To see if the Town will vote to hear, act on, and accept the report of the Board of Selectmen, as to the laying out of a public way, a certain street known as Dennison Hill Road, commencing at the southerly terminus of the 1955 layout of Dennison Hill Road; thence southwesterly and west- erly for a distance of about one thousand seven hundred and seventeen (1717.0) feet, to the easterly line of Dennison Drive, or act anything thereon.

McGrath release to the Town of Southbridge all rights by proper instruments, or act anything thereon.


Article 22. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to pay Rogart Builders, Inc. for the construction of a sanitary sewer on Crest- view Drive from the terminus of the 1961 acceptance easterly for a distance of three hundred forty-six (346) feet, provided that Rogart Builders, Inc. release to the Town of Southbridge all rights by proper instruments, or act anything thereon.


Article 23. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to pay War- ren D. McGrath for the construction of a sanitary sewer on High Street from the junction of High and Pinedale Streets easterly for a distance of three hundred thirty-two (332) feet, provided that Warren D. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the con- struction of a sanitary sewer on Charlton Street from the terminus of the 1962 construction northerly for a distance of about one thousand twenty (1,020) feet, or act anything there- on.


Article 27. To see if the Town will vote to raise and appropriate, borrow or transfer, the sum of $2,500.00 for the construction of a storm water drain from the north end of Maple Street southerly along Maple Street to Main Street, thence along Main Street for a total distance of approximate- ly 630.0 feet, said money to be used in conjunction with money voted under Article 20 of the Annual Town Meeting held March 12, 1962, or act anything thereon.


Article 28. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the in- stallation of two catch basins and two retaining walls on Temple Drive, or act anything thereon.


Article 29. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of Lens Street from Crystal Street to Mechanic Street, a distance of about two hundred twenty-five (225.0) feet, or act anything thereon.


Article 30. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the con- struction of a storm drain from Westwood Parkway south- westerly along proposed Chartier Lane, thence southerly along land of Henry Chartier to the northerly end of Blanchard Drive for a distance of about four hundred twenty (420 0) feet, provided proper easements can be obtained, or act anything thereon.


Article 31. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money for the con- struction of a storm drain on Blanchard Drive from Bellevue

Avenue northwesterly for a distance of about seven hundred (700) feet, or act anything thereon.


Article 32. To see if the Town will vote to amend the Zoning Map and Zoning By-Laws of the Town of Southbridge to extend the Multiple Family Residence District as it present- ly exists on the southerly side of Cohasse Street to include the following tract of land:


Beginning at the easterly line of the existing Multiple Family Residence District, said line being about one hun- dred fifty (150.0) feet easterly of the southeasterly junc- ton of the southerly line of said Cohasse Street and the easterly line of Beecher Street;


Thence by the southerly line of said Cohasse Street, for a distance of about two hundred sixty-five (265.0) feet, to the westerly line of land owned by the Town of South- bridge (Oak Ridge Cemetery);


Thence southwesterly along the westerly line of said Oak Ridge Cemetery, for a distance of about six hundred fifty (650) feet, to land formerly owned by the Lebanon Park Development;


Thence westerly by the northerly line of land formerly owned by said Lebanon Park Development, for a distance of about six hundred fifty-eight (658) feet, to land owned by Antonio Tieri et ux;


Thence northerly by land of said Tieri, for a distance of about twenty (20) feet, to the center line of the Cohasse Brook;


Thence generally northeasterly along the center line of said Cohasse Brook, for a distance of about six hundred eighty (680) feet, to the easterly line of said present Mul- tiple Family Residence District;


Thence northeasterly by said existing Multiple Family Residence District line, for a distance of about three hun- dred (300) feet, to the point of beginning.


Article 33. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the Main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


Article 34. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- construction of Pleasant Street, said money to be used under Chapter 90 of the General Laws in conjunction with money

which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


Article 35. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for special maintenance of Eastford Road, said maintenance to consist of surfacing from the southerly terminus of the 1962 surfacing, thence southerly for as long a distance as possible with the aforementioned funds; and that said money be used under Chapter 90 of the General Laws in conjunction with money which may be allotted by the State and County or both for this purpose, or act anything thereon.


Article 36. To see if the Town will vote to use Chapter 718 Allocated Funds, raise and appropriate, borrow or trans- fer, a sum of money for the reconstruction of Woodycrest Ave- nue, from Cole Avenue to Marcy Street, a distance of about seven hundred (700.0) feet, said construction to consist of ade- quate drainage, foundation, concrete curb on the easterly side, and Type I surfacing, said sidewalks to be built under the provisions of Chapter 82 of the General Laws of the Com- monwealth, or act anything thereon.


Article 37. To see if the Town will vote to use Chapter 718 Allocated Funds, raise and appropriate, borrow or trans- fer a sum of money for the reconstruction of Crystal Street from East Main to North Street, a distance of about one thou- sand three hundred seventy-five (1,375.0) feet, said construction to consist of adequate drainage, foundation, and Type I sur- facing, or act anything thereon.


