The Town Counsel advised that we could not vote on said substitute motion because the amount of money requested was a larger amount than what appeared in the article.


Mr. E. Ryan presented an amendment, duly seconded, That said amount of $ 1 , 521 . 00 be amended in Mr. J. Benoit's substitute motion. Said amendment to read $1,456.00. It was so voted.


VOTED: To transfer the sum of $1,456.00 from the Road Machinery New Equipment Account to increase the wages one step on the wage scale for the employees of the High- way Department that did not receive an increase at the an- nual town meeting in March. Increase to be retro- active to January Ist and to become effective immediately .


Article 12. To see if the Town will vote to hear, act on and accept the report of the Board of Selectmen as to lay- ing out of a public way, a certain street to be known as Brentwood Drive from the easterly line of Lebanon Hill east- erly and northerly to the land now or formerly owned by Adelina Peck, a distance of about 2,160 feet, or act any- thing thereon.


Motion by Finance Committee: Indefinite postponement. Duly seconded.


The following substitute motion presented by selectmen: To see if the Town will vote to hear, act on and accept the report of the Board of Selectmen as to laying out of a public way a certain street to be known as Brentwood Drive from the Easterly line of Lebanon Hill Easterly and Northerly to land now or formerly owned by Adelina Peck, a distance of about 900 feet, or act anything thereon.

Mr. Ryan a member of the Southbridge Planning Board, pointed out to the voters that before a street can be accepted the layout of said street must be posted. He further pointed out to the moderator that said layout was posted in February of 1966.


He then questioned description of land relevant to the sub- stitute motion. Mr. S. Anthony Caprera, selectman, re- plies; "900 feet instead of the 2, 000 feet technically in- volved." "As you know, we have lost our town engineer and the 900 footage is the best I can offer you under the circumstances."


Mr. Ryan was not in favor of accepting the street. He also stated: "Street is not passable."


Mr. A. Bellerive, selectman, spoke in favor of the accept- ance and stressed that we accept 900 feet for said street. He stated: "Said street is up to grade and passable." "Furthermore, said development would bring in more taxes to the Town. "


After more pros and cons L. Morin, moves the previous question which was duly seconded and so voted.


On substitute motion of Selectmen, duly seconded, it was VOTED: (Overwhelmingly) To accept the report of the Board of Selectmen as to laying out of a public way a certain street to be known as Brentwood Drive from the Easterly

Article 13. To see if the Town will vote to raise and appropriate, borrow or transfer, the sum of One Hundred Fifty Dollars ($150.00) to an account to be known as the Regional Vocational School Planning Committee, Administra- tive Expense Account, pursuant to Chapter 71 of the Gener- al Laws of Massachusetts, Section 14 to 161 inclusive, or act anything thereon.


On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $150.00 out of the Excess and Deficiency Account.


Article 14. To see if the Town will vote in accordance with Section 22 B of Chapter 40 of the General Laws to auth- orize the Board of Selectmen to lease until March 31, 1967 , property located at the corner of Main and Goddard Streets owned by Martin Realty Co., of Auburn, Inc., to be used for off-street parking upon such terms and conditions as the Board of Selectmen might determine and to raise and appro- priate, borrow or transfer a sufficient sum of money to cover the cost of such lease, public liability insurance and the cost of policing and maintaining said area, or act anything thereon.


On motion of Finance Committe, duly seconded, it was VOTED: Totransfer $2, 000. 00 from the Excess and Deficien- cy Account and to authorize the Selectmen to act in accord- ance with the request in the article.


Article 15. To see if the Town will vote to amend Section 3 of Article MCX of the Town By-Laws, as amended from time to time so that it will read as follows:

The Compensation Plan, when established by vote of the town, shall consist of the minimum and maximum salaries and wages to be paid all employees of the town in any po- sition subject to the Classification Plan, and the Compen- sation Plan may be amended from time to time by vote of the Annual Town Meeting or by vote of a Special Town Meeting, or act anything thereon.

On motion of Finance Committee, duly seconded, it was VOTED: That the vote passed under Article 49 at the 1966 Annual Town Meeting is hereby amended to read as follows: VOTED: (Unanimously) (1) That the sum of $155,000.00 be and hereby is appropriated for the purpose of construct- ing, originally equipping and furnishing an addition to the Jacob Edwards Memorial Library, said sum to be in addition to and used in conjuction with the sum of $50,000.00 allotted for such purposes from Federal Funds under Title II of the Library Services and Construction Act and a sum of money (not less than $58,150.00) available for such


purposes from trust funds in the custody of the Board of Library Trustees;


(2) That to meet the foregoing appropriation of $155,000.00, the sum of $10, 000. 00 shall be raised in the 1966 tax levy and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $145, 000. 00 at one time or from time to time, under authority of Chapter 44, Section 7, Clause 3 of the General Laws and to issue bonds or notes of the Town therefore, each issue of such bonds or notes to be payable in not more than ten (10) years from its date.

QUESTION No. 1 Proposed Amendment to the Constitution


Do you approve of the adoption of an amendment to the con- stitution summarized below which was approved by the Gen- eral Court in a joint session of the two branches held June 11, 1963, received 228 votes in the affirmative and 29 in the negative, and in a joint session of the two branches held May 5, 1965, received YES 225 votes in the affirmative and 24 in the nega- tive ? NO


SUMMARY


The proposed amendment provides that at state elections candidates for Governor and Lieutenant-Governor shall be grouped on the official ballot according to the party that they represent and that it shall not be possible to vote for Governor and Lieutenant-Governor except as a partisan group.


QUESTION No. 2 Proposed Amendment to the Constitution


Do you approve of the adoption of an amendment to the con- stitution summarized below which was approved by the Gen- eral Court in a joint session of the two branches held July 16, 1963, received 169 votes in the affirmative and 100 in the negative, and in a joint session of the two branches held May 5, 1965, received YES 200 votes in the affirmative and 61 in the nega- tive ? NO


SUMMARY


The proposed amendment provides that the Governor, for the purpose of making certain structural changes in the execu- tive department, may from time to time prepare reorganiza- tion plans to be presented to the General Court. If the Gen- eral Court fails to disapprove a reorganization plan within sixty days, of its presentation and has not prorogued by the end of such sixty days, the plan at that time shall have the force of law.
