REPORT OF THE SUPERINTENDENT OF STREETS


To the Honorable Board of Selectmen Southbridge, Massachusetts


Gentlemen:


I hereby submit my annual report for the year ended December 21, 1966.


The following Streets were resurfaced in whole or in part with MC Asphalt.


Airport Road Dennison Hill Road


Jacobs Road


Alpine Drive Girouard Ave. Laurel Hill Road


Dennison Cross Road


Glenridge Road


Meadow Brook Road


Dennison Drive


Hillside Road


Morris Street


Storm Water Drains were installed on Alpine Drive, Laurel Hill Road and Meadow Brook Road. Work on Tipton Rock Road from Lebanon Hill has begun. Chapin Street was re- surfaced with Type I from Dresser Street to Hartwell Street.


On our regular maintenance we cleaned drains, swept streets cut brush and patched streets. We also repaired sidewalks.


All Chapter 90 maintenance streets and roads were patched, drains cleaned and brush cut where necessary. Work was done on Morris S'reet Field. Damage to the Highway Office has been repaired in full.

REPORT OF THE SANITARY INSPECTOR


To the Honorable Board of Health Southbridge, Massachusetts


Gentlemen:


I hereby submit my report as Sanitary Inspector for the year ending December 31, 1966.


I received 29 complaints during the year; all were investigated.


Periodic inspections were made of every section of Town with special attention being made to the outlying districts in an effort to stop dumping on the side of the highways. Licenses issued by this Department - six Funeral Director and one Masseur.

VETERAN'S SERVICES


To the Honorable Board of Selectmen Southbridge, Massachusetts


Gentlemen:


As Director of the Department of Veterans' Services and Agent for Veterans' Benefits Department, I hereby submit my report of activities and services rendered for the year 1966.


VETERANS' SERVICES


This office is located in rooms 12 and 14 of the Town Hall and is open daily from 9:00 a.m. to 1:00 p.m. and 2:00 p.m. to 5:00 p.m., Monday through Friday. The office is also open Monday night from 7:00 to 8:00 p.m. and is available to all veterans of Southbridge and their dependents seeking information pertaining to their rights and benefits under Fed- eral and State Laws.


It is the policy of this department to aid and inform all eli- gible veterans and their dependents how to obtain benefits within the limits of the laws governing each agency.


Photostatic copies of discharges are being developed for Southbridge veterans. In addition, copies of marriage, birth, death and other certificates were made for Veterans' Benefits and claims against the Veterans Administration. Necessary forms were filled out covering lost discharges, burial allow- ance and yearly income questionnaires.


Claims were filed with the Veterans Administration and other branches of the government pertaining to education, training subsistence allowance, insurance payments, medical treat- ment, hospitalization, compensation and pension for vet- erans and their dependents, re-employment rights, employ- ment difficulties, unemployment compensation, as well as numerous telephone calls and letters.


Upon the enactment of the Cold War G.I. Bill (S.9, 89th Congress) this office was flooded with calls and inquiries by discharged servicemen as to their eligibility to entitle- ment to schooling and home loans and also to V.A. services relative to hospitalization and other benefits.

This new Cold War G. I. Bill has made hundreds of men in Southbridge who had been on active duty for more than 180 days since January 31, 1955, or has a service connected disability eligible to receive benefits, that prior to enact- ment of this bill, they were not eligible to receive.

VETERANS' BENEFITS


Under Chapter 115 and it's amendments, each application for Veterans' Benefits submitted to the Town after thorough investigation by this office is forwarded to the office of the Commissioner of Veterans' Services , Boston, Massachusetts, for approval, as under this chapter the state agrees to re- imburse the town for one-half of all aid granted.


An investigator for the State office periodically checks the local agent's office in addition to personally contacting the recipient of Veterans' Benefits.


Under the law of the Commonwealth, if a veteran or his de- pendents, meet all requirements of eligibility and he falls in need of financial assistance through no fault of his own, he is granted Veterans' Benefits. The amount varies and is dependent upon the particular needs of the individual case. Any amount received from federal benefits or other financial grants is deducted from the amount that is allowed by this department, therefore helping to reduce that which must be expended by the town.


As of December 31, 1966, there were 80 active cases on file, aiding 95 persons. In addition, many cases were pend- ing and, as a result, constant follow-up service is main- tained and reviews and appeals are requested where awards are considered unfair or insufficient.

Iwish to express my sincere thanks to all town departments officials at the Roxbury and Boston Veterans' Administration Hospitals and also the Holyoke Soldiers Home.


This office aided between 120 and 130 veterans in gaining

medical services at these fine Veterans' Institutions. We also would like to express our thanks to local industries, Veterans Organizations and their auxiliaries and all others who helped to carry out the service of this department.


I alsowish to express the thanks of all veterans to the Santa Fund who responded to our appeal so generously at Christ- mas time and to various persons who wish to remain anony- mous.

QUESTION No. 1


To see if the Town will vote to accept an Act providing for the use of local governmental employee's group insurance dividends, or refunds to reduce the employee's share of premium costs under the provisions of Chapter 374 of the Acts and Resolves of the General Court of 1965, and as pro- vided for by Section 8A, Chapter 32B, General Laws of Massachusetts, as amended, as follows:

"Shall the Town distribute to its insured employees, after deducting the Town's total administrative cost, the balance of any group insurance dividend which shall be based upon the employees' proportionate share of the total premiums paid for all insurance coverages ?"


QUESTION No. 2


To see if the Town will vote to accept an Act providing for the use of local governmental employees' group insurance dividends, or refunds to reduce the employees' share of premium costs under the provisions of Chapter 374 of the of the Acts and Resolves of the General Court of 1965, and as provided for by Section 10, Chapter 32B, General Laws of Massachusetts, as amended, as follows:


"Shall certain provisions of Chapter 32B of the General Laws, authorizing any county, city, town or district to provide a plan of contributory group life insurance group accidental death and dismemberment insurance, and group general or blanket hospital surgical and medical insurance for certain persons in the service of such county, city, town or district and their dependents, be accepted by this town. "


In the name of the Commonwealth of Massachusetts, you are also required to notify and warn the inhabitants of the Town of Southbridge, qualified to vote in Elections and Town Affairs, to meet at the Southbridge High School Audi- torium, in said Southbridge, on Monday, March 14, 1966 A. D. at seven (7) o'clock P.M., then and there to act on the following articles:


Article 1. To hear and act on the reports of the Town Officers.


Article 2. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of the revenue for the financial years beginning January 1, 1966 and January 1, 1967, in accord- ance with the provisions of the General Laws, Chapter 44, Section 4, and to renew any note or notes as may be given for a period of less than one year, in accordance with pro- visions of General Laws, Chapter 44, Section 17, or take any other action relative thereto.


Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's ac- counts of 1966, or act anything thereon.

Article 4. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Five Hundred ($500. 00) dollars, for labor and equipment to clear tree branches now obstructing Street Lights on various Town streets or act anything thereon.


Article 5. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Two Thousand ($2000.00) Dollars, to complete work on extensive tree breakage caused by the severe ice storm in 1964. Badly damaged trees over streets, walks, and roads jeopardizing public safety. Said sum would include work on all Town owned trees such as Schools, Parks, Oak Ridge Cemetery, or act act anything thereon.


Article 6. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Four Hundred Ninety ($490. 00) Dollars to buy and plant twenty (20) Shade Trees; to plant said trees on new streets, and where dead trees have been removed. If tree or trees are planted on private land, said owner or owners of private land will re- lease to the Town all their rights by proper instrument, or act anything thereon.
