Article 2. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of the revenue for the financial years beginning January 1, 1966 and January 1, 1967, in accordance with the provisions of the General Laws, Chapter 44, Section 4, and to renew any note or notes as may be given for a period of Gen- eral Laws, Chapter 44, Section 17, or take any other action relative thereto.


Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's accounts of 1966, or act anything thereon.

Article 4. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Five Hundred ($500.00) dollars, for labor and equipment to clear tree branches now obstructing Street Lights on various Town streets or act anything thereon.


Article 5. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Two Thousand ($2,000.00) Dollars, to complete work on extensive tree break- age caused by the severe ice storm in 1964. Badly damaged trees over streets, walks, and roads jeopardizing public safety. Said sum would include work on all Town owned trees such as Schools, Parks, Oak Ridge Cemetery, or act on anything thereon.


Article 6. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Four Hundred Ninety ($490.00) Dollars to buy and plant twenty (20) Shade Trees; to plant said trees on new streets, and where dead trees have been removed. If tree or trees are planted on private land, said owner or owners of private land will release to the Town all their rights by proper instrument, or act anything thereon.


Article 7. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Five Hundred Fifty ($550.00) Dollars, to fertilize trees on Main Streets. Said sum would be used for labor and material, to improve their condi- tion and appearance, or act anything thereon.


Article 8. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of One Thousand Five Hundred ($1,500.00) Dollars for mosquito Control. Said sum to be used for insecticide, labor and equipment, to apply in- secticide to swamps and low areas containing collections of water to prevent further breeding, or act anything thereon.


Article 9. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen as to the laying out of a public way a certain street to be known as Brentwood Drive from the Easterly line of Lebanon Hill east- erly and northerly to the land now or formerly owned by Adelina Peck a distance of about 2160 feet or act anything thereon.


Article 10. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of the granolithic sidewalk on the westerly side of Elm Street in front of the Fire Station and adjoining property

owned by Anthony Deterando a total distance of 126 feet or act anything thereon.


Article 11. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con- struction of a storm drain on the Westerly side of Alpine Drive from the existing culvert at land of E. Cadarette South- erly for a distance of about three hundred (300) feet and or to see if the town will vote to construct a storm drain across land of E. Cadarette from the Westerly side of Alpine Drive. Southwesterly for a distance of about one hundred fifty (150) feet or act anything thereon.


Article 12. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Guelphwood Road, said money to be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


Article 13. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the Main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money which may be allotted by the State and county, or both, for this purpose, or act anything thereon.


Article 14. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to purchase or take by eminent domain land and easements required as shown on plan E-4015R drawn by the County Commissioners of the 1966 relocation of Guelphwood Road or act anything thereon.


Article 15. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of eight hundred dollars ($800.00) for the construction of that portion accepted in 1965 of Coolidge Avenue a distance of approximately one hundred (100) feet or act anything thereon.


Article 16. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the re- construction of Cisco Street from Coombs Street to Chestnut Street for a distance of about five hundred and forty (540) feet, said construction to consist of adequate drainage, foun- dation, concrete curbing, widening of bridge of Cohassee Brook, and Type 1 surfacing; or act anything thereon.


Article 17. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con-

struction of drainage and repairing of road surface on Lebanon Hill from Lebanon Brook southerly for a distance of about thirty-two hundred (3,200) feet, or act anything thereon.


Article 18. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to reconstruct Ashland Avenue from North Woodstock Road easterly to Route #131 for a distance of about fifteen hundred (1,500) feet, or act anything thereon.


Article 19. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of Summer Street from Elm Street to Everett Street, a distance of four hundred thirty-two and seven tenths (432.7) feet; said construction to consist of adequate drainage, foundation, curbing, asphaltic sidewalk on northerly side and Type 1 surfacing or act anything thereon.


Article 20. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of Taft Street from Dresser Street to Marcy Street, a distance of about six hundred and sixty-five (665) feet; said construction to consist of adequate drainage, foundation, con- crete curb on easterly and southerly side, Type 1 surfacing and concrete walk on northerly side or act anything thereon.


Article 21. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of Franklin Street from Dresser Street to Dupaul Street for a distance of about three hundred ninety-two (392) feet; said construction to consist of adequate drainage, foun- dation, concrete curbing, asphaltic sidewalk on westerly side, and Type 1 surfacing, or act anything thereon.


Article 22. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to resurface Chapin Street from Dresser Street to Hartwell Street; said surfacing to be a dense mix, type ST, or act anything thereon.


Article 23. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for widening and graveling of Tipton Rock Road or act anything thereon.


Article 24. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the recon- struction of School Street from West Street easterly to High Street for a distance of about twelve hundred and twenty-two (1222) feet, said construction to consist of adequate drainage,

foundation, concrete curbing, and Type 1 surfacing, or act anything thereon.


