SELECTMEN'S REPORT
To the Townspeople:
Nineteen hundred and sixty-three is the year in which Southbridge put out the Welcome Mat to new industry, to new ideas and programs. It is too soon to assess the results of these efforts, however, optimism appears warranted. Discussions have been held with business leaders, industrialists, state and federal officials, and other towns with similar interests.
Local business people are showing a renewed confidence in the community, and the townspeople have participated by appropriating funds to be used for promotional purposes and for a new public parking area. The future is promising.
Other proposals which we feel will expedite local activity are the prospect of a nearby vocational school, the adoption of the federal accelerated works program, our own local five year capital improvement plan, the updating of street lighting on main thoroughfares.
In addition to the aforementioned, and to our regular duties, we have this year held several meetings concerning the application of the Massachusetts Conflict of Interest law. Town officials and employees have cooperated so that this has not become a major problem here.
We take this opportunity to thank all of those who serve the town conscientiously. This year we particularly commend the library department for its well deserved recognition in winning a national award.

THE BOARD OF ZONING APPEALS
TOWN OF SOUTHBRIDGE
In Re Petition of Anna D'Alessandro for Variance With Respect to Premises Located on Coombs Street.
AMENDMENT
The Board of Zoning Appeals of Southbridge viewed the premises in question and the surrounding property and held a hearing on the above-captioned petition on October 8, 1962 at which interested parties appeared and presented their views. Subsequent to the filing of its decision on October 22, 1962, the Board learned that certain of the abutters have ap- pealed to the Superior Court from their decision and that the matter is now pending in that Court. It has been brought to the attention of the Board that its earlier decision did not fully state all of the reasons upon which the Board based its grant- ing of the petition for a variance and that it would be in the interests of all parties concerned if the Board set forth these reasons so that a further hearing might be rendered unneces- sary.
WHEREFORE, the Board amends its earlier decision by adding thereto the following:
1. The neighborhood on Coombs Street and its environs is almost wholly developed. The premises in question is one of the last remaining sites available for new construction.

2. It would involve a substantial financial hardship upon the petitioner to limit the premises to a two-family dwelling since the rents would have not been sufficient to defray the costs of construction.
3. The vast majority of the houses on Coombs Street are multiple dwellings and the same is true of the abutting areas.
4. The erection of the multiple dwelling on the premises in question does not derogate from the appearance of the area. It is clean brick construction and stands as a very attractive building. The line of demarkation of the zoning by-law on Coombs Street is arbitrary since there is no natural or geo- graphic explanation therefor. To limit the premises in ques- tion to a two-family dwelling could seriously jeopardize the utilization of the premises.
5. The granting of the variance will insure to the area the use of the premises for purposes consistent with the in- tent and purpose of the zoning by-laws since the area is com- posed almost wholly of multi-family dwellings.
6. Although some of the abutters have opposed the va- riance, we cannot find that the construction of this apartment house type of dwelling will adversely affect property values in the area and, in fact, will serve to enhance them when we consider that prior to the filing of the petition the premises were occupied by a dilapidated dwelling, an eyesore to the en- tire neighborhood. The building in question is a substantial improvement over that condition.
7. Except as stated herein, The Board affirms its earlier decision.

Article 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in accordance with Chapter 44, Sec- tion 4, of the General Laws and to renew notes as provided by Chapter 44, Section 17.
Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's accounts of 1963, or act anything thereon.
Article 4. To see if the Town will authorize the Board of Assessors to use a certain sum of free cash in the Treasury in computing the tax rate for 1963 or act anything thereon.
Article 5. To see if the Town will vote to authorize the Board of Health to appoint one of its members to the office or position of Board Physician at a salary of $630.00 per annum and to the office or position of Parochial School Physician at a salary of $870.00 per annum, or act anything thereon.
Article 6. To see if the Town will raise and appropriate money to defray the debts and expenses of the Town for the current financial year and especially for or relating to all or any boards, departments, committees; to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the General Laws, as amended, or to take any other action in relation thereto.
Article 7. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the purchase, lease, or rental of two (2) Base Radio Transmitters and twelve (12) Mobile Units and other units incidental thereto for use by the Police and Fire Departments, or act anything thereon.
Article 8. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the pur- chase and installation of a chain-link type fencing on the east and west side of the Police Station driveway, a total distance of approximately 300 feet, or act anything thereon.
Article 9. To see if the Town will vote to transfer the sum of Sixteen Hundred Sixty ($1660.00) Dollars from the Sale

To see if the Town will vote in accordance with Section 22B and 22C of Chapter 40 of the General Laws to authorize the Board of Selectmen to lease for a period of one year from the first day of April, 1963, property located at the corner of Main and Goddard Streets, owned by Martin Realty Co., of Auburn, Inc., to be used for off-street parking upon such terms and conditions as the Board of Selectmen might deter- mine and to raise and appropriate, borrow or transfer a suffi- cient sum of money to cover the cost of such lease, public lia- bility insurance and the cost of policing and maintaining said areas, or act anything thereon.
Article 12. To see if the Town will vote to authorize the Board of Selectmen to purchase under Section 14 of Chapter 40 of the General Laws of the Commonwealth, and/or take by eminent domain under Chapter 79 of the General Laws of the Commonwealth, a parcel or parcels of land and appurtenances, easements or rights therein, said parcel or parcels of land bordering, adjoining and contiguous to the Nuisance Brook, said land to be sufficient in size to make possible the channel improvements necessary to avoid damage to public property and health by rising waters and further to see if the Town will vote to improve the channel of said Nuisance Brook from the spillway of the Town swimming pool to the northerly line of Dupaul Street by dredging or installing pipe along present course and/or realignment where necessary and further to see if the Town will vote to raise and appropriate, borrow or transfer to a new account to be known as "Nuisance Brook Channel Clearance Account," a sum of money to pay for said clearance and parcel or parcels of land and appurtenances and/or to see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to be used in conjunction with money allocated by the State under Chapter 91 of the General Laws, and vote that the Town assume liability in the manner provided by Section 29 of Chapter 91 of the Gen- eral Laws, as amended, for all damages that may be incurred by the work to be performed by the Department of Public Works for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide-waters, in accordance with Chapter 91 of the General Laws, and to authorize the Selectmen to execute and deliver

a bond of indemnity, therefor, to the Commonwealth, provided that the Town take under Chapter 79 and/or obtain proper easements and relief from claims against the Town of South- bridge from all adjacent property owners, or act anything thereon.
Article 13. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen, as to the lay- ing out of a public way, a certain street known as Marc Ave- nue, commencing at the southerly terminus of the 1961 layout, thence southwesterly for a distance of about one thousand forty-eight (1048.0) feet, to the northerly line of Ridge Road, or act anything thereon.
Article 14. To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen, as to the lay- ing out of a public way, a certain street known as Ridge Road, commencing at the easterly line of Dennison Drive, thence easterly, southerly, and southeasterly to the westerly line of Dennison Hill Road, for a distance of about one thousand one hundred forty-one (1141.0) feet, or act anything thereon.
