That the Selectmen on March 6, 1964 at each Precinct voting place did not make available to the voters copies of the recommendations of the Finance Committee with respect to all matters in the warrant for the adjourned Town Meeting held on March 16, 1964. Attest : Clare P. Boyer, Town Clerk


All used and unused ballots were sealed and delivered to the Police Station. Also the Ballot Boxes were delivered to the Police Station. Said storage of above items verified by officer at the Police Station with the Town Clerk.


The voting lists, etc. certified by the Election Officers were delivered to the Town Clerk.

Precinct No. 1 votes cast 1,082 - reported at 1:02 A.M. on March 7, 1964.


Precinct No. 2 votes cast 762 - reported at 12:05 A.M. on March 7, 1964.


Precinct No. 3 votes cast 1,160 - reported at 11:50 P.M. on March 6, 1964.


Precinct No. 4 votes cast 476 - reported at 11:15 P.M. on March 6, 1964.

The result of votes cast at the Annual Town Election were forwarded to the Secretary of State.


In accordance with Chapter 54, Section 132, the number of persons who voted in each precinct was forwarded to Secretary of State.


In connection with the work of the Department of Corpora- tions and Taxation, a list of Town Officials was forwarded to Director of Accounts.


Mr. Robert R. Gallagher, Register of Deeds, was notified of the election of H. Albani Bousquet to the Southbridge Planning Board.


Mr. Kevin H. White, Secretary of the Commonwealth was notified of the election of H. Albani Bousquet to the Southbridge Planning Board and of the election of Christopher G. Thomas to the Southbridge Redevelopment Authority. Also of the election of Paul J. Libuda to the Southbridge Housing Authority.


A certificate of the foregoing election was forwared to Dept. of Commerce, State Housing Board of Boston, Mass.


Sheriff Smith was informed of Mr. Wilfred Gauthier's elec- tion of Constable.

ADJOURNED TOWN MEETING MARCH 16,1964


In accordance to the By-laws, Article 3, Section 7, the moderator Willard R. Stark appointed tellers. Said tellers admitted only registered voters.


The selectmen did furnish for all attending voters copies of warrant together with the recommendations of the Finance Com- mittee.


Said meeting was held in two (2) places, namely: The audi- torium and the gymnasium in the Southbridge High School. Said places equipped with a public address system and loud speaker facilities.


The moderator, Willard R. Stark appointed Roland Hetu, assistant moderator and Mrs. Bernice Lacasse, assistant clerk for the gymnasium.


Meeting was called to order by Moderator, Willard R. Stark at 7 P.M.


VOTED: That the reading of the warrant by the Town Clerk be dispensed with.


Officer's return on Warrant was read by Town Clerk, Clare P. Boyer.


The Moderator stated :


"Observe with us a minute of silence for those who passed away this year; Blanche Metras, Charles Hart and Arthur Nadeau. They had great ability and gave freely of their time and ability for public service in this com- munity."

"We shall follow the usual custom : Recommendations of the Finance Committee to be considered as motions and said motions duly seconded. Substitute motions may be presented from the floor."


The moderator warned the inhabitants to please refrain from personalities.


The moderator referred to a statement that he had read 'Derogatory ejection by police.' "My opinion for ejec- tion will be in accordance to Chapter 39, Section 17."


He commented on the following: "Come to the Town Meeting if you want to have fun." If you came for fun, leave now. We are here to conduct town business with decorum as usual."


"Policemen and firemen are here at my request, and they are doing various duties assigned to them."


Mr. Duff requested that the heat be turned down.


ARTICLE 1. To hear and act on the reports of the Town Officers :


VOTED: To accept the reports of the Town Officers as printed in the Town Report.


Gymnasium : It's a vote.


ARTICLE 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in accordance with Chapter 44, Section 4, of the General Laws and to renew notes as provided by Chapter 44, Section 17.


VOTED: In the affirmative.


Gymnasium : It's a vote.


ARTICLE 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's accounts of 1964, or act anything thereon.


VOTED: In the affirmative.


Gymnasium : It's a vote.


ARTICLE 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1964, or act anything thereon.


VOTED: Indefinite postponement.

The moderator made the following announcement : "Note, most of the articles appearing in the warrant contain "or act anything thereon." There is no validity to this phraseology. Most of the towns have eliminated this phraseology and we will follow the same procedure."


ARTICLE 5. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Physician at a salary of $870.00 per annum, or act anything thereon.


VOTED: That the Town authorize the Board of Health to appoint one of its members to the office of, or position of Board Physician, at a salary of $630.00 per annum; and to the office of, or position of Parochial School Physician at a salary of $870.00 per annum.


ARTICLE 6. To see if the Town will raise and appro- priate money to defray the debts and expenses of the Town for the current financial year and especially for or relating to all or any boards, departments, committees; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.

ARTICLE 8. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for painting of hall, foyer, and lobby in the Town Hall, or act anything thereon.

ARTICLE 9. To see if the town will vote to raise and appropriate, borrow or transfer, a sum of money to enable the Town Clerk, to obtain a vault, to be used exclusively by the Town Clerk, or act anything thereon.

ARTICLE 10. To see if the Town (by a majority vote) will adopt Chapter 478 of the General Laws as approved June 11, 1963 by the legislature of the State of Massachusetts, granting increases in pension to certain retired employees of the town, under specific conditions. Also to raise and appropriate, borrow or transfer the sum of $1,600.00 to pay for these increased pen- sions, or act anything thereon.
