at the appointed hour. They must be in uniform and ready to work at the appointed hour.
Section 9. Members shall not send any letter relating to police business unless it is over the signature of the chief.
Section 10. A member of the Department shall not incur a lia- bility chargeable against the Town of Medfield unless with the know- ledge and consent of the Chief.
