To see if the Town will vote to raise and appropriate, borrow or transfer the sum of $2,000.00 to the Cady Brook Land Damage Account to pay Leopold Hebert in full satis- faction for all the claims arising as the result of takings by the Town of Southbridge for improvements to Cady Brook.

ARTICLE 2. To see if the town will vote to raise and appropriate, borrow or transfer the sum of $2,100.00 for the Pension : Group Insurance Account, or act anything thereon.

To see if the town will vote to hear, act on, and accept the report of the Selectmen as to the layout of a public way a certain street to be known as Laurel Hill Road, commencing at the Northerly terminus of the 1945 acceptance of Laurel Hill Road, thence Northeasterly for a distance of about seven hundred thirty-four (734) feet to the Southerly sideline of Cohasse Street, or act anything thereon.

ARTICLE 6. To see if the town will vote to revise the Chapter 90 South Street Assignment of funds voted under Article 22 of the annual town meeting held March 16, 1964, to include construction work on Guelphwoods Road, or act anything thereon.

ARTICLE 7. To see if the town will vote to amend the zoning by-laws map to change the existing Retail Business Dis- trict to a Light Industry District as follows: Beginning at the northerly side of Hartwell Street and the westerly side of Elm Street, thence running northerly along Elm Street to a private road; thence, running westerly along said private road and exten- sion of it to the easterly side of Chapin Street; thence southerly along the easterly side of Chapin Street to the northerly side of Hartwell Street thence easterly along the northerly side of Hart- well Street to the point of beginning, or act anything thereon.

Motion for changing the Existing Retail Business District to a Light Industry District on Hartwell Street ;


The Planning Board unanimously voted to recommend the following motion :


To change the Zoning Map and Zoning By-laws by changing the existing Retail Business District to a Light Industry as follows :


Beginning at the northerly side of Hartwell Street and the westerly side of Elm Street ; Thence running northerly along Elm Street to a private road; Thence running westerly along said private road and extension of it to the easterly side of Chapin Street ; Thence southerly along the easterly side of Chapin Street to the northerly side of Hartwell Street; Thence easterly along the northerly side of Hartwell Street to the point of beginning.


The moderator informed the voters that a two-thirds vote was necessary on this motion.


On standing count, 107 in favor and 73 opposed the motion lacking the required two-thirds vote was DEFEATED.


Tellers were Messrs. Slack and Mominee.


ARTICLE 8. To see if the town will vote to amend the zoning by-laws map to extend the existing heavy manufacturing district as described: Beginning at the terminus of the existing heavy industry zone on the westerly side of Dresser Hill Road; thence running westerly along the existing heavy industry zone to other land of the Inhabitants of the Town of Southbridge (former Bellerose property) ; thence running northeasterly to include the properties owned by the Town of Southbridge (Sewage Treatment Plant land) Stephen Kupiec, Marcel and Estelle Remillard, Alfred and Rita Galipeau, Sidney and Maria Hazzard, to the Town of Charlton Town line; thence running southerly along the Charlton-Southbridge Town line to the southeast corner
