An efficient and orderly highway system is a basic element of our local economy, and an engineering analysis is being made of the main arteries, primary and secondary streets in the Town of Southbridge to determine their classification of de- creasing importance and decreasing order of urgency for im- provement and/or reconstruction. This analysis will be based on the current and potential use; also present conditions of our highway system. Priority will be set up according to the following:
1) Safety;
2) Roads which provide maximum service;
3) Roads which provide minimum service.
Based on the figures compiled for the period from 1951 to 1960 inclusive, the average expenditure for capital improve- ments has been $100,000.00 per year. This figure includes cost of roads, sewers, drains, recreation and miscellaneous.
We have reached the position of being able to reconstruct one or two streets per year, and even this is becoming increas- ingly difficult due to the rising costs of general government. With approximately 20% of our highway system in good re- pair, we must find additional sources of income.
Again this year, all work was done with the full coopera- tion of the Highway Department and the Board of Selectmen, which resulted in better work and a great saving to the Town of Southbridge.
I wish to take this opportunity to thank the members of your Board, and other Boards, Committees, and Departments for their cooperation during the year.

On behalf of the Police Department, I wish to express my sincere thanks for the splendid support and cooperation re- ceived from your honorable board, all other Town Depart- ments, parents and members of the School Safety Patrol, the School Superintendent and the faculty of all schools for their support and interest in pedestrian safety for school children in close cooperation with the safety officers, the Southbridge Safe- ty Council, Press, Radio, Industry, Merchants and Citizens of this great Community in the year 1962.

REPORT OF FOREST FIRE DEPARTMENT
The Forest Fire Department answered 92 alarms for forest fires in 1962.
There were 615 permits issued for fires in the open.
I wish at this time to thank the people for their good will and again ask their co-operation with this Department to pre- vent fires in this vicinity.
