Mr. Dumas stated: "Again, this year, because this report must be submitted for printing deadline before receipt of the "Cherry Sheet" from the State Department of Corporations and Taxation, it is not possible to truly, accurately estimate the 1965 tax rate. It is the "Cherry Sheet" that states what the town must raise for various State and County taxes, as well as telling us what our share of State apportioned receipts will be."


"We estimate that there will be a tax-rate increase of ap- proximately $1.00 or $1.50, from $91.20 due primarily to in- creased departmental budget increases. We hope that you will approve our recommendations this evening."


ARTICLE 1. To hear and act on the reports of the Town Officers:


The moderator did read the action taken on Article 74 at the annual town meeting of March 16, 1964.


"Article 74. VOTED: To continue the existence of the twenty-five member representative Town Meeting Committee adopted at the Special Town Meeting held on December 10, 1962 until the annual town meeting at which the town will act by ballot upon the issue of the change to a Representative Town Meeting form of government. At this time, the Town Counsel gave his ruling to the moderator. The moderator read his ruling: The Representative Town Meeting Committee is no longer in existence as a committee of the town.


VOTED: That the reports of the Town Officers as printed in the Town Report for 1964 be and they are hereby accepted.

Article 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in accordance with Chapter 44, Sec- tion 4, of the General Laws and to renew notes as provided by Chapter 44, Section 17.

Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's accounts of 1965, or act anything thereon.

Article 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1965, or act anything thereon.


NOTE: Re: Finance Committee's Report, pp. 28, Art. 4 Recommendation of Finance Committee. The amount of $130,- 000.00 was amended to $140,000.00 by Mr. Dumas when he was speaking on the Finance Committee Report. The moderator made the announcement at that time of the amendment of the sum.


The moderator requested delayed action of Article 4. Said action on Article 4 would establish the amount of free cash to be used by the Assessors in setting the tax rate, stating that this should depend on appropriations made on subsequent articles.


In the interim, R. C. Arpin, Assessor, had presented the following substitute motion: That the sum of $160,000.00 from the Free Cash in the Treasury be used by the Board of Asses- sors in computing the tax rate for 1965.

Article 5. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum

Regional Vocational School Planning Committee, to consist of three (3) members, including one (1) member of the South- bridge School Committee, all to be appointed by the Moderator, which committee may join with a comparable committee or committees, from one or more neighboring Towns and, or City, to form a Regional Vocational School District Planning Board for the purpose of studying the advisability of establishing, a Regional Vocational School District, and making recommenda- tions, relative thereto, pursuant to Chapter 71, of the General Laws, Section 14 to 161 inclusive.

Article 11. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to purchase the following described property :


Beginning at an iron pin in the ground on the high water mark of Big Pond "so-called" marking the southwest corner of land now owned by Ciesla Bros., Inc. said point being about one hundred sixty (160) feet southwestly of a drill hole in the base of a stone wall on the northerly line of West Street;

Thence northwesterly by land of the Inhabitants of the Town of Southbridge along the high water mark of said Big Pond for a distance of about two thousand two hundred eighty (2280) feet to a point being the easterly terminus of the first course described in a deed dated March 25, 1960 from the In- habitants of the Town of Southbridge to the United States of America recorded in the Worcester District Registry of Deeds, Book 4100, Page 474;


Thence northerly by land of United States of America for a distance of about thirty (30) feet to the center line of the Quinebaug River ;


Thence southeasterly along center line of said Quinebaug River for a distance of about two thousand three hundred thirty (2330) feet to a point marking the northwesterly corner of land owned by said Ciesla Bros., Inc .;


Thence southerly by land of said Ciesla Bros., Inc., for a distance of about one hundred ninety-one (191) feet to the point of beginning.


Said land to be used by the Southbridge Highway Depart- ment for storage of sand, gravel, curbstone, and a snow dis- posal area, or act anything thereon.


On motion of Finance Committee, duly seconded, it was VOTED: Indefinite postponement.


The foregoing description of land not read by moderator. He requested permission not to read it and permission granted.


Article 12. To see if the Town will vote to transfer the sum of Eight Hundred Twenty-Five ($825.00) Dollars from the Sale of Lots and Graves Account to the Cemetery Im- provement Account, or act anything thereon.


On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative.


Article 13. To see if the Town will vote to accept the provisions of Chapter 581 of the Acts of 1964 which provides training to Engineering employees of cities and towns and to raise and appropriate, borrow or transfer the sum of $150.00 therefor, or act anything thereon.

Article 14. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to enable the Town Clerk to obtain a vault, to be used exclusively by the Town Clerk, or act anything thereon.


On motion of Finance Committee, duly seconded, it was VOTED: Indefinite postponement.


Article 15. To see if the Town (by a majority vote) will adopt Chapter 486, Sec. 1, 2, 3, 4 of the General Laws as approved in 1964 by the legislature of the state of Massa- chusetts, granting increases in pension to certain retired employees of the town, under specific conditions. Also to raise and appropriate, borrow or transfer the some of $2,250.00 to pay for these increased pensions, or act anything thereon.

Article 16. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of South Street, intersection of East Main Street and North Woodstock Road, and Guelphwood Road, said money to be used under Chapter 90 of the General Laws in conjuction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


On motion of Finance Committee, duly seconded, it was


VOTED: In the affirmative for $8,750.00 for the recon- struction of South Street, intersection of East Main Street and North Woodstock Road, and Guelphwood Road, said money to be used under Chapter 90 of the General Laws in con- junction with money which may be alloted by the State and County, and also in conjunction with funds voted under Article 19 at the Special Town Meeting held December 9, 1963 wherein the balance of funds from the 1963 reconstruction of Pleasant Street would be assigned to the reconstruction of South Street.


Article 17. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the Main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money which may be alloted by the State and County, or both, for this purpose, or act anything thereon.

On motion of Finance Committee, duly seconded, it was VOTED: In the affirmative for $2,000.00.


Article 18. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the laying out of a public way a certain street to be known as High Street, from the southerly terminus of the 1962 acceptance, thence southwesterly for a distance of about two hundred seventeen (217) feet, or act anything thereon.


Finance Committee's recommendation: To refer to the Town Meeting.


On motion of A Bellerive, duly seconded, it was


VOTED: To accept the report of the Board of Selectmen as to the laying out of a public way a certain street known as High Street, commencing at the Southerly terminus of the 1962 layout of High Street, thence Southerly for a distance of about two hundred thirteen (213) feet.


No Land Damages per selectmen.


Article 19. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the laying out of a public way a certain street to be known as Pinedale Street, from the terminus of the 1962 layout, thence southwesterly for a distance of about two hundred twenty-one (221) feet, or act anything thereon.