Article 25. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to repair side- walk and retaining wall from station 128 of the 1935 layout of East Main Street for a distance of approximately sixty (60) feet or act anything thereon.


Article 26. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to repair side- walk and retaining wall between number 268 and 276 Hamilton Street or act anything thereon.


Article 27. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con- struction of a basketball court at Morris Street Field, or act anything thereon.


Article 28. To see if the Town will vote to authorize the Board of Sewer Commissioners to proceed with the construc- tion of a new sewage works to serve Lebanon Hill and adjacent areas or any part thereof; to see if the Town will vote to raise and appropriaete and or transfer from available funds, and/or borrow and issue bonds or notes therefor, a sum of money for the foregoing purposes; to see if the Town will vote to au- thorize and direct the Board of Sewer Commissioners and the Town Treasurer to take such action as may be necessary to obtain any financial grant or assistance from the United States of America or the Commonwealth of Massachusetts, or both, for the foregoing purposes, and to see if the Town will vote to take any other action in connection with the foregoing.


Article 29. To see if the Town will vote to authorize the Board of Sewer Commissioners to proceed with either the construction of new facilities or the alteration of existing facilities, or both, at the sewage treatment plant to alleviate present operating problems; to see if the Town will vote to raise and appropriate and/or transfer from available funds, and/or borrow and issue bonds or notes therefor, a sum of money for the foregoing purposes; to see if the Town will vote to authorize and direct the Board of Sewer Commissioners and the Town Treasurer to take such action as may be necessary to obtain any financial grant or assistance from the United States of America or the Commonwealth of Massachusetts, or both, for the foregoing purposes, and to see if the Town will

vote to take any other action in connection with the foregoing.


Article 30. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to raise man- holes on Worcester Street from the beginning of the state road to the Charlton town line or act anything thereon.


Article 31. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to pay Chester Spielvogel for the construction of a sanitary sewer from the existing sewer on Glenwood Street thence along Idlewood Street and thence along Crestweed Drive for a total distance of 912 feet or act anything thereon.


Article 32. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to pay Anthony Tieri for the construction of a sanitary sewer on Laurel Hill Road from the Southerly line of Cohasse Street Southerly for a distance of about 393 feet or act anything thereon.


Article 33. To see if the Town will vote to rescind vote taken under Article 49 of the Annual Town Meeting held March 15, 1965 for the construction of a tennis court at Eastford Rd. School and to transfer the balance now remaining voted under said Article 49 to the E & D Account or act anything thereon.


Article 34. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to purchase all land, containing approximately 120 acres, owned by Walter Ciesla adjoining the Town gravel bank in Sturbridge for use by the Town as a gravel and sand bank or act anything thereon.


Article 35. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of $1500 to be used for decorating public buildings during the celebration of the 150th Anniversary of the incorporation of Southbridge as a town. Said sum to be used under the direction of the Southbridge 150th Anniversary Committee.


Article 36. To amend the vote taken by the Town under Article No. 7 acted upon at the Special Town Meeting of April 13, 1959, creating the committee for Recreation for the Men- tally and Physically Handicapped Children and placing this Committee under the jurisdiction and supervision of the Rec- reation Committee, to take effect April 1, 1966.


Article 37. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of Eight Hundred (800) Dollars to the Recreation Committee Account, to be used for

the purposes of the Summer Basketball League, said money to be used under the supervision of the Recreation Committee, or act anything thereon.


Article 38. To rescind the vote taken by the Town under Article No. 29 acted upon at the Annual Town Meeting of March 11, 1940 establishing public playgrounds under the jurisdiction of the School Committee and placing the jurisdic- tion of the playgrounds to the Recreation Committee.


Article 39. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Four Thousand Five Hundred ($4,500.00) Dollars to the Recreation Committee account to be used for the purposes of the summer play- grounds, said money to be used under the supervision of the Recreation Committee, or act anything thereon.


Article 40. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to enable the Town Clerk to obtain a vault to be used exclusively by the Town Clerk, or act anything thereon.


Article 41. To see if the Town will vote to accept the provisions of General Laws, Chapter 41, section 108G, as in- serted by Chapter 19 of the Acts of 1963, relative to the estab- lishments of an alternate schedule of minimum annual com- pensation for police officers, which provides as follows:


"Notwithstanding the provisions of any general or special law to the contrary, the minimum annual compensation of each regular police officer of the police department of any city or town which accepts the provisions of this section shall be not less than the following: For the first year of service, Fifty Five Hundred Dollars, For the second year of service, Six Thousand Dollars. For the third year and each succeeding year of service, Sixty Three Hundred Dollars."