Article 38. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the pur- chasing of a One Hundred (100) Gallon Seraphin Test Measure for the Department of Weights and Measures.


Article 39. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Nine Hundred Forty ($940.00) Dollars to foliar feed 17 town owned trees on Main Street, to improve the condition and appearance of these trees; to transplant and guy 30 town owned shade trees now growing on town owned Morris Street land, on various town streets, where trees have been removed. To buy, plant and guy 20 trees on new streets, also if tree or trees are planted on private land, said owner or owners of private land will release to the Town all their rights by proper instrument. Work to be done under the supervision of the Tree Warden, or act any- thing thereon.


Article 40. To see if the Town will vote to raise and

appropriate, borrow or transfer the sum of One Thousand Five Hundred ($1,500.00) Dollars for Mosquito Control. Said sum to be used for two sprays in swamps and low areas contain- ing collections of water to prevent further breeding, or act anything thereon.


Article 41. To see if the Town will vote to raise and appropriate, borrow or transfer a sum of money for the re- moval of two trees located at number 8 and number 12 Sum- mer Street, said removal to include necessary repairs to side- walk and abutting property, or act anything thereon.


Article 42. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of money to enable the Town Clerk to obtain a vault, to be used exclusively by the Town Clerk, or act anything thereon.


Article 43. To see if the Town will vote to raise and appropriate, borrow or transfer, a sum of Two Thousand ($2,000) Dollars for improvement of Morris Street recreation area, or act anything thereon.


Article 44. To see if the Town will vote to continue the 25 member Representative Town Meeting Committee adopted at the Special Town Meeting held on December 10, 1962, and that said Committee shall make a report of its findings and recommendations to the Town at the annual Town Meeting to be held in March, 1964, or act anything thereon.


Article 45. To see if the Town will vote to hear, act on and accept the Report of the Representative Town Meeting Committee, or act anything thereon.


Article 46. To see if the Town will vote to authorize the Board of Selectmen to appoint or re-appoint seven (7) voters to the By-Law Study Committee pursuant to Article 16 of the Special Town Meeting of October 17, 1961, and that said com- mittee make a final and/or progress report to the Board of Selectmen, and also that the Board of Selectmen be directed to call a Special Town Meeting during the month of December 1963 to present their findings to the voters of the Town of Southbridge, or act anything thereon.


Article 47. To see if the Town will vote to raise and appropriate, borrow or transfer the sum of Two Thousand Dollars ($2,000.00) for the hiring of a Certified Public Account- ant to be an internal auditor under the office of the Town Ac- countant and under the direction of the Town Accountant and/or Board of Selectmen who shall have the power and au- thority to examine the books and accounts of all the Town

Officers and Committees intrusted with the receipt, custody or expenditure of money, and all original bills and vouchers on which money has been or may be paid from the Town Treasury; shall have free access to such books, accounts, bills and vouchers as often as deemed necessary for an audit, or act anything thereon.


Article 48. To see if the Town will vote to raise and appropriate, borrow or transfer, the sum of Twenty-two Thou- sand ($22,000.00) Dollars, for the purchase of the following described parcels of land from the Southbridge Realty Trust and Edith L. Dragon:


Beginning at a point on the northwesterly side line of Central Street, said point marking the northeast corner of land of Saga Realty Corp., and being the southeast corner of land to be conveyed;


Thence running N. 46° 35' W. along land of Saga Realty Corp., 56.6 feet to land of Perron & Co .;


Thence running northwesterly along land of Perron & Co., about 48 feet to land of Goodwin Realty, Inc. and land of Dragon;


Thence running N. 59° 13' E. along land of Dragon, 59.38 feet;


Thence running S. 43º 46' E. along other land of Dragon, 29.18 feet to the northwest corner of land formerly of Martin Realty Co., Inc.

Beginning at the intersection of Breakneck Road, north of Reservoir No. 5, thence northerly and northeasterly 5000 feet, more or less, to a point 80 feet, more or less, north of concrete bound at station 49 + 22, or act any- thing thereon.


Article 53. To see if the Town will vote to amend Article XXIII of the Town By-Laws as adopted at the Annual Town Meeting, held March 14, 1960 (Article 2), by inserting at the end of said article the following:


"or that the Selectmen may offer said used or obsolete equipment and materials as a trade-in towards the pur- chase of new equipment and materials, provided that such trade-in shall be set forth in the advertisement calling for bids for the purchase of said new equipment and ma- terials",


so that said Article XXIII of the Town By-Laws shall read as follows:


"The Selectmen may sell at private sale or public auction, after giving notice of the time and place of sale by pub- lishing or posting such notice of sale in some convenient and public place in the Town fourteen (14) days at least before the sale, used or obsolete equipment and materials owned by the Town, or that the Selectmen may offer said used or obsolete equipment and materials as a trade-in toward the purchase of new equipment and materials, pro- vided that such trade-in shall be set forth in the advertise- ment calling for bids for the purchase of said new equip- ment and materials."
