To see if the Town will vote to raise and ap- propriate, borrow or transfer, the sum of $2,500.00 for the con- struction of a storm water drain from the north end of Maple Street southerly along Maple Street to Main Street, thence along Main Street for a total distance of approximately 630.0 feet, said money to be used in conjunction with money voted under Article 20 of the Annual Town Meeting held March 12, 1962, or act anything thereon.
VOTED: In the affirmative for $2,500.00; said money to be used in conjunction with money voted under Article 20 of the Annual Town Meeting, held March 12, 1962, provided proper easements are granted, with work to be done by con- tract.
Article 28. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the installa- tion of two catch basins and two retaining walls on Temple Drive, or act anything thereon.

The following is a copy of the minutes of the Public Hear- ing held by this Board on January 28, 1963 concerning the pro- posed zone change in the Cohasse St. area and described in the attached legal notice (said legal notice appeared or pub- lished in the Southbridge News on the following dates: Jan. 7 - 11 - 18.)
The hearing was opened at 8 P.M. on January 28, 1963 by Chairman Arsenault.
Board Members present: Arsenault, Flanagan, Para, Pont- briand and Desrosiers.
The Legal Notice was read by Secretary Flanagan. An- tonio Tieri, one of the proponents, was the first speaker. He outlined his proposed plans for the area which included the construction of 4-family residences with an initial investment of $200,000.00. He stated that the buildings would be of 2-story construction with 2 apartments on each floor which would rent for $80 - $100 per month. The buildings, he asserted, would be well landscaped and would contain a community laundry and recreation room in the basement.
Atty. Rosario S. Normandin was the second speaker repre- senting over 50 families in the area. He stated this project would spoil the natural beauty of the area, would eliminate an existing buffer-zone, would devaluate the existing homes in the area and would be a traffic and safety hazard. He sub- mitted a list of over 60 families in the area opposing the pro- posed change.
Chairman Arsenault announced that the Board would take the views expressed under advisement and would make its recommendation at the Annual Town Meeting on March 11. 1963.
The hearing was adjourned at 8:45 P.M.

The following report read by Marc A. Arsenault, a mem- ber of the Southbridge Planning Board:
Following a Public Hearing held on January 28, 1963 and

after considerable discussion and investigation, the South- bridge Planning Board has voted unanimously not to recom- mend approval of the zone change proposed in Article 32.
The Planning Board, however, does not wish to give the impression that it is opposed to the construction of so-called "Garden-Apartments" as such. The Board recognizes the in- vestment possibilities involved for the builder as well as the tax revenue and other considerations which might prove valu- able to the community itself. We are also aware that rising land costs and land taxes as well as the shortage of land avail- able for resident construction are leading to the construction of such facilities in many communities with, as far as we have been able to determine, with good results. It is logical that such construction will come to Southbridge. We feel that in this case, however, the location proposed is too close to Single Family homes. To refer to the Town Meeting.
Finance Committee's recommendation:
The following motion presented and seconded.
THAT the Zoning By-Law change requested under Ar- ticle 32 not be accepted by the Town.
Mr. A. Tieri explained his investment would amount to $250,000.00 and that the buildings would enhance the entire section.
Mr. Tieri was given permission by the moderator to dis- play his colored sketches of proposed structures in both halls.
Unanimous consent granted to the moderator to go along with Article 33 while Mr. Tieri was displaying his sketches.
Article 33. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the Main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.
VOTED: In the affirmative for $2,000.00.
Article 34, To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Pleasant Street, said money to be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.
VOTED: In the affirmative for $8,000.00, with work to be done by contract.
Article 35. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for special main- tenance of Eastford Road, said maintenance to consist of sur- facing from the southerly terminus of the 1962 surfacing,

thence southerly for as long a distance as possible with the aforementioned funds; and that said money be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.
VOTED: In the affirmative for $4,000.00, with work to be done by contract.

Mr. Tieri returned to the auditorium and discussion fol- lowed.
Atty. R. S. Normandin while speaking against the zone change stated: he had been retained by many families of the Lebanon Park area.
Discussion being over the moderator made the following announcements:
Voters desiring to vote for or against the zone change will stand and remain standing until the count is completed by tellers.
A 2/3 vote is necessary for a Zone Change.
The Planning Board's motion is a negative motion. You'll vote YES if you don't want a zone change. You'll vote NO if you want a zone change.