This article to be effective December 31, 1966, or act anything thereon.


Article 42. To see if the Town will vote to amend the Section 1, HOLIDAYS-of the Employment practices Affect- ing Compensation known as Article XCXI of the Town By- Laws, to read: Section 1, HOLIDAYS-Town employees in- cluding members of the Police Department shall be entitled to the following Holidays with pay at their regular straight time rate when they fall or are observed within the regular

work week; January First, February Twenty-Second, April nineteenth, May Thirtieth, July Fourth, the first Monday of September, October twelfth, November eleventh, Thanksgiving Day and Christmas Day. Employees other than the Fire De- partment, required to work on a legal holiday shall be paid according to the provisions provided for in Section 4. Members of the Fire Department required to work on a legal holiday shall be allowed compensated time off at the convenience of the department Head, or act anything thereon.


Article 43. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $3,000 to be used to pay for the cost of publishing a book listing valuations and property taxes paid by individuals and business firms in town, once every five years, beginning with this year 1966, or act anything thereon.


Article 44. To see if the Town will vote to amend the zoning by-laws, to establish a uniform heavy industry district on both sides of Dresser Hill Road.


Beginning at the terminus of the existing heavy industry district on the westerly side of Dresser Hill Road; thence running north westerly for a distance of four hundred feet (400), then turning and running easterly to the Town of Charlton town line; then beginning on the easterly side of Dresser Hill Road at the Charlton town line and going easterly for a distance of four hundred feet (400) ; thence turning and going southerly on the entire easterly side of Dresser Hill Road to the beginning of Dudley Hill Road at the southern end of Dresser Hill Road as shown on the 1958 zoning map of the town. The purpose being to have a zone 400 feet deep of heavy Industry on each side of Dresser Hill Road.


Article 45. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to purchase from Eva and Desanges Chamberland lot #15 as shown on plan of "Pleasant Street Heights," dated October 1, 1922 to be used as a Town Street, or act anything thereon.


Article 46. To see if the Town will vote to transfer the sum of $150.00 from the E & D Account to an account to be known as the Special Counsel Account to pay Attorney Harry Zarrow, for his services rendered to the town, or act anything thereon.

Article 47. To see if the Town will vote to transfer the sum of one thousand ten dollars ($1010.00) from the sale of lots and graves account to the Cemetery Improvement Account or act anything thereon.


Article 48. To see if the Town will vote to abandon that section of Old South Road from the westerly line of the 1961 Relocation of South Street as shown on Plans Decree 2028, Plan H3805R, dated March 9, 1961, thence northwesterly to the southerly line of South Street as relocated in 1904 by the County Commissioners, for a distance of approximately six hundred eightly (680) feet, or act anything thereon.


Article 49. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $175,000.00 to be used in conjunction with a sum of money from the Edwards Trust Fund for the purpose of constructing an addition to the Jacob Edwards Memorial Library, or act anything thereon.


Article 50. To see if the Town will vote to abandon that section of Breakneck Road from the Southerly line of the 1904 relocation of South Street, southwesterly to the northerly line of the 1961 relocation of Breakneck Road for a distance of approximately two hundred twenty (220) feet or act anything thereon.


Article 51. To see if the Town will vote upon the recom- mendation of the Board of Selectmen to raise and appropriate or transfer the sum of Two Thousand ($2000.00) Dollars in order to grant a yearly Annuity to Mr. Leon A. Caron, former Town Accountant, under the provisions of Chapter 32, Section 95, General Laws of Massachusetts, or act anything thereon.


Article 52. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1966, or act anything thereon.


Article 53. To see if the Town will vote to rescind its action in acceptance of an article at a previous town meeting establishing the elected term of office of the Tree Warden as a one year term, and elect a Tree Warden as provided for in Chapter 41, Section 1, of the General Laws, to serve for three year terms; said term of office to be effective at the next Annual Town Meeting.


Article 54. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of nine thousand two hundred twenty-eight dollars and thirteen cents ($9,628.13) for the Non-Contributory Retirement System for the pension

allowance payable to Mr. Raymond L. Benoit, $3,209.38 for the period July 1 thru Dec. 31, 1965 and $6,418.75 for the entire year 1966, who retired June 30, 1965 under Chapter 490 Sec- tions 1, 2 & 3 of the Acts of 1961, or act anything thereon.


Article 55. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of the Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Phy- sician at a salary of $870.00 per annum, or act anything thereon.


Article 56. To see if the Town will raise and appropriate money to defray the debts and expenses of the Town for the current financial year and especially for or relating to all or any boards, departments, committees; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.


You are directed to serve this warrant by posting attested copies in six (6) conspicuous places within the Town at least (7) seven days before holding said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the same time and place mentioned before.
