Article 5. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the con- struction of a storm water drain on Bellevue Avenue, from Blanchard Drive to Westwood Parkway, a distance of about three hundred (300.0) feet, or act anything thereon.

Gentlemen:


I have today obtained a copy of the recommendations of the Finance Committee on Articles to be voted upon tonight at the Special Town Meeting, and I find that Articles 5, 6, 7 and 16 have been recommended for indefinite postponement.


Article 5 calls for the construction of a storm drain on Bellevue Avenue. The present system, which is a system in- stalled by the Developer, was found to empty out on to pri- vate property. Requests were made by the private property owners to eliminate this condition. In eliminating, we are creating a hazardous condition by causing the water to run off across the Street.


Article 6 calls for the construction of a storm drain on Dennison Drive, and unless this drain is built there will also be a hazardous condition on Dennison Drive.


Article 7 was inserted in the warrant at the request of the Highway Superintendent as a result of the break through of a stone culvert during the months of January and February of 1962, whereby water coming out of the ground created a haz- ardous condition and was temporarily repaired by the High- way Department. In order to avoid the repetition of the ex- perience that Mr. Benoit had last year, this Article was in- serted in the warrant.


Article 16 calls for the construction of a storm drain on Columbus Avenue, and was requested by the Board of Sewer Commissioners and myself as Town Engineer. On December 14, 1959, a meeting was held by the Board of Selectmen, the Finance Committee, the Town Engineer, and Mr. McCann, member of the Board of Sewer Commissioners. The Board of Selectmen received a letter dated December 7, 1959 from the State Board of Health requesting approval by the Finance Committee for the construction of a trunk line and relief sewer in Crystal Street. It was the unanimous opinion of all at- tending, that the overflow of sewage in the Mechanic and Crys- tal Street area is primarily due to the existing amounts of storm and ground water entering the system. The following

was strongly recommended: "That all legal means available to the Sewer Department be used in connection with all in- formation that the Board of Sewer Commissioners will be able to obtain to eliminate as quickly as possible, the infiltration of storm and ground water into the system." All persons at the aforesaid meeting expressed a desire that the above conditions be taken in order to avoid the necessity of having to spend money for new trunk lines and addition to the sewage system.


During the construction of a storm drain on Spring Street, I found an excessive amount of ground water in the sewer system in the area of Columbus Ave, whereupon I notified the Board of Sewer Commissioners. They in turn completed an investigation as to the source of this additional water in the system, and found it entering a sewer manhole on Columbus Avenue. They then requested Article 16 to be inserted in the warrant, and I concur with their request as to the immediate need of the construction of a storm drain on Columbus Avenue.


I have therefore, prepared substitute motions for Articles 5, 6, 7 and 16, which I urge you to request the passage of at this meeting.

Article 13. To see if the Town will vote to authorize the

Board of Selectmen to appoint a committee of seven (7) voters of the Town, of which at least two members must be mem- bers of the Southbridge Town Democratic Committee and at least two members must be members of the Southbridge Town Republican Committee to make a study of the Party Caucus and Non-partisan Caucus for the purpose of changing the Party Caucus to Non-Partisan Caucus and to bring its recom- mendations to the Board of Selectmen before December 31, 1962, or act anything thereon.

The moderator made the following announcement: "As usual the recommendations of the Finance Committee to be considered as motions and said motions duly seconded. How- ever, substitute motions may be presented from the floor."


Article 1. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money to relay sewer on Old Sturbridge Road commencing at manhole on West Main Street and extending northwesterly approximately 290.0 feet, or act anything thereon.
